Sandra Birch Lee Suk-yee (born 9 March 1952) was the Permanent Secretary for Health,Welfare and Food in the Hong Kong Government. [1]
As such she and Stella Hung,the Permanent Secretary for Food and Health (Food),are the civil service counterparts to the Secretary for Food and Health,York Chow.[ citation needed ]
Lee was appointed Secretary for Economic Services in 2000. Since the Principal Officials Accountability System was introduced in 2002,she has served as Permanent Secretary for Economic Development (2004)and Labour (Economic Development) (until 2006). [2]
She became core member of former Financial Secretary John Tsang's campaign team in the 2017 Chief Executive election. [3]

The Chief Executive and the principal officials,nominated by the chief executive,are appointed by the State Council of the People's Republic of China. Sir Donald Tsang Yam-kuen is a former Hong Kong civil servant who served as the second Chief Executive of Hong Kong from 2005 to 2012.

Rafael Hui Si-yan is a former Chief Secretary for Administration of Hong Kong and career civil servant. Hui has been dubbed "Old Master Hui" (許老爺) and "Fat Dragon" (肥龍). Hui was appointed as a Justice of the Peace on 1986 and received the honour of Gold Bauhinia Star in 1998. On 19 December 2014,he was convicted and sentenced to imprisonment for misconduct in public office and bribery,and then stripped of the honour in March 2018. He was released in December 2019.

The appointment of undersecretaries and political assistants is an extension of the previous RPAS that was initially confined to principal officials. As a political trend,it is often reflected in but not limited to the current pro-Beijing camp,one of the two major political forces in Hong Kong,as opposed to liberalism,a dominant feature of the pro-democracy camp. It has also become a political view taken by some localist political parties.
