The Smaiylov Cabinet is the 12th composition of the Government of Kazakhstan under the leadership of Prime Minister Alihan Smaiylov. It was formed after the previous government, led by Prime Minister Askar Mamin, was dismissed by President Kassym-Jomart Tokayev on 5 January 2022 as a result of the 2022 Kazakh protests. The membership of the cabinet was announced by the president on 11 January 2022. [1] Eight of the 21 ministers of the previous cabinet were replaced.

Formation

On 5 January 2022, while in amidst of the nationwide instability, President Kassym-Jomart Tokayev appointed Älihan Smaiylov to take over Prime Minister Asqar Mamin's role in leading the government temporarily as acting PM until a new composition would be formed. [2] Prior to that, Smayilov served as first deputy prime minister and finance minister in Mamin's government. [3]

During an extraordinary session of the CTSO on 10 January 2022, President Tokayev announced that he would submit proposed candidacies for ministerial posts to the Parliament the following day to form a new cabinet. [4] On 11 January, at the lower house Majilis session, Tokayev named Smaiylov for prime ministerial candidacy where he was unanimously elected by all present 89 MPs across party lines. [5]

A majority of ministers from the previous composition retained their posts while eight portfolios saw new appointees with two of them formerly serving in the cabinet before returning which were: [6]

The Tokayev Cabinet was the 4th government of Kazakhstan under the leadership of Kassym-Jomart Tokayev. It was formed shortly after Prime Minister Nurlan Balgimbayev resigned from his post on 1 October 1999 shortly before the legislative election to become the president of Kazakhoil. President Nursultan Nazarbayev named Kassym-Jomart Tokayev as the Acting Prime Minister, who, prior to that, served as the Deputy Prime Minister as well as the Minister of Foreign Affairs under Balgimbayev's cabinet. On 12 October, the Parliament approved Tokayev's nomination to the post of the PM.

Älihan Ashanuly Smaiylov is a Kazakh politician who is serving as Prime Minister of Kazakhstan. Previously, he served as the First Deputy Prime Minister of Kazakhstan under Askar Mamin. He at the same time served as the Minister of Finance from September 2018 until May 2020. Smaiylov was nominated as the new prime minister of Kazakhstan by the country's president following the 2022 Kazakh protests. His candidacy was unanimously approved by the country's parliament. Since January 2023, he has been Chairman of the Board of Directors of the JSC National Welfare Fund Samruk-Kazyna.

Erlan Jaqanūly Qoşanov is a Kazakh politician who is serving as the Chairman of the Mäjilis since 1 February 2022. Prior to that, he headed the Presidential Administration of Kazakhstan under Tokayev from 18 September 2019 and several posts such as the äkim of Karaganda Region from 14 March 2017 to 18 September 2019 and the head of the Prime Minister's Office from 2 February 2012 to 14 March 2017. Presidency of Kassym-Jomart Tokayev began on 20 March 2019, when he assumed office shortly after resignation long-time President Nursultan Nazarbayev; as a Senate Chairman, Tokayev became the Presidential Designate in accordance to the Constitution and would serve as an acting head of state. After declaring snap presidential elections Tokayev, endorsed by Nazarbayev, become the candidate for the ruling Nur Otan party and swept 71% of the vote in the race, thus becoming officially the 2nd President of Kazakhstan. After being inaugurated on 12 June 2019, Tokayev pledged to uphold many of the previous policies by Nazarbayev and at the same time, continue and accelerate social and political reforms.

Serıkqali Amanğaliūly Brekeşev is a Kazakh politician who's serving as a Minister of Ecology, Geology and Natural Resources since 10 September 2021 in which he served as its Vice Minister from March 2020. During his early stages of his career, Brekeşev held various jobs relating to oil engineering and management.

The 21st Nur Otan Extraordinary Congress was held on 28 January 2022 to elect the new chairman of Nur Otan after former President Nursultan Nazarbayev announced in stepping down from leading the largest ruling party in Kazakhstan for more than 20 years in November 2021 and the days of turmoil conflict that took place in early January. The congress was conducted remotely and attended by 389 delegates. For the first time since 1999, the Nur Otan unanimously elected incumbent President Kassym-Jomart Tokayev as its new party leader.

<span class="mw-page-title-main">2023 Kazakh legislative election</span> 2023 Kazakh Legislative Elections

Snap legislative elections were held in Kazakhstan on 19 March 2023 to elect the members of the Mäjilis. This was the ninth legislative election since Kazakhstan's independence in 1991 and the first snap election for the Mäjilis seats since 2016. It was held alongside the local legislature elections.

The People's Coalition, officially the People's Coalition of Political Parties and Public Associations "For Tokayev's Reforms", was an electoral alliance in Kazakhstan formed on 6 October 2022 from various pro-government political parties and republican public associations in support of incumbent President Kassym-Jomart Tokayev's reelection bid for the 2022 presidential election.

<span class="mw-page-title-main">Kassym-Jomart Tokayev 2022 presidential campaign</span> Election campaign in Kazakhstan 2022

Incumbent president of Kazakhstan Kassym-Jomart Tokayev originally announced his candidacy during the State of the Nation Address on 1 September 2022. From there, he also proposed a constitutional change regarding the presidential term office to be extended for a nonrenewable seven-year term. Tokayev was nominated for presidency by the People's Coalition on 6 October 2022, which consisted of several major pro-government political parties and public associations in support. He was officially registered as a candidate on 12 October by the Central Election Commission after garnering a total of 399,809 signatures.

Local elections are set to be held in Kazakhstan on 19 March 2023 to elect a total of 3,415 seats to 223 mäslihats across all regions of Kazakhstan. The local elections will be held alongside 2023 legislative elections and were held under the basis of mixed-member majoritarian representation, which for the first time since 2016 reinstated single-member districts that were previously abolished in 2018.

Following the 2023 Kazakh legislative election, a process of government formation took place in Kazakhstan as incumbent prime minister Älihan Smaiylov alongside his cabinet resigned from the position on 29 March 2023 to serve briefly as acting minister before a new government was appointed.
