Terri Doyle Collins (born May 6,1958) is an American politician. She is a member of the Alabama House of Representatives from the 8th District,serving since 2010. Collins has sponsored 469 bills as of March 1,2017. [1] [ needs update ] She is a Republican. [2] [3] [4]
She was born and raised in Birmingham,Alabama. She met her husband Tom while in college at the University of Alabama and moved to Decatur in 1982 to raise three children. She served as the vice president of marketing and sales of First American Bank for 16 years before election to the legislature in 2010. [5] [6] Tom died in early 2020. [7]
Early in her legislative career she proposed a bill that would have prohibited making beer or wine at home. [8]
She chairs the Education Policy Committee and serves on the Education Ways and Means Committee. [9]
She introduced the Human Life Protection Act,a bill that Debbie Elliott of NPR said would become the most restrictive abortion ban in the United States if enacted. Alabama Gov. Kay Ivey signed the bill into law on Wednesday,May 15,2019.
In the 2019 session of the legislature,Collins voted against a bill that expanded the seat belt requirement to include everyone in a vehicle. She said that had she been in office when the first seat belt law was proposed she would have voted against it. The bill passed. [10]

A six-week abortion ban,also called a "fetal heartbeat bill" by proponents,is a law in the United States which makes abortion illegal as early as six weeks gestational age,which is when proponents claim that a "fetal heartbeat" can be detected. Medical and reproductive health experts,including the American Medical Association and the American College of Obstetricians and Gynecologists,say that the reference to a fetal heartbeat is medically inaccurate and misleading because a conceptus is not called a fetus until eight weeks after fertilization,as well as that at four weeks after fertilization,the embryo has no heart,only a group of cells which will become a heart. Medical professionals advise that a true fetal heartbeat cannot be detected until around 17 to 20 weeks of gestation when the chambers of the heart have become sufficiently developed.

The elections coincided with the 2020 U.S. presidential election,as well as other elections to the House of Representatives,elections to the United States Senate,and various state and local elections.
The Human Life Protection Act,also known as House Bill 314 and the Alabama abortion ban,is an Alabama statute enacted on May 15,2019,that imposes a near-total ban on abortion in the state. Set to go into effect in November 2019,a legal challenge against the bill delayed implementation until 2022. The bill was passed in both chambers of the Alabama Legislature in a party-line vote and signed by Republican governor Kay Ivey. Under the Human Life Protection Act,a doctor who performs a banned abortion in the state of Alabama is guilty of a Class A felony,and could be sentenced to life imprisonment. Several proposed amendments that would have allowed abortions in cases of rape and incest were rejected.
Abortion in Alabama is illegal. Under section 26-23H-4 of the Code of Alabama in the U.S. state of Alabama,it is unlawful for an abortion to be performed unless it is deemed absolutely necessary in order to prevent a serious health risk to the pregnant woman. There are no exceptions for rape or incest.
