Steven Karl Pifer (born 1953) is a senior fellow at the Brookings Institution's Center on the United States and Europe as well as the director of Brookings' Arms Control Initiative. [1] He was formerly senior adviser with the Center for Strategic &International Studies in Washington,D.C.,and the third United States Ambassador to Ukraine from 1998 to 2000.
Pifer graduated from Stanford University with a B.A. in economics in 1976. [2]
He served at the United States Embassies in Warsaw,London and Moscow,and as advisor on the U.S. delegation to the negotiations on intermediate-range nuclear forces in Geneva.
From 1978 to 2004 he was a foreign service officer with the US Dept. of State. [3] From 1996 to 1997,he served special assistant to the president and senior director for Russia,Ukraine and Eurasia on the National Security Council. From 1998 to 2000,he served as the United States Ambassador to Ukraine. From 2001 to 2004,he served as deputy assistant secretary of state in the Bureau of European and Eurasian Affairs,with responsibility for Russia and Ukraine.
He was a visiting scholar at the Stanford Institute for International Studies in 2000–2001." [4]

John F. Tefft is an American diplomat who has served as a Foreign Service Officer since 1972. He was the United States Ambassador to Russia between July 31,2014 and September 28,2017. He had previously served as the United States' ambassador to Ukraine,Georgia,and Lithuania.
Robert G. Joseph is a senior scholar at the National Institute for Public Policy. He was the United States Special Envoy for Nuclear Nonproliferation,with ambassadorial rank. Prior to this post,Joseph was the Under Secretary of State for Arms Control and International Security,a position he held until January 24,2007. Joseph is known for being instrumental in creating the Proliferation Security Initiative and as the architect of the Global Initiative to Combat Nuclear Terrorism. He was also the US chief negotiator to Libya in 2003 who convinced the Libyans to give up their WMD programs. The Budapest Memorandum on Security Assurances comprises three substantially identical political agreements signed at the OSCE conference in Budapest,Hungary,on 5 December 1994,to provide security assurances by its signatories relating to the accession of Belarus,Kazakhstan and Ukraine to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT). The three memoranda were originally signed by three nuclear powers:the Russian Federation,the United Kingdom and the United States. She was Senior Fellow at the Watson Institute for International Studies at Brown University and College Park Professor of Public Policy at the University of Maryland.
