Ronald Carlton Vivian Pidade Noronha (1916-1982), known as Ron to his friends and Noronha to his colleagues , was an Indian Civil Service officer, writer and the longest serving Chief Secretary of Madhya Pradesh in independent India. He was the author of A Tale Told By An Idiot, an autobiography. The Government of India awarded him the Padma Bhushan, the third highest civilian award, in 1975. [1]

R. C. V. P. Noronha was born on 14 May 1916 at Hyderabad in the south Indian state of Telangana. [2] The only son of an engineer-doctor couple, he did his pre-college at Inter College, Vishakhapatnam and secured a graduate degree with honours from Loyola College, Madras and moved to the London School of Economics which earned a BSc (honours) from the University of London. [3] Subsequently, he joined Indian Civil Service, topping the qualifying examination.


He was the second longest serving chief secretary of Madhya Pradesh, having served as the chief secretary for two terms, November 1963 to August 1968 and September 1972 to May 1974 when he retired from service at the age of 58. [4]


After retirement, Ron Noronha, lived as a farmer,in a one room house in a village called Sankal, 20 kilometers from Bhopal . He was affectionately known as Baba by the children and adults of the village, alike. He would also provide first aid for common ailments like diarrhea and fever and even ferried emergency patients to Bhopal sometimes. After his death, the village has been named after him as Noronha Sankal.

He published his autobiography in 1976 under the title, A Tale Told By An Idiot. [5] He was married to Amy Alvares and the couple had two sons, Ashok and Terence, and two daughters, Gabrielle and Anjali. [3] He died on 23 November 1982, at the age of 66, at Bhopal in Madhya Pradesh,. [2] succumbing to a massive heart attack that he suffered at his village. [3]

Awards and honors

The Government of India awarded him the Padma Bhushan, the third highest civilian award, in 1975. [1] RCVP Noronha Academy of Administration, the principal civil service training institute of the Government of Madhya Pradesh, is named after him. [6] [7]

The Padma Bhushan is the third-highest civilian award in the Republic of India, preceded by the Bharat Ratna and the Padma Vibhushan and followed by the Padma Shri. Instituted on 2 January 1954, the award is given for "distinguished service of a high order...without distinction of race, occupation, position or sex." RCPV Noronha Academy of Administration and Management is the apex and nodal training institute of Madhya Pradesh, India. It organises training programmes for the senior officers of the government of Madhya Pradesh, government of India and Public Sector Undertakings. It has been effectively playing an advisory role for the Madhya Pradesh government in Human Resource Development. It is also a coordinating institution for the various training institutions of the state.

Pandit Makhanlal Chaturvedi, also called Pandit ji, was an Indian poet, writer, essayist, playwright and a journalist who is particularly remembered for his participation in India's national struggle for independence and his contribution to Chhayavaad, the Neo-romanticism movement of Hindi literature. He was awarded the first Sahitya Akademi Award in Hindi for his work Him Tarangini in 1955. The Government of India awarded him the civilian honour of the Padma Bhushan in 1963. Dharamnath Prasad Kohli was the founder Director of the CBI, India's Central Investigation Agency. He held office from 1 April 1963 to 31 May 1968. Before this, he was Inspector-General of Police of the Special Police Establishment from 1955 to 1963. Prior to that, he was police chief in Madhya Bharat and Uttar Pradesh states. He was awarded the Padma Bhushan in 1967 for his distinguished services by Government of India.

He was the first vice chancellor of Rani Durgavati University and the chancellor of Nagpur University. He served as the first speaker of Madhya Pradesh Legislative Assembly in 1956, as the Finance Minister of the State in 1967 and was the president of the Inter University Board of India, Burma and Ceylon. The Government of India awarded him the third highest civilian honour, the Padma Bhushan, in 1964, for his contributions to the society. India Post issued a commemorative stamp on Dubey in 1996.

Gaan Maharishi Pt. Krishnarao Shankar Pandit (1893–1989) was an Indian musician, considered by many as one of the leading vocalists of the Gwalior gharana. He authored several articles and 8 books on music and was the founder of Shankar Gandharva Mahavidyalaya, a music college based in Gwalior. The Government of India awarded him the third highest civilian honour of the Padma Bhushan, in 1973, for his contributions to music. He was also a recipient of several other honors, including the 1959 Sangeet Natak Akademi Award and the 1980 Tansen Award of the Government of Madhya Pradesh.

Thiruvengadam Lakshman Sankar (1928-2018) is an Indian energy expert, civil servant, corporate executive and the former head of Asian Energy Survey of the Asian Development Bank. He is a former chairman of the Andhra Pradesh Gas Power Corporation Limited and Transmission Corporation of Andhra Pradesh. Securing his MSc degree in physical chemistry from the University of Madras and MA degree in development economics from Wilson College, he entered the Indian Administrative Service where he held positions such as the Secretary of the Fuel Policy Committee from 1970 to 1975 and the Principal Secretary of the Working Group on Energy Policy from 1978 to 1979. In 2007, he headed a government committee, popularly known as the T. L. Shankar Committee, which proposed ways of reforming Indian coal sector. He is a non-executive chairman of KSK Energy Ventures and a United Nations adviser on Energy to the governments of Sri Lanka, Tanzania, Jamaica, North Korea and Bangladesh. He is a former board member of Hindustan Petroleum Corporation and a former member of the Integrated Energy Policy Committee of the Planning Commission of India. The Government of India awarded him the third highest civilian honour of the Padma Bhushan, in 2004, for his contributions to society. He passed on 26.12.2018 which was a tragic day for his family and people who had seen him work al these years. He had three sons - Ravi, Sachin and Nitin Sanker.

Shashi Bhushan (1924–2011) was an Indian independence activist, social worker, politician, writer and an institution builder. He was the founder of several organisations such as Rashtriya Ekta Samiti, All India Freedom Fighters' Organisation, Punjab Ekta Samiti and the Institute for Socialist Education, and represented Khargone and South Delhi constituency in the 5th Lok Sabha (1971–1977).

He served as the principal secretary to three chief ministers of Haryana and is a former secretary at the ministries of Tourism, Civil Aviation and Agriculture. He is one of the founders of Motilal Nehru School of Sports, Rai and the founder chairman of Indian Trust for Rural Heritage and Development. The Government of India awarded him the third highest civilian honour of the Padma Bhushan, in 2009, for his contributions to Indian civil service.

Mata Prasad is a retired Indian Administrative Service officer. He was one of the first people from the Scheduled Castes and Scheduled Tribes to become an IAS officer. He is a former chairman of the Union Public Service Commission of India. He served as the chief secretary of the state of Uttar Pradesh from June 1995 to October 1996, thus becoming the first Scheduled Caste officer to head the state bureaucracy. The Government of India awarded him the third highest civilian honour of the Padma Bhushan, in 2012, for his contributions to civil service.

Manibhai Jaberbhai Patel (1920-1996) was an Indian industrialist, writer, politician and a member of the 4th Lok Sabha. He represented Damoh Lok Sabha constituency from 1967 and was a member of Madhya Pradesh Legislative Assembly for two terms, from 1957–62 and 1962–67. He was the author of a number of books which included Nehru Vani, Janata ke Jawahar, Shantidoot Shastriji, Shreemati Indira Gandhi, Panchayaten Aur Humara Dayitwa and Pagdandiyon ki Awaz. The Government of India awarded him Padma Bhushan, the third highest Indian civilian award, in 1971.

Avadh Kishore Jadia is a poet and author in the Bundeli language and the Braj language from the Chhatarpur district in the Indian State of Madhya Pradesh. He was also an Ayurveda medical practitioner in the Madhya Pradesh Govt Service. In the year 2022, Govt of India honored him by conferring the Padma Shri award for his contributions as an author in the Bundeli and Braj languages.

Ram Sahay Panday is a Rai dancer from Sagar in the Indian State of Madhya Pradesh. The Rai dance was traditionally associated with the Bedia community which itself was associated with flesh trade. In spite of the fact that he was not a member of the community, he devoted his whole life to the practice and performance of the Rai dance and to secure acceptance and respectability to the dance form. His untiring efforts helped obtain national and international recognition to this dance form.
