Shute Park Plaza is a shopping center located in Hillsboro, in the U.S. state of Oregon. Situated along Tualatin Valley Highway, the 18-tenant center takes its name from Shute Park, which is located across the highway. The land the mall sits on was once part of the park, housing a baseball diamond. Shute Park Plaza opened in 1985 at a cost of $6 million.

Between McMinnville and Forest Grove, the highway is signed as Oregon Route 47; between Forest Grove and Beaverton it is signed as Oregon Route 8. Oregon 8 becomes Canyon Road in Beaverton east of Hocken Road.

History

The land that became Shute Park Plaza was sold to the city in 1906 by banker John W. Shute to become Hillsboro’s first park. [2] In 1972, the city decided to re-zone a 5.5-acre (2.2 ha) section of the park in order to maximize the value of the land in preparations to sell that section. [3] [4] That section was located across Tualatin Valley Highway and contained a baseball field that had hosted home games for Hillsboro High School until 1965. [3] [5] Due to being physically separated from the other section of the park, the park's department wanted to sell off the land in order to pay for improvements at other park facilities in the city. [4]

John W. Shute American banker

John Wright Shute was an American banker in the state of Oregon. He was the founder of the first bank in Washington County, Oregon, and both Shute Park and Shute Road in Hillsboro, Oregon, are his namesakes.

Zoning describes the control by authority of the use of land, and of the buildings thereon

Zoning is the process of dividing land in a municipality into zones in which certain land uses are permitted or prohibited. In addition, the sizes, bulk, and placement of buildings may be regulated. The type of zone determines whether planning permission for a given development is granted. Zoning may specify a variety of outright and conditional uses of land. It may also indicate the size and dimensions of land area as well as the form and scale of buildings. These guidelines are set in order to guide urban growth and development.

Hillsboro High School (Oregon)

Hillsboro High School is a public high school in Hillsboro, Oregon, United States, and is the oldest high school in the Hillsboro School District. The current campus was built beginning in 1969. Prior to this, the first campus opened in 1913 at 3rd Avenue and Grant Street; the second campus, built in 1928, was located downtown at 6th Avenue and Lincoln Street, where J.B. Thomas Middle School stood until 2009. Currently 1,195 students attend the school in grades 9–12. The official school colors are blue and white with red and black as accents, and the mascot is the Spartan.

The 5-acre (2.0 ha) parcel was eventually sold in 1978 to Howard Davis, a former mayor, and Howard Glesmann for $250,000, with the funds planned to be used for city-owned facilities at the Washington County Fairgrounds. [6] However, the city also accidentally sold off a small section from the other side of the highway, which was re-sold to the city shortly thereafter. [6] That 10,454.4-square-foot (971.25 m2) plot was sold to the city for $51,400, which led to an investigation by the county district attorney in 1981. [6] [7] The district attorney declined to take action, though the City Council cited city manager Eldon Mills and his staff for negligence in the matter. [6] [7] Eventually the land was sold to developers to build a shopping center.

A groundbreaking ceremony for the new $6 million center was held on May 29, 1985, for the 60,000-square-foot (5,600 m2) shopping center on site of the former baseball field, with Hillsboro mayor Shirley Huffman officiating. [8] [9] At that time, it was expected to open in October 1985 with 25 to 30 tenants. [8] [10] The center was developed by Hayden Corp. and designed by David Hickman Associates. [8] The L shaped building was originally to include freestanding pads for a bank and a fast food restaurant. [9] Construction also included adding a traffic signal on Tualatin Valley Highway. [9]

Shirley Huffman American mayor

Shirley Todd Huffman was an American politician and legal secretary in the U.S. state of Oregon. Raised in Dayton, Oregon, she settled in Hillsboro, Oregon, where she served on the city council before serving two terms as mayor from 1985 to 1993. During her time as mayor, plans for the Westside Light Rail were approved, with Huffman receiving credit for the extension into downtown Hillsboro. After leaving office, she served on the board of directors of TriMet and as a development coordinator for the city.

Oak Unlimited opened at the center in 1986, [11] as did Pro Am Sports. [12] Izzy's Pizza built a stand-alone restaurant at the center in 1987. [13] In 1996, owner WCB Properties nearly sold the plaza along with five other of its properties to ScanlanKemperBard Compaines. [14] The next year, WCB sold Shute Park Plaza as part of a series of sales to Spieker Properties worth a total of $123 million, [15] [16] with Spieker then selling the plaza to Pan Pacific Retail Properties in February 1998. [16] Pan Pacific’s purchase was for $30.4 million and included four shopping centers total in Oregon. [17]

Pan Pacific sold the shopping center in September 2002 to Shute Park Plaza Partners LLC for $6.3 million. [18] The new ownership company was owned by Martin Kehoe. [18] Also in 2002, La Boutique opened in the plaza, selling quinceañeras in the Hispanic neighborhood. [19] In 2005, ownership of the center was transferred to Shute Park Plaza LLC for $8.5 million. [20] Black Rock Coffee Bar opened a drive-thru kiosk at Shute Park in 2011. [21]

Shute Park Plaza is located along Tualatin Valley Highway in the southeast part of Hillsboro, across from Shute Park at the point where the highway curves to become Tenth Avenue. The main building is an 'L' shape, which has 58,560 square feet (5,440 m2) of gross leasable area. [22] Additionally, there are two restaurant pads along the TV Highway frontage. The originally $6 million center is anchored by Izzy’s and Baxter Auto Parts. [9] [18] Other tenants include restaurants, retail shops, and professional offices.

Located at southeast Tenth and Maple streets along Tualatin Valley Highway, Shute Park includes an aquatic center, a branch of the Hillsboro Public Library, and a community center. The park once had a pavilion that contained a roller skating rink, and was the center of civic activities before the opening of the Washington County Fairgrounds. Named for businessman John W. Shute, the park at one time included land on the east side of the highway that consisted mainly of a baseball field.

The 8.42-acre (3.41 ha) cemetery comprises three formerly private cemeteries. In 1973, the city of Hillsboro gained title to what is the oldest cemetery in Washington County.

Noble Woods Park

The Hillsboro Public Library is a two-location public library system in Hillsboro, Oregon, United States. First opened in 1914 in a Carnegie library building, the system provides services to a population area of 137,000 people. As of 2015, the system had a usage of 922,000 visits per year, with circulation nearly 3 million items per year. One library is located near downtown in Shute Park, with the other location in the central portion of the city near the airport. The Hillsboro Public Library is part of Washington County Cooperative Library Services (WCCLS), which ensures library service is available to all residents of Washington County. As of 2015, the director of the library is Stephanie Chase.

Cornelius Pass Road is an arterial road over Cornelius Pass in the Tualatin Mountains west of Portland, Oregon, United States, also extending several miles to the south. Running north–south, the road stretches between U.S. Route 30 on the north and Blanton Street, just south of Oregon Route 8, on the south. The road passes through Washington and Multnomah counties, crossing the Tualatin Mountains at Cornelius Pass, 581 feet (177 m) above sea level. TriMet's MAX Light Rail line travels over the road on a bridge.

Umpqua Bank Plaza

Umpqua Bank Plaza is a 19-story office building in Downtown Portland, Oregon, United States. Faced with red brick, the structure is 263 feet (80 m) tall and has 265,000 square feet (24,600 m2) of space. Opened in 1975 at a cost of $16 million, the building was designed by Wolff, Zimmer, Gunsul, Frasca. Originally named the Benjamin Franklin Plaza after tenant Benj. Franklin Savings and Loan, the building was later renamed after current tenant Umpqua Holdings Corporation.

Chief Kno-Tah was a wooden statue located in Shute Park in Hillsboro in the U.S. state of Oregon. Carved by Peter Wolf Toth, it was the 56th Native American head in his Trail of the Whispering Giants series. The 25-foot (7.6 m) tall, 250,000-pound (110,000 kg) statue was the first of two carved by Toth in Oregon. Completed in 1987, the statue was named in honor of a chief of the local Tualatin Indians. In early 2017, the statue was damaged by a tree blown over in a windstorm. It was ultimately determined to be beyond repair and was removed in June 2017.

Kaiser Westside Medical Center Hospital in Oregon, United States

Kaiser Westside Medical Center is a hospital in the Tanasbourne neighborhood in Hillsboro in the U.S. state of Oregon. Opened in August 2013 with 126 hospital beds, the Kaiser Permanente facility is planned to later expand to 174 beds. It was designed by Ellerbe Becket Architects and Petersen Kolberg & Associates Architects/Planners. The $220 million hospital includes Kaiser’s Sunset Medical Office that opened in 1987 on the west side of the Portland metropolitan area.

Tualatin Hills Park & Recreation District

Tualatin Hills Park & Recreation District (THPRD) is a special parks district located in the eastern part of Washington County in the U.S. state of Oregon. Created in 1955, the district covers all of the city of Beaverton and many of those communities surrounding Beaverton in the Portland metropolitan area. The district covers an area of 50 square miles (130 km2) and serves a population of about 220,000, making it the largest parks district in Oregon. Tualatin Hills operates over 200 facilities totaling 2,100 acres (850 ha), including eight swimming centers. The district has an annual budget of $40 million and is overseen by a five-person board of directors.

Sunset Esplanade

The Sunset Esplanade is an outdoor shopping center located in the southeast part of Hillsboro, in the U.S. state of Oregon. Opened in 1989, the center is along Tualatin Valley Highway at Minter Bridge Road and includes about five anchor tenants and about thirty other tenants in a complex with about 363,000 square feet (33,700 m2) of space. Neighbors opposed the center when it was proposed, due to concerns over increased traffic and how it would blend with existing residential neighborhoods. After appeals to the Hillsboro City Council and state land use board, the $23 million project received approval almost two years after first proposed.

The Shute Park Aquatic & Recreation Center (SHARC) is a multi-pool indoor and outdoor facility located in Hillsboro in the U.S. state of Oregon. Originally opened in 1954 as an outdoor at Shute Park, an indoor recreation center and pool opened in 1981. The indoor recreation center, which includes a weight room, spa, a wading pool, and classroom space, was expanded in 2006 at a cost of $9 million.

Ron Tonkin Field

Ron Tonkin Field, originally Hillsboro Ballpark, is a baseball park in the northwest United States, located in Hillsboro, Oregon, a suburb west of Portland. The stadium has a capacity of 4,500 spectators and is the home for the Hillsboro Hops of the Class A short season Northwest League. Groundbreaking for the $15.55 million venue was on September 21, 2012, with the first game played nine months later on June 17, 2013.
