The Trans European Policy Studies Association (TEPSA) is a European network of research institutes and think-tanks in the field of European affairs. Founded in 1974, it is an international nonprofit association under Belgian law with 44 member organisations in 37 different European countries, [1] and an office in Brussels.
TEPSA was founded in 1974 by four research institutes: the Institut für Europaische Politik (Germany), the Istituto Affari Internazionali (Italy), the Federal Trust for Education and Research (UK) and the Association Française pour l’Etude de l’Union Européenne (France). In 1978, upon the accession of its Belgian member, Prof. Jacques Vandamme, former adviser to Belgian Prime minister Leo Tindemans, [2] was designated president of the association. TEPSA progressively extended its membership to 20 institutes in the year 2000. In 2016, full membership was opened to organizations from all European countries outside the European Union, allowing TEPSA to expand to 38 members in 2017. The current Chairman of the TEPSA board is Prof. Michael Kaeding (University of Duisburg-Essen), succeeding to Prof. Wolfgang Wessels (University of Cologne).
In 2016, TEPSA was ranked as 12th best think-tank network by the University of Pennsylvania’s Global Go To Think Tank Index Report, an annual ranking of the world’s best think-tanks. [3]
TEPSA aims at maintaining a stable framework for transnational research cooperation in the field of European affairs, and providing new opportunities for academics and students in the field, mainly through EU-funded research and education projects. With one member in each EU country and members in EFTA, Eastern Neighborhood and candidate countries, but also a number of associate members, TEPSA seeks to stimulate discussion on policy options for Europe by bringing together academics and students from across the continent, and connecting them with practitioners and policymakers.
Since its founding in 1974, TEPSA organises a conference twice a year with academics and policymakers on the agenda of the upcoming presidency of the Council of the European Union (the Pre-Presidency Conference), where it delivers a set of recommendations to representatives of the presiding member state. [4] [5] [6] [7] [8] The conference is jointly organised with and hosted by the member organisation in the concerned country.
TEPSA also regularly delivers its members' expertise to the European Parliament in briefings and studies. [9] [10]

A think tank, or policy institute, is a research institute that performs research and advocacy concerning topics such as social policy, political strategy, economics, military, technology, and culture. Most think tanks are non-governmental organizations, but some are semi-autonomous agencies within government, and some are associated with particular political parties, businesses or the military. Think tanks are often funded by individual donations, with many also accepting government grants.
Bruegel is a think tank devoted to policy research on economic issues. Based in Brussels, it launched its operations in 2005 and currently conducts research in five different focus areas with the aim of improving economic debate and policy-making.
The International Strategic Research Organization is an independent think-tank established in 2004. It pursues interdisciplinary studies on national and international political, economic and security issues.
The European University Institute (EUI) is an international postgraduate and post-doctoral research-intensive university and an intergovernmental organisation with juridical personality, established by its founding member states to contribute to cultural and scientific development in the social sciences, in a European perspective. Its main campus is located in the hills above Florence in Fiesole, Italy.
The Notre Europe -Jacques Delors Institute, formerly Notre Europe, is an independent think tank based in Paris. Founded in 1996 by Jacques Delors, it aims to "think a united Europe." Enrico Letta currently serves as president of the Jacques Delors Institute, while Sylvie Matelly is its director.
The European Cooperation in Science and Technology is running an EU-funded programme which enables researchers and innovators to set-up their own research networks in a wide range of scientific topics, called COST Actions. While COST does not fund research activities as such, it provides funding for scientific collaboration in the form of conferences, meetings, training schools and scientific exchanges.
The European Society for Engineering Education an organisation for engineering education in Europe. Commonly known as SEFI, an acronym for its French name, Société Européenne pour la Formation des Ingénieurs, it is also known in German as the Europäische Gesellschaft für Ingenieur-Ausbildung. SEFI was founded in Brussels in 1973 and has more than 300 members in 40 countries. It promotes information exchange about current developments in the field of engineering education, between teachers, researchers and students in the various European countries.
The Centre for European Policy Studies (CEPS) is a think tank based in Brussels, Belgium that undertakes research "leading to solutions to the challenges facing Europe today". It was established in 1983.
The European Policy Institutes Network (EPIN) is a network of 31 think tanks from most EU member states and beyond. Its main focus is on current EU and European political and policy debates. EPIN aims to contribute to the debate on the future of Europe through up to the minute, expert analysis and commentary and through providing easy access to understanding the different national debates. EPIN is coordinated by the Centre for European Policy Studies in Brussels, Belgium.

The Wilfried Martens Centre for European Studies, also known as the Martens Centre and previously as the Centre for European Studies, is a think tank and political foundation of the European People's Party (EPP). The Martens Centre links together a large network of political foundations across the European Union, which all hold centre-right positions and seek to advance those points of view in Europe and beyond. The president of the Martens Centre is former Slovak prime minister Mikuláš Dzurinda.
The Institute of the Regions of Europe (IRE) is a scientific institute located in Salzburg (Austria) and was founded on 21 December 2004 by Univ. Prof. Dr. Franz Schausberger, former governour of the Land Salzburg. The Institute is part of the Institute of European Regions (non-profit) private foundation, which was founded in autumn 2004.
EGMONT – The Royal Institute for International Relations, also known as the Egmont Institute, is an independent and non-profit Brussels-based think tank dedicated to interdisciplinary research on international relations. The main activities of the Egmont Institute include research, the organisation of events, and training for civil servants. The Institute is associated to the Foreign Ministry of Belgium, from which it receives a substantial part of its funding. The Egmont Institute furthermore receives funding from EU Institutions, membership fees and private partners.
The Prague European Summit is a platform for a regular high-level strategic debate on the future of the European Union and other European issues. It is the only platform of this kind focused on the European Union in Central and Eastern Europe. It offers space for an informal dialogue among political representatives, high-ranking state officials, representatives of interest groups, businessmen, academicians and journalists.
Wolfgang Theodor Wessels is a German political scientist. He holds the Jean Monnet Chair ad personam in political science, is a retired professor at the University of Cologne, and the head of the Centre for Turkey and European Studies (CETEUS) at the University of Cologne.
The Latvian Institute of International Affairs is a think tank in Latvia. Founded on May 20, 1992, the organization seeks to provide “Latvia's decision-makers, experts, and the wider public with analysis, recommendations, and information about international developments, regional security issues, and foreign policy strategy and choices”. They achieve this by publishing original research, hosting conferences, and partnering with other institutions in these tasks. Their research focuses on important topics such as Latvian foreign policy; transatlantic relations; European Union policies, including its neighborhood policy and Eastern Partnership; and multilateral and bilateral relations with Russia. The LIIA is a nonprofit and does not receive regular government funding. Its funding primarily comes from its partners for individual projects. While the LIIA is a non-governmental organization, they do advise the Latvian Parliament, as well as other decision-making bodies within and outside of Latvia. The current director (2011) of LIIA is Andris Sprūds.
Eurofi is a Paris-based nonprofit association that organizes non-public gatherings on European economic and financial policy. Eurofi meetings have become a regular venue for exchange between EU economic and financial policymakers and senior financial sector executives. It has been described by its founding co-chairman Jacques de Larosière as "the go-to forum for dialogue between regulators and financial institutions." In a 2019 feature article, the Financial Times called it "the think tank at the heart of the EU" while adding: "Although it describes itself as a think-tank, Eurofi defies categorisation."
