Small Business Innovation Research

The Small Business Innovation Research (or SBIR) program is a U.S. government funding program, coordinated by the Small Business Administration, intended to help certain small businesses conduct research and development (R&D). Funding takes the form of contracts or grants. The recipient projects must have the potential for commercialization and must meet specific U.S. government R&D needs.

Funds are obtained by allocating a certain percentage of the total extramural (R&D) budgets of the 11 federal agencies with extramural research budgets in excess of $100 million. Approximately $2.5 billion is awarded through this program each year. The United States Department of Defense (DoD) is the largest agency in this program with approximately $1 billion in SBIR grants annually. Over half the awards from the DoD are to firms with fewer than 25 people and a third to firms of fewer than 10. A fifth are minority or women-owned businesses. Historically a quarter of the companies receiving grants are receiving them for the first time. [1]

In April 2021, the DoD reported on a lack of due diligence for SBIR recipients, which permitted funds to go toward companies linked to the People's Liberation Army. [2] In 2022, the program was reauthorized with additional disclosure requirements for companies that have ties to "any foreign country of concern, including the People’s Republic of China.” [3]

Participating agencies

Each Federal agency with an extramural budget for R&D in excess of $100,000,000 must participate in the SBIR Program and reserve at least 3.2% of such budget in fiscal year 2017 and each fiscal year after. A Federal agency may exceed these minimum percentages. [4] In 2010, the SBIR program across 11 federal agencies provided over $2 Billion in grants and contracts to small U.S. businesses for research in innovation leading to commercialization.

A similar program, the Small Business Technology Transfer Program (STTR), uses a similar approach to the SBIR program to expand public/private sector partnerships between small businesses and nonprofit U.S. research institutions. The main difference between the SBIR and STTR programs is that the STTR program requires the company to have a partnering research institution which must be awarded a minimum of 30% of the total grant funds. [19] As of 2014 federal agencies with external R&D budgets over $1 billion were required to fund STTR programs using an annual set-aside of 0.40%. [20]

The Small Business Technology Council, a member council of the National Small Business Association, hands out the Tibbetts Award annually "to small firms, projects, organizations and individuals judged to exemplify the very best in SBIR achievement." [21]

Federal and State (FAST) is a program of State-based business mentoring and assistance to aid small businesses in the preparation of SBIR proposals and management of the contracts. [22]

History

The program was established with the enactment into law of the Small Business Innovation Development Act in 1982 to award federal research grants to small businesses. The SBIR program has four original objectives: [23] to stimulate technological innovation; to use small business to meet Federal research and development needs; to foster and encourage participation by minority and disadvantaged persons in technological innovation; and to increase private sector commercialization innovations derived from Federal research and development.

The program must be periodically reauthorized by the United States Congress, but reauthorization is generally included in each new budget. The program was re-authorized through FY2017 by the 2012 Defense Authorization Act (P.L.112-81). [20] [24]

Rep. Kim Young (R-CA) and Angie Craig (D-MN) introduced the SCORE for Small Business Act of 2022 to reauthorize the SBIR program as HR 447 of the 117th Congress, which reauthorizes $13.5 million for the program for two years, ensures the SBA prevents abuse and misuse of funds, and expands counseling and training programs to provide online webinars, electronic mentoring platforms, and online toolkits to better serve small businesses. [25]

The United States federal executive departments are the principal units of the executive branch of the federal government of the United States. They are analogous to ministries common in parliamentary or semi-presidential systems but they are led by a head of government who is also the head of state. The executive departments are the administrative arms of the president of the United States. There are currently 15 executive departments.

As a federal agency, the National Aeronautics and Space Administration (NASA) receives its funding from the annual federal budget passed by the United States Congress. The following charts detail the amount of federal funding allotted to NASA each year over its history to pursue programs in aeronautics research, robotic spaceflight, technology development, and human space exploration programs.

The Advanced General Aviation Transport Experiments (AGATE) project was an eight year, technology development and testing project within NASA implemented through an alliance of NASA, the FAA, the general aviation industry and a number of universities. Its goal was to create a Small Aviation Transportation System (SATS) as an alternative to short-range automotive trips for both private and business transportation needs. The Small Aviation Transportation System will make many time-sensitive short-haul trips more affordable for business, medical, public safety and recreational pursuits.

The Biomedical Advanced Research and Development Authority (BARDA) is a U.S. Department of Health and Human Services (HHS) office responsible for the procurement and development of medical countermeasures, principally against bioterrorism, including chemical, biological, radiological and nuclear (CBRN) threats, as well as pandemic influenza and emerging diseases. BARDA was established in 2006 through the Pandemic and All-Hazards Preparedness Act (PAHPA) and reports to the Office of the Assistant Secretary for Preparedness and Response (ASPR). The Utah Science Technology and Research Initiative (USTAR) is a technology-based economic development agency funded by the state of Utah. The organization works to develop ideas and research into marketable products and successful companies through its competitive grant and entrepreneur support programs. USTAR facilitates the diversification of the state’s tech economy, increases private follow-on investment, and supports the creation of technology-based start-up firms, higher-paying jobs and additional business activity leading to a statewide expansion of Utah’s tax base.

<span class="mw-page-title-main">Business in Maryland</span>

Maryland's leading industries by employment are health care, social assistance, state and local government, retail trade, and professional and technical services. Maryland's Gross State Product (GSP) was $295.4 billion in 2010. The Government sector produced $52.1 billion and accounted for 18 percent of Maryland's GSP in 2009. Federal government, including military and civilian, accounted for slightly more than half at just over $27 billion, while state and local government combined for nearly $25 billion. The Fort George G. Meade military installation, which includes employees of the National Security Agency, is the state's biggest employer at 44,540. The largest private sector industry is real estate with $48.4 billion, or 17 percent of economic activity. Technological Research and Development Authority (TRDA) was an Independent Special District of the state of Florida. As a technology-based economic development organization it focuses upon the incubation of new business ventures, the acceleration of growth of existing firms and the commercialization of innovative technologies.

The science policy of the United States is the responsibility of many organizations throughout the federal government. Much of the large-scale policy is made through the legislative budget process of enacting the yearly federal budget, although there are other legislative issues that directly involve science, such as energy policy, climate change, and stem cell research. Further decisions are made by the various federal agencies which spend the funds allocated by Congress, either on in-house research or by granting funds to outside organizations and researchers.

The act established the Federal Laboratory Consortium and enabled federal laboratories to enter into Cooperative Research and Development Agreements (CRADAs) and to negotiate licenses for patented inventions made at the laboratory.

3C Institute is a private, for-profit research and development company based in Durham, North Carolina which develops "web- and game-based applications and technology solutions designed to improve the health and well-being of youth and families." The company partners with researchers, program providers, non-profits, and companies to develop customized digital information delivery systems, such as personalized games, e-training courses, and web-based assessments. 3C Institute also develops evidence-based social emotional learning products for children, adolescents, and parents.
