The Scotch Whisky Regulations 2009 (Citation 2009, No. 2890; SWR) is a Statutory Instrument that regulates the production, labelling, advertising and packaging of Scotch whisky. [1] The regulations were laid before the Parliament of the United Kingdom on 30 October 2009, and came into force on 23 November 2009. They repealed the Scotch Whisky Act 1988 and The Scotch Whisky (Northern Ireland) Order 1988.
Previous legislation had only governed the way Scotch Whisky was produced; however, the Scotch Whisky Regulations 2009 also set rules for the labelling, packaging and advertising of Scotch whisky. Furthermore, the regulations also required all single malt Scotch whisky to be bottled in Scotland beginning on 23 November 2012.

The regulations define five legally protected geographical indications for Scotch Whisky: two "protected localities" – Campbeltown and Islay – and three "protected regions" – Highland, Lowland and Speyside. [3]
Scotch whisky is malt whisky or grain whisky, made in Scotland.
Whisky or whiskey is a type of liquor made from fermented grain mash. Various grains are used for different varieties, including barley, corn, rye, and wheat. Whisky is typically aged in wooden casks, which are typically made of charred white oak. Uncharred white oak casks previously used for the aging of port, rum or sherry are also sometimes used.
Alcohol proof is a measure of the content of ethanol (alcohol) in an alcoholic beverage. The term was originally used in England and from 1816 was equal to about 1.75 times the percentage of alcohol by volume (ABV). The United Kingdom today uses ABV instead of proof. In the United States, alcohol proof is defined as twice the percentage of ABV. The definition of proof in terms of ABV varies from country to country.
Single malt Scotch refers to single malt whisky made in Scotland. To qualify for this category, a whisky must have been distilled at a single distillery using a pot still distillation process and made from a mash of malted barley. Therefore, a single malt means that the whisky has not been blended elsewhere with whisky from other distilleries. As with any Scotch whisky, a single malt Scotch must be distilled in Scotland and matured in oak casks in Scotland for at least three years, although most single malts are matured longer.
A blended whiskey is the product of blending different types of whiskeys and sometimes also neutral spirits, colorings, and flavorings. It is generally the product of mixing one or more higher-quality straight or single malt whiskey with less expensive spirits and other ingredients. This typically allows for a lower priced finished product, although expensive "premium" varieties also exist.
Tennessee whiskey is straight whiskey produced in the U.S. state of Tennessee. Although it has been legally defined as a bourbon whiskey in some international trade agreements, most current producers of Tennessee whiskey disclaim references to their products as "bourbon" and do not label them as such on any of their bottles or advertising materials. All current Tennessee whiskey producers are required by Tennessee law to produce their whiskeys in Tennessee and – with the sole exception of Benjamin Prichard's – to use a filtering step known as the Lincoln County Process prior to aging the whiskey. Beyond the perceived marketing value of the distinction, Tennessee whiskey and bourbon have almost identical requirements, and most Tennessee whiskeys meet the criteria for bourbon.
Diageo plc is a British multinational alcoholic beverage company, with its headquarters in London, England. It operates from 132 sites around the world. It is a major distributor of Scotch whisky and other spirits. Distilleries owned by Diageo produce 40% of all Scotch whisky with over 24 brands, such as Johnnie Walker, J&B and Old Parr.
Johnnie Walker is a brand of Scotch whisky produced by Diageo in Scotland. It was established in the Scottish burgh of Kilmarnock, East Ayrshire in 1820, and continued to be produced and bottled at the town's Hill Street plant, once the world's largest bottling plant, until its closure in 2012, a decision announced by Diageo in 2009 which would bring the 190-year association between the brand and Kilmarnock to an end.
Grain whisky normally refers to any whisky made, at least in part, from grains other than malted barley. Frequently used grains include maize, wheat, and rye. Grain whiskies usually contain some malted barley to provide enzymes needed for mashing and are required to include it if they are produced in Ireland or Scotland. Whisky made only from malted barley is generally called "malt whisky" rather than grain whisky. Most American and Canadian whiskies are grain whiskies.
The Famous Grouse is a brand of blended Scotch whisky produced by The Edrington Group in Scotland. It was first produced by Matthew Gloag & Son in 1896. The single malt whiskies used in The Famous Grouse blend include the Edrington-owned Highland Park and The Macallan. Its emblem is the red grouse, Scotland's national game bird.
Springbank distillery is a family-owned single malt whisky distillery on the Kintyre Peninsula in western Scotland.
Malt whisky is whisky made from a fermented mash consisting of malted barley. If the product is made exclusively at a single distillery, it is typically called a single malt whisky. Although malt whisky can be made using other malted grains besides barley, those types are not called malt whisky without specifying the grain, such as rye malt whisky or buckwheat malt whisky.
As of 2006 most distilled spirits labelled as "whisky" in India were a form of Indian-made foreign liquor, commonly blends based on neutral spirits that are distilled from fermented molasses with only a small portion consisting of traditional malt whisky, usually about 10 to 12 percent. Outside India, such a drink would more likely be labelled a rum. According to the Scotch Whisky Association's 2013 annual report, unlike in the European Union (EU), "there is no compulsory definition of whisky in India, and the Indian voluntary standard does not require whisky to be distilled from cereals or to be matured. Very little Indian 'whisky' qualifies as whisky in the EU owing to the use of molasses or neutral alcohol, limited maturation and the use of flavourings. Such spirits are, of course, considerably cheaper to produce than genuine whisky." Such molasses-based blends made up 90 percent of the spirits consumed as "whisky" in India in 2004, although whisky wholly distilled from malt and other grains, was also manufactured and sold. By 2004 shortages of wheat had been overcome and India was one of the largest producers. Amrut, the first single malt whisky produced in India, was launched in Glasgow, Scotland in 2004. After expanding in Europe it was launched in India in 2010.
The Scotch Whisky Act 1988 was an Act to the Parliament of the United Kingdom, passed during the reign of Queen Elizabeth II on 28 June 1988, with the long title "An Act to make provision as to the definition of Scotch whisky and as to the production and sale of whisky; and for connected purposes.".
Haig is a brand of Scotch whisky, produced by Diageo in Scotland. It was originally manufactured by John Haig & Co Ltd. since the early 1720s.
The Scotch Whisky Association (SWA) is a trade organisation that represents the Scotch whisky industry. The Scotch whisky industry is an important part of the Scottish economy, and particularly the Scottish export market.
It has been common practice in the whisky industry for more than a century for distilleries to sell barrels of whisky to blenders and independent bottlers as a means of making additional income. In fact, some distilleries exist solely to serve independent bottlers, and do not market any brands themselves.
Straight whiskey, as defined in United States law, is whiskey that is distilled from a fermented cereal grain mash to a concentration not exceeding 80% alcohol by volume (abv) and aged in new charred oak barrels for at least two years at a concentration not exceeding 62.5% at the start of the aging process. Domestic sales of straight whiskey surpassed 27 million 9-liter cases in 2021.
Grand Old Parr is a blended Scotch whisky produced by Diageo in Scotland. Is named after the Old Tom Parr, the reputed oldest man in England. Launched in 1909, it is found in export markets such as Japan, Mexico, South America and the United States, and is no longer distributed in the United Kingdom.
