Subrahmanya Bhoothalingam (22 February 1909 - 28 November 1990) [1] was an Indian economist and civil servant who was instrumental in establishing India's steel industry. He successively served as Secretary (Commerce and Industry), Secretary (Iron and Steel) and Finance Secretary of India.

Career

Bhoothalingam was born in the salute state of Travancore. After completing a B.A. (Economics) at Caius College, Cambridge, [1] he joined the Indian Civil Service in October 1931. [2] Beginning his career in the then Madras Presidency of British India as an assistant collector and magistrate, he was successively promoted to sub-collector and joint magistrate in May 1933 and to special assistant settlement officer in November 1934. [2] In December 1938, he was transferred to the Reserve Bank of India as an officer in its agricultural audit department. During the Second World War, he was transferred to the service of the Government of India in January 1940 as an officer in the Department of Supply, with the rank of under-secretary. [2] He was promoted to deputy secretary in the same department in July 1942. [2] In the imperial 1945 New Year Honours list, he was appointed an Officer of the Order of the British Empire (OBE). [3] Sent on deputation to Britain in early 1945, he was promoted to joint secretary in October 1946. [4]

Following the independence of India in August 1947 and the dissolution of the ICS, Bhoothalingam transferred to the new Indian Administrative Service (IAS). In June 1952, he was promoted to Secretary in the Ministry of Commerce and Industry, and was appointed Secretary in the Ministry of Iron and Steel in July 1955, a post he occupied through 1960. [4] During his tenure as Secretary (Iron and Steel), Bhoothalingam established Hindustan Steel Limited in 1954, which subsequently became the Steel Authority of India. He was instrumental in erecting India's first three public-sector steel plants: Rourkela, Bhilai and Durgapur. [1] After 1960, Bhoothalingam was appointed Secretary for Economic Affairs and Coordination in the Finance Ministry. [5] He retired as Finance Secretary of India in 1966. [1]

After retiring from government service, Bhoothalingam headed several government commissions on taxation and finance, and served on the boards of various Indian and multinational firms, including Glaxo India and American Express. He later served as Director-General of the National Council of Applied Economic Research (NCAER), an economic think-tank in New Delhi, for seven years. Bhoothalingam died in Hyderabad in 1990, aged 81. [1]

Personal life

Bhoothalingam was married to Mathuram "Krithika" (1915–2009), a noted Tamil novelist and playwright. The couple had a daughter, Mina Swaminathan, who married the distinguished agricultural geneticist M. S. Swaminathan, and had three children. Among Bhoothalingam's grandchildren is the distinguished paediatrician Soumya Swaminathan.

A linguist and Francophile who was fluent in French, and also knew Russian, Bhoothalingam served as President of the Alliance Francaise of New Delhi for many years. He was decorated with the Legion of Honour by the French government in 1983. [1]

The All India Services (AIS) comprises three Civil Services of India common to the centre and state governments, which includes the Indian Administrative Service (IAS), the Indian Police Service (IPS), and the Indian Forest Service (IFS). Civil servants recruited through All India Services by the central government are assigned to different state government cadres. Some civil servants may, later in their career, also serve the centre on deputation. Officers of these three services comply to the All India Services Rules relating to pay, conduct, leave, various allowances etc.

Constituted in 1964 by the Ministry of Steel, Government of India for formulating guidelines for production, allocation, pricing and distribution of iron and steel materials, Joint Plant Committee (JPC) underwent a major transformation in 1992, when following the de-regulation of Indian steel industry, it moulded itself into a facilitator for industry, focusing on giving form to a comprehensive and non-partisan databank – the first of its kind in the country – on the Indian iron and steel industry. Today, it is the only institution in the country, officially empowered by the Ministry of Steel, Government of India to collect and report data on the Indian iron and steel industry. Ajay Narayan Jha (born 15 January 1959; IAST: Ajaya Nārāyaṇa Jhā) is a 1982 batch Indian Administrative Service (IAS) officer of Manipur cadre. He was the Finance Secretary of India for three months. He was appointed as the member of Fifteenth Finance Commission of India in place of Shaktikanta Das and served there till 26 November 2023. Thereafter, he was appointed as a member of Sixteenth Finance Commission on 1 January 2024.

Valluri Kameswara Rao was an Indian Civil Service officer and Chief Secretary of Andhra Pradesh, and the oldest living officer of the Indian Civil Service at the time of his death. He served in the civil service of the British Raj as a collector and magistrate. After Independence Rao joined the Indian government's finance department and transferred into the newly founded Indian Administrative Service. He transferred to Andhra State after it was founded in 1953. After the founding of Andhra Pradesh in 1956 Rao became that state's first secretary of public works. He later served the central government on the Planning Commission before returning to Andhra Pradesh as its chief secretary. Rao was principal secretary to the President of India Neelam Sanjiva Reddy from 1981 to 1982.

Atanu Chakraborty the chairperson of HDFC Bank. He was appointed by the Reserve Bank of India in April 2021. He is a retired 1985 batch officer of the Indian Administrative Service and Gujarat cadre, and served as Economic Affairs Secretary of India until his retirement in April 2020.
