Software Technology Parks of India (STPI) is an S&T autonomous society under Ministry of Electronics and Information Technology (MeitY) engaged in promoting IT/ ITES Industry, Innovation, R&D, Start-ups, Product/ IP creation in the field of emerging technologies like Internet of Things (IoT), Blockchain, Artificial Intelligence (AI), Machine Learning (ML), Computer Vision, Robotics, Augmented & Virtual Reality, Animation & Visual effect (AVGC), Data Science & Analytics for various domains like FinTech, Agritech, MedTech, Autonomous Connected Electric & Shared(ACES) Mobility, ESDM, Cyber Security, Gaming, Industry 4.0, Drone, Efficiency Augmentation, etc. STPI was established in 1991 by the Indian Ministry of Electronics and Information Technology (MeitY) with the objective of encouraging, promoting and boosting the export of software from India. STPI Headquarters is located in New Delhi with over 60+ Centres spread across the country.

Overview

STPI provides infrastructure, skilling, mentoring, market connect and supports startups.

The exports clocked by STP-registered units stands at Rs 4.21 trillion in 2019–2020. [1] [2] and it's estimated to have touched Rs 2.49 lakh crore in H1 FY21. [3] [4]

The growth of STPI - Noida unit exporting IT/ITeS is 52,795 crores in FY 2019-20 which made Noida as the major IT hub of North India. STPI Noida registered unit's export have grown over 21 times from Rs. 2,450 crores in FY 1999–2000. [5]

STPI registered unit's exports stand to Rs 4,21,103 crore in 2019-20 from Rs 52 crores in 1992–1993. [6] In December 2022, Union Minister of State for Electronics and IT Rajeev Chandrasekhar, in a written reply to a question in Rajya Sabha informed that IT units registered with state-run Software Technology Parks of India (STPI) have exported software worth Rs 6.29 lakh crore in 2021-22. STPI Centres of Entrepreneurship (CoEs)

Domain centric Centre of Entrepreneurship is established in association with companies and academic institutions. A Blockchain CoE is set up in STPI incubation centre in Gurugram in year 2020. [9] [10] [11] [12] [13] [14] [15]

Electropreneur Park

STPI has established a joint venture to set up an 'Electropreneur Park' with the India Electronics and Semiconductor Association (IESA).This is aimed at supporting 50 startups working on electronics product designing and development over the next five years. The initiative is a subset of the government's 'Make in India' mission, aligned with entrepreneurial and innovation focus. [18] There are currently two Electropreneur parks in New Delhi & Bhubaneswar. [19] [20]

STPI - India BPO Promotion Scheme

STPI envisaged under Digital India program launched the India BPO Promotion Scheme (IBPS). this scheme seek to incentivize establishment of 48,300 seats in respect of BPO/ITES operations across India. STPI is the nodal agency of this scheme under the Ministry of Electronics and Information Technology. Director General STPI has announced to launch 48,000 such seats across the country, with a target employment of 72,450 in the sector. [21] [22] The government provides financial support of up to Rs 1 lakh per seat under two plans—India BPO Promotion Scheme and North East BPO Promotion Scheme. The Scheme is distributed among each State in proportion of State's population with an outlay of Rs. 493 Crore. 39,390 employment reported as of April 2021 under the India BPO Promotion Scheme (IBPS). [23]

Visakhapatnam has created 10,000 jobs under the India BPO Promotion Scheme (IBPS), Andhra Pradesh state got 13,792 seat, out of 48,300 seats in India. [24] [23]

Organisation and administration

With nine jurisdictional directorates and 60 centres headed by Director general, STPI has its presence in pan-India to support IT/ITeS Industry.

STPI maintains internal engineering resources to provide consulting, training and implementation services. Services cover network design, system integration, installation, operations and maintenance of application networks and facilities in varied areas. The process development of STPI is in accordance to the Quality Management System, and adheres to ISO 9001 certification. [25] The STP Scheme provides various benefits to the registered units, including 100% foreign equity, tax incentives, duty-free import, duty-free indigenous procurement, CST reimbursement, DTA entitlement, and deemed exporting.

STPI Role

STP units exported software and information technology worth Rs. 215264 crore in FY 2010–11. [26] The state with the largest export contribution was Karnataka followed by Maharashtra, Tamil Nadu, Haryana and Telangana. STPI has a presence in many major cities of India including the cities of Bangalore, Chennai, Hyderabad, Trivandrum, Kanpur, Patna, Bhubaneswar, Kolkata, Mumbai, Nagpur, Warangal, Gandhinagar, Kakinada, Lucknow, Pune, Surat, Tirupati, Vijayawada and Visakhapatnam. Besides regulating the STP scheme, STPI centers provide a variety of services including high-speed data communication, incubation facilities, consultancy, network monitoring, data centers and data hosting. STPI provides physical hosting for the National Internet Exchange of India.

The tax benefits under the Income Tax Act Section 10A applicable to STP units has expired since March 2011. While the Government has chosen not to extend the Sec 10A benefits against the demand by the IT units, most of the STP registered SME units will be affected, and now will have to pay income tax on profits earned from exports. [30]

A new incentive scheme for IT and ITES companies is under discussion. It will help dispersal of IT industry in smaller cities and also support STPI-registered units which have not come under SEZs as well as other units which are not covered under any incentive scheme. This incentive scheme is seen as an alternate scheme to compensate the STPI units, but the same would be restricted to those units located in tier II and III cities.

Role of STPI in promoting Indian trade and technology globally

Software Technology Parks in India have played a pivotal role in showcasing Indian companies on the global stage. One notable event that underscored this global outreach was the Thessaloniki International Fair (TIF). At the 2019 Thessaloniki International Fair (TIF) held in Greece, Gedela Srinubabu along with Indian Union Minister Hardeep Singh Puri participated as Indian delegation and explained to the Prime Minister of Greece, Kyriakos Mitsotakis the importance of translation of health care and agriculture information into regional languages. [32]

Facilitating technological exchange

One of the STPI's primary objective has been to facilitate technological exchange between Europe and India. As India asserts itself as a global leader in the Information Technology (IT) and pharmaceutical industries, there exists substantial room for knowledge sharing and business collaboration. Through strategic presence and interactions, STPI, under the guidance of Gedela, endeavors to spotlight India's technological advancements, research capabilities, and innovation potential. Simultaneously, it explores avenues for European businesses to invest in India's burgeoning IT and pharma sectors. As part of this outreach, delegates from the Belgium Embassy and a European delegation along with STPI team visited the Pulsus Group office in Hyderabad. Their mission was to sign an agreement that would establish a Pulsus center in Belgium, fostering international collaboration in scientific research and publications. [33] [34]

In a bid to expand its footprint, efforts have been initiated to establish a European Business and Technology Centre (EBTC) in India. EBTC's mission is to enhance the quality of agricultural production and exports in India by adopting cutting-edge European technologies. This initiative aligns with India's vision of embracing advanced agricultural practices to bolster its agricultural sector. [35]

The overall exports done by STPI registered IT/ITeS units increased from 2,73,313 crore in 2013–14 to 2,93,797 crore in 2014–15, an increase of 7.49%. The bifurcation of 2014-15 exports is as follows:

In Hyderabad, the central region of the business happens in Financial District, HITECH City, the Madhapur suburb, Kokapet SEZ (Neopolis) and Salarpuria Sattva Knowledge City. As of 2023, Hyderabad has 9,05,715 employees in the IT/ITES sector, working in more than 1500 companies. The number of startups in Telangana had increased from 400 in 2016 to 2,000 in 2022. Hyderabad added two companies in unicorn startup list in first two months of 2022.

Business process outsourcing to India refers to the business process outsourcing services in the outsourcing industry in India, catering mainly to Western operations of multinational corporations (MNCs).

The economy of South India after independence in 1947 conformed to a socialist framework, with strict governmental control over private sector participation, foreign trade and foreign direct investment (FDI). Through 1960–1990, South Indian economies experienced mixed economic growth. In the 1960s, Kerala achieved above-average economic growth, while Andhra Pradesh's economy declined during this period. Similarly, Kerala experienced an economic decline in the 1970s while the economies of Tamil Nadu, Andhra Pradesh, and Karnataka consistently exceeded national average growth rates after 1970. South India first started to overtake the rest of India economically in the 1980s. Andhra Pradesh, Tamil Nadu and Karnataka were noted by some to be more reform-oriented in terms of economic policy when compared to other Indian states. Over the last decade South India has grown at 8% annually. Future economic growth will be shackled by a relatively low proportion of the active age population to the number of dependents. Today, South India has about 20% of India's population, and contributes about 31% of India's GDP; it is projected to contribute 35% by 2030.

The software industry in Karnataka state in India has become one of the main pillars of the state's economy. Karnataka stands first among all the states of India in terms of revenue generated from software exports, accounting for 42% share of all software exports from the country during the financial year of 2022-2023. The total exports of Karnataka was Rs 3.28 lakh crore. Karnataka's capital city Bangalore has the sobriquet of Silicon Valley of India, with total IT exports worth US$ 53 billion during the financial year 2021–22, employing 1 000 000 people directly and 3 000 000 lakh indirectly. Though most software companies are located in Bangalore, some have settled in other cities like Mysore, Mangalore, Belgaum and Hubli in Karnataka. The infrastructure required for setting up software industries in Karnataka is provided by STPI. The software industry in Karnataka includes companies dealing with various fields like telecommunication, banking software, avionics, database, automotive, networking, semiconductors, mobile handsets, internet applications and business process outsourcing. Currently, out of total IT exports, 95% is from Bengaluru alone and the other Karnataka cities contribute just 5%.

The information technology (I.T.) industry in India comprises information technology services and business process outsourcing. The share of the IT-BPM sector in the GDP of India is 7.4% in FY 2022. The IT and BPM industries' revenue is estimated at US$ 245 billion in FY 2023. The domestic revenue of the IT industry is estimated at $51 billion, and export revenue is estimated at $194 billion in FY 2023. The IT–BPM sector overall employs 5.4 million people as of March 2023. In December 2022, Union Minister of State for Electronics and IT Rajeev Chandrasekhar, in a written reply to a question in Rajya Sabha informed that IT units registered with state-run Software Technology Parks of India (STPI) and Special Economic Zones have exported software worth Rs 11.59 lakh crore in 2021–22.

<span class="mw-page-title-main">Economy of Andhra Pradesh</span>

The economy of the Indian state of Andhra Pradesh is primarily dependent on agriculture, which directly and indirectly employs 62% of the population. Chennai is the third largest software exporter in India, next only to Bangalore and Hyderabad. India's largest IT park is housed at Chennai. Software exports from Tamil Nadu during 2017–2018 rose 8.8% per cent to touch 1,11,179 crore, involving a workforce of 780,000, and the city is the hub for deep tech startup companies. Many software and software services companies have development centres in Chennai, which contributed 14 percent of India's total software exports of 14,42,140 lakh during 2006–07, making it the third largest Indian city software exporter following Bangalore, Hyderabad and the city is the home for 7 top rated IT companies out of 15 in India. The Tidel Park in Chennai was billed as Asia's largest IT park when it was built. Major software companies have their offices set up here, with some of them making Chennai their largest base. Chennai is the largest hub for e-publishing, as there are 67 e-publishing units registered with the STPI and many Rs.8300-Cr data centers, digital hubs are in the process of development. A major reason for the growth of the Software industry are the top engineering colleges in Tamil Nadu, of which Chennai is a major contributor, have been a major recruiting hub for the IT firms. According to estimates, these engineering colleges and universities consistently generate about 50 per cent of the human resource requirements for the IT and ITES industry was being sourced from the state, particularly from Chennai. The total employment in the Tamil Nadu’s technology sector crossed the one million mark in the quarter ended June 2022.

The economy of Hyderabad, the capital of Telangana, India, is based on traditional manufacturing, the knowledge sector and tourism. Starting in the 1990s, the economic pattern of the city changed from a primary service hub to a more diversified economy, but the service industry still remains a major contributor. As of 2006, the largest employers of Hyderabad are the governments of Andhra Pradesh and India, with 113,000 and 85,000 employees, respectively.

Make in India is an initiative by the Government of India to create and encourage companies to develop, manufacture and assemble products made in India and incentivize dedicated investments into manufacturing. The policy approach was to create a conducive environment for investments, develop a modern and efficient infrastructure, and open up new sectors for foreign capital. The initiative targeted 25 economic sectors for job creation and skill enhancement, and aimed "to transform India into a global design and manufacturing export hub."

<span class="mw-page-title-main">Economy of Telangana</span>

Telangana is one of the fastest-growing states in India posing average annual growth rate of 13.90% over the last five years. Telangana's nominal gross state domestic product for the year 2020-21 stands at ₹13.59 lakh crore. Service sector is the largest contributor to the Telangana's economy with a share of about 65% in the year 2018-19. Growth in services has largely been fuelled by IT services with the State holding leading position in IT & ITeS in the country in terms of production and exports.

Early in the twenty-first century, foreign investment as well as government regulations and incentives promoted growth in the Indian electronics industry. The semiconductor industry, which is its most important and resource-intensive sector, profited from the rapid growth in domestic demand. Many industries, including telecommunications, information technology, automotive, engineering, medical electronics, electricity and solar photovoltaic, defense and aerospace, consumer electronics, and appliances, required semiconductors. However, as of 2015, progress was threatened by the talent gap in the Indian sector, since 65 to 70 percent of the market was dependent on imports.

The Coimbatore Metropolitan Area, or Coimbatore Urban Agglomeration, is the sixteenth-most populous metropolitan area in India, the second most populous metropolitan area in the state of Tamil Nadu next only to Chennai. The Coimbatore Metropolitan Area consists of the city of Coimbatore and its suburbs in Coimbatore district.

<span class="mw-page-title-main">Gujarat IT/ITeS policy 2022-2027</span>

The new Gujarat IT/ITeS policy was unveiled on 8 February 2022 at GIFT City, Gandhinagar by Chief Minister Bhupendra Patel. The objective of the policy is to strengthen the Information technology ecosystem of Gujarat and to generate 1 lakh direct jobs in the IT/ITeS sector. The goal is to improve IT export to 25,000 crore from 3,101 crore.

Production Linked Incentive, or PLI, scheme of the Government of India is a form of performance-linked incentive to give companies incentives on incremental sales from products manufactured in domestic units. It is aimed at boosting the manufacturing sector and to reduce imports. Objective of these schemes entail Make in India, incentivising foreign manufacturers to start production in India and incentivise domestic manufacturers to expand their production and exports. The Government of India (GoI) has introduced Rs 1.97 lakh cr PLI schemes for 13 sectors. For example, one of these sectors is the Automotive industry in India, for which GoI introduced 3 schemes, a Rs. 26,000 cr scheme for production of electric vehicles and hydrogen fuel vehicles (PEVHV), the Rs 18,000 crore "Advanced Chemistry Cell" (ACC) scheme for new generation advance storage technologies for the electric vehicles, and Rs 10,000 crore "Faster Adaption of Manufacturing of Electric Vehicles" (FAME) scheme to go green by expediting production of more electronic vehicles and replacement of other types of existing vehicles with the greener vehicles. The PLI scheme to boost automotive sector to encourage the production of electric vehicles and hydrogen fuel vehicles will also generate 750,000 direct jobs in auto sector. These schemes will reduce pollution, climate change, carbon footprint, reduce oil and fuel import bill through domestic alternative substitution, boost job creation and economy. Society of Indian Automobile Manufacturers welcomed this as it will enhance the competitiveness and boost growth.

Bengal Silicon Valley Tech Hub is an under construction technology hub in the Indian state of West Bengal, consisting of various tech parks, buildings, projects and premises which work on the sectors like IT/ITeS, Data Centre, E-commerce, IoT, KPO, AI, R&D and Telecom. The hub is projected to be completed in 2025, generating 1,00,000 direct jobs. As of 2022, the total investment in the hub is ₹1 trillion.
