Susan Leal (born October 11,1949) [1] is an American water utility consultant and the co-author of the book Running Out of Water. Formerly,she was the General Manager of the San Francisco Public Utilities Commission,San Francisco Treasurer,and a San Francisco supervisor.
Leal was born the youngest of three on October 11,1949,to Mexican immigrant parents in San Francisco. [2] She grew up in Eureka Valley. [3] Leal graduated from Presentation High School in 1967;the Catholic prep school was founded in 1915 by the Sisters of the Presentation,and it closed in 1991. (The site is now part of the campus of University of San Francisco). [2]
Leal attended University of California,Berkeley,where she received a bachelor's degree in economics in 1971 and a Juris Doctor in 1975. [4] San Francisco Supervisor Bevan Dufty was a classmate of hers at Cal. [2]
After graduation,Leal worked for IBM's legal department. From 1976 to 1982,Leal was a staff attorney for the United States House Committee Interstate and Foreign Commerce subcommittee. In 1982,she was a senior consultant to the California State Assembly's Committee on Ways and Means under Assembly Speaker Willie Brown. [2] In 1985,Leal became vice-president of a health care management company. [5]
Leal was appointed to the San Francisco Board of Supervisors in June 1993 by Mayor Frank Jordan. She was re-elected the following year to a four-year term. [2] [6] While on the Board,she chaired its Finance Committee. [1]
From 1997 to 2004,Leal served as Treasurer of San Francisco,the City and County's banker and chief investment officer,winning re-election in 2001. [7] Her duties as Treasurer also included managing all tax and revenue collection for San Francisco as well as managing billions of dollars in short-term revenue. [8] She introduced the first socially responsible investment portfolio among California’s 58 counties. Her socially-responsible portfolio’s return on investments surpassed the other 57 other California counties during her tenure. She helped increase tax collection rates,including a 91% increase in delinquent revenue collection,representing tens of millions in additional revenue. [9] Leal spearheaded the city's e-commerce initiative,which was named one of the top e-government projects nationwide and helped launched the nation's first audio ATM for the visually impaired. [10]
Leal was a candidate in the 2003 San Francisco mayoral election. She lost in the general election and endorsed Gavin Newsom,who later won in the runoff election. [11]
In 2004,Leal was appointed General Manager of the San Francisco Public Utilities Commission (SFPUC),the county's utilities agency,by Mayor Newsom,though she had no experience in the utilities field prior to this appointment. [11]
During her term,Leal implemented SFGreasecycle –a biodiesel fuel program that collects waste oil and grease to run San Francisco's fleet of vehicles and keep it out of the city's sewer system. [12] [13] [14] She upgraded the Bay Area's seismically unsafe water system and initiated a program to update San Francisco's wastewater system. [15] The Commission installed tanks of bluegills at the Millbrae water treatment plant to measure water safety and detect nonbiological threats in the water supply,as mandated by anti-terrorism federal law. [16] [17] It was also in talks to pay $58 million dollars to build a new power plant in Hunters Point,San Francisco to supplement the Hunters Point Power Plant. [11]
The Commission's governing board voted unanimously to fire Leal in February 2008. [18] Although the board did not cite a reason,Commissioner Dick Sklar expressed disappointment in Leal's handling of the power plant negotiations. [11] She was succeeded by City Controller Ed Harrington. [11] Following her departure,the Board of Supervisors declared April 2008 "Susan Leal Month" for her service to the city. [6]
Leal joined Harvard University as a senior fellow of the Advanced Leadership Initiative,where she researched the delivery of potable water and treatment of wastewater in communities worldwide. [19] [20]

Michela Alioto-Pier is an American politician and small business owner who served as a member of the San Francisco Board of Supervisors from 2004 to 2011. A Democrat,she represented District 2,encompassing the Marina and Pacific Heights neighborhoods. She previously served as a member of the San Francisco Port Commission. She was appointed to the Board of Supervisors by Gavin Newsom after he was elected mayor,in 2003. Newsom himself was initially appointed to this seat by former mayor Willie Brown.

Carmen Chu is an American politician serving as City Administrator of the City and County of San Francisco. She previously served as the city's assessor-recorder,where she was the only Asian-American assessor elected to serve among the 58 counties in the State of California. Prior to being elected assessor-recorder,Chu served as a member of the San Francisco board of supervisors,where she served two terms as the chair of the board's budget and finance committee,and was a board director of the Golden Gate Bridge,Highway and Transportation District. Before joining the board of supervisors,Chu served as deputy budget director in the mayor's office of public policy and finance. In July 2022,she was appointed to the Regents of the University of California by Governor Gavin Newsom.
Eric Lee Mar is an American politician. He served on the San Francisco Board of Education and San Francisco County Democratic Central Committee. In 2008,he was elected to the San Francisco Board of Supervisors. He represented District 1.
The 2003 San Francisco mayoral election occurred on November 4,2003. The incumbent,Willie Brown,was termed out of office and could not seek a third term. The general election included three top candidates including then Supervisor Gavin Newsom and then president of the board of supervisors,Matt Gonzalez and former supervisor Angela Alioto. No candidate received the required majority,so the race went into a run-off of the two top candidates,which were Gavin Newsom and Matt Gonzalez. The run-off occurred on December 9,2003,where Gavin Newsom was elected mayor of San Francisco.
John Avalos is an American politician. He served two terms as a member of the San Francisco Board of Supervisors from 2008 to 2016. Avalos represented District 11 in San Francisco,consisting of the Crocker-Amazon,Excelsior,Ingleside,Oceanview,and Outer Mission districts. Avalos was elected on November 4,2008 in the 2008 San Francisco election and took office on January 8,2009. He was re-elected in the 2012 San Francisco election with 94 percent of the vote,and termed out of office in January 2017.

A special election was held for Mayor of the City and County of San Francisco on June 5,2018,to fill the remainder of the term of Ed Lee,who had died in office on December 12,2017. Upon Lee's death,London Breed,President of the San Francisco Board of Supervisors,became Acting Mayor of San Francisco,but a vote of six supervisors replaced Breed with Supervisor Mark Farrell. The mayoral election was held concurrently with the statewide direct primary election. In San Francisco,the election for the eighth district member of the board of supervisors was also on the ballot.

Thomas Kuo Shyang Hsieh was a Chinese-born American politician,architect,and vineyard owner. He was San Francisco's third supervisor of Asian ancestry when he was appointed to the San Francisco Board of Supervisors in 1986. He was the first Chinese American to be elected to a citywide office in San Francisco. He was re-elected twice and termed out of office in 1997.
The 2022 San Francisco Board of Education recall elections were held on February 15,2022. In a landslide election,over two-thirds of voters chose to remove three San Francisco Board of Education Commissioners—Alison Collins,Board President Gabriela Lopez,and Faauuga Moliga—from office. All three commissioners were replaced by appointees chosen by Mayor London Breed. The other four members of the school board were not eligible for recall at this time.
