Sharad Kumar (born 28 October 1955) is a former Indian Police Service (IPS) officer,who is Vigilance Commissioner of the Central Vigilance Commission and former Director General (DG) of National Investigation Agency. [1] [2] On superannuation he was employed,in the same post,on contract for period of one year. As a contractor,he is not bound by the All India Service rule norms. [3]
Sharad Kumar is a Graduate in Science (BSc). Kumar was born in Bareilly,Uttar Pradesh. Graduation from Bareilly college,Bareilly.
Kumar joined the Haryana cadre of the Indian Police Service in 1979. His previous post was director general (prisons) in Haryana. Kumar was posted as DSP in Gurgaon,Ambala and Rohtak. He remained the Inspector General of Police,Rohtak range for nearly three years and was promoted to the rank of Additional Director General of Police (ADGP) in November,2007. Kumar was deployed to the Central Bureau of Investigation from July 1991 to July 1999 as SP and DIG. [4]
He has served as the Director General of National Investigation Agency from August 2013 to October 2017 and subsequently retired from NIA. [4]
On 10 June 2018,he was appointed as vigilance commissioner in Central Vigilance Commission for a term of four years or till he attains the age of 65,whichever is earlier. [5] [6]
In June 2019,he has been named interim Central Vigilance Commissioner until a new incumbent is chosen by the selection panel headed by Prime Minister Narendra Modi. [7]
He has received President's Police Medals for Meritorious and Distinguished services in the year 1996 and 2004 respectively. [4]
The Central Bureau of Investigation (CBI) is the premier investigating agency of India. It operates under the jurisdiction of the Ministry of Personnel,Public Grievances and Pensions. Originally set up to investigate bribery and governmental corruption,in 1965 it received expanded jurisdiction to investigate breaches of central laws enforceable by the Government of India,multi-state organised crime,multi-agency or international cases. The agency has been known to investigate several economic crimes,special crimes,cases of corruption and other cases. CBI is exempted from the provisions of the Right to Information Act. CBI is India's officially designated single point of contact for liaison with the Interpol.

The National Investigation Agency (NIA) is the primary counter-terrorist task force of India. The agency is empowered to deal with the investigation of terror related crimes across states without special permission from the states under written proclamation from the Ministry of Home Affairs. The Agency came into existence with the enactment of the National Investigation Agency Act 2008 by the Parliament of India on 31 December 2008,which was passed after the deadly 26/11 terror attack in Mumbai. Pradeep Kumar is a former Indian Administrative Service (IAS) officer,1972 batch,of the Haryana cadre,who served as Defense Secretary,in the Ministry of Defence,Government of India,for a term of two years,from August 2009 to July 2011. He succeeded Vijay Singh,IAS,1970 batch,who,on superannuation,was appointed as member of the UPSC. In July 2011,on superannuation,he was appointed as chief vigilance commissioner of India.

Pramod Kumar Thakur or P. K. Thakur,is a retired Indian Police Service (I.P.S.) officer of Bihar state in India,currently serving as Information commissioner in the state of Bihar. He served as Director General of Police of Bihar Police from June 2014 until his retirement in February 2018. He belongs to the I.P.S. batch of 1980. He has also served as Director General in Bihar. He was awarded with National Security Guard Disc for his outstanding work in the Central Police Organization as Inspector General (Administration). Rohtak-Garhi Sampla Uddar Gagan Model Township land grab case pertains to illegal acquisition and licensing of 850.88 acres land under Bhupinder Singh Hooda's rule as the Chief Minister of Haryana. Hooda acquired land from illiterate poor farmers at a throwaway prices in the name of "public interest" and later licensed this land to builders by granting them out-of-turn favors,which resulted in exponential increase in the land value,causing gains to big builders. HUDA issued notification on 11 April 2002 for acquiring 850.88 acres land for residential and commercial development in Sector 27-28 of Rohtak However,which was later reduced to acquire 441.11 acre on 8 April 2003. A private builder,Uddar Gagan Properties Limited,was granted license by Hooda' government to develop a colony across 280 acres of the released land [excluded from government acquisition],thus accruing illegal gains to private middlemen. HUDA issued notification on 11 April 2002 for acquiring 850.88 acres land for residential and commercial development in Sector 27-28 of Rohtak However,which was later reduced to acquire 441.11 acre on 8 April 2003. Haryana Raxil drug purchase scam case is a case under investigation by the Central Vigilance Commission (CVC) and the Central Bureau of Investigation (CBI) against Bhupinder Singh Hooda for the illegal purchase of Raxil fungicide which resulted in INR80 crore loss to the government. This scam,initially exposed by Ashok Khemka,is also pending in the Punjab and Haryana High Court.
