Datu Tucao Ong Mastura (Full:Datu Ahmad Tucao Ong Mastura bin Sultan Kudarat;born September 3,1946,Sultan Kudarat,Maguindanao) is a Filipino politician. He is the younger brother of the lawyer,historian,professor and former Maguindanao First District and Cotabato City Congressman Datu Michael Mastura,and an older brother of Mayor Datu Armando Mastura of Sultan Mastura,Maguindanao.
Datu Mastura is said to be the "kingmaker" of the Mastura clan,one of the biggest political families in Maguindanao. [1] [2]
Datu Tucao O. Mastura came from a royal lineage that started its rule in the Sultanate of Maguindanao covering the entire Mindanao Island in Southern Philippines around the 12th century and ended in the 20th century. He was born on September 3,1946 in Sultan Kudarat,Maguindanao. He is the second son of Datu Usngan Mastura,a prince,the great-grandson of Sultan Kudarat,the great ruler of the Sultanate of Maguindanao. He is a younger brother of Michael Mastura. Mastura had his elementary education in Cotabato City Institute (CCI). He graduated from Notre Dame University with a Bachelor of Science in Commerce in 1967,and became a Certified Public Accountant. He also took Bachelor of Laws from Notre Dame University in 1970. He started his profession as an accountant. [3]
Mastura became mayor of Sultan Kudarat,Maguindanao in 1977.
His stint as the Chief Executive of the Municipality of Sultan Kudarat brought various honors and recognition for the town. In year 2011,a Seal of Good House Keeping was awarded by President Benigno Aquino III and then DILG Secretary Jesse Robredo,the same award was also given by the DILG Autonomous Region in Muslim Mindanao in 2010. He had also received various awards of Excellence from President Joseph Estrada and twice with President Fidel V. Ramos,in 1999 and 1996 to 1997 respectively.
He received an award for Peace and Order given by the 6th Infantry Battalion in 1991,the 603rd Infantry Brigade in 1983 and the Southern Mindanao Command in 1977.
He was given an Outstanding Mayor award in 1989 and 1990 by the Department of the Interior and Local Government Region XII.
Mastura also made his presence through membership and representations of a range of organizations and delegations,starting with his Rotary Exchange to Houston,Texas in 1983;he was a member of the RP Peace Panel to Middle East on MNLF Problem in 1984 as well as in 1994,RP Peace Goodwill Mission to Red China in 1985.
He was an RP-ARMM representative on MNLF Peace Talk to Senegal in 1991,a member of the Representatives of the Al Khairiah Foundation to UAE in 1991.
He was one of the members of the Philippine Delegation to Toronto,Canada's 31st World Local Administrator Congress,and a member of the EAGA Conference to Indonesia and Malaysia both in 1995.
As the end result of the endorsement and planning of Mastura to further boost the development and progress of the Nuling (Sultan Kudarat) area[ citation needed ],the Municipality of Sultan Mastura was created by virtue of the Muslim Mindanao Autonomy Act No. 89 dated September 13,1999 and ratified through plebiscite on March 15,2003. Its corporate existence started on April 28,2003. [4]
In the 2007 Midterm Elections,Mastura ran for the position of governor in the newly created province of Shariff Kabunsuan,which was extracted from Maguindanao. Bimbo Sinsuat,the candidate of the opposing party was the protégéof Governor Datu Andal Ampatuan,Sr. [5] Mastura was the strongest politician to oppose the power of the Ampatuans. [5] Mastura won the elections. The province was then later abolished due to ARMM's creation of the province.
The Masturas were still the strongest rival of the Ampatuans. [6] In the 2010 election,Mastura decided to run as mayor again. In the provincial elections,Esmael Mangudadatu,a vice mayor of the small town of Buluan ran against the Ampatuans,resulting to the gruesome Maguindanao massacre,where 57 people died,including journalists,lawyers and relatives of Mangudadatu while on their way to file his certificate of candidacy. [7] The election-related-violence caught the attention of international media. Mangudadatu asked for the support of Mastura. The Mastura kingmaker,Datu Tucao decided to let Datu Ismael Mastura,his nephew,son of his brother Datu Michael run as the vice governor of Mangudadatu. Tucao declared his support and stayed as the campaign manager. The tandem won the elections. [6]
Maguindanao is a province in the Philippines located in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). Since 2014 the provincial capital is Buluan but the legislative branch of the provincial government,the Sangguniang Panlalawigan,convenes in the old provincial capitol in the town of Sultan Kudarat. It borders Lanao del Sur to the north,Cotabato to the east,Sultan Kudarat to the south,and the Illana Bay to the west.

The Sultanate of Maguindanao was a Sultanate state that ruled parts of the island of Mindanao,in southern Philippines,especially in modern-day Maguindanao province and Davao City. Hon. Pakung S. Mandudadatu,also known as Sultan Omar Pax Mangudadatu of the Sultanate Royal House of Rajah Buayan,is a Filipino politician who is the provincial governor of Sultan Kudarat since 2016. He also served the same post from 1998 to 2007 and was elected Representative of the 1st district of Sultan Kudarat with Tacurong under the administration's Kabalikat ng Malayang Pilipino (Kampi) party in 2007.
Sema v. COMELEC and Dilangalen is a court case that was ruled on by the Supreme Court of the Philippines on 16 July 2008. It was consolidated with Marquez v. COMELEC. It held that the Regional Assembly of the Autonomous Region in Muslim Mindanao does not have the power to create provinces and cities. Thus,the creation of the province of Shariff Kabunsuan was unconstitutional ab initio and that province no longer exists as a political entity in the Philippines. All its employees and officials,elected or otherwise,were declared as not holding validly created offices.
Michael O. Mastura is a Philippine lawyer,author,and lecturer. He is a descendant of the 16th-century monarch Muhammad Kudarat,also known as Sultan Kudarat of Maguindanao. He served as Representative of the First District of Maguindanao and Cotabato City from 1987 to 1995.
The Maguindanao massacre,also known as the Ampatuan massacre,named after the town where mass graves of victims were found,occurred on the morning of November 23,2009,in the town of Ampatuan in Maguindanao province,on the island of Mindanao in the Philippines. The 58 victims were on their way to file a certificate of candidacy for Esmael Mangudadatu,vice mayor of Buluan,when they were kidnapped and later killed. Mangudadatu was challenging Datu Unsay mayor Andal Ampatuan Jr.,son of the incumbent Maguindanao governor Andal Ampatuan Sr. and member of one of Mindanao's leading Muslim political clans,in the forthcoming Maguindanao gubernatorial election,part of the national elections in 2010. The people killed included Mangudadatu's wife,his two sisters,journalists,lawyers,aides,and motorists who were witnesses or were mistakenly identified as part of the convoy.
Esmael "Toto" Gaguil Mangudadatu is a Filipino politician serving as the representative of Maguindanao's 2nd district since 2019. He previously served as the governor of Maguindanao from 2010 to 2019. In Buluan town,he served as the mayor from 1998 to 2007,and vice mayor from 2007 to 2010.
Andal "Datu Unsay" Uy Ampatuan Jr. is a Filipino convicted mass murderer and former politician. He is one of the main perpetrators of the Maguindanao massacre along with his father,brothers,and nephews. At the time of the massacre,he was the outgoing mayor of Datu Unsay,Maguindanao,and was planning to run for provincial governor,the position his father,Andal Sr.,was set to vacate. Esmael Mangudadatu,from a rival political clan,declared his candidacy for the 2010 gubernatorial elections thus challenging Ampatuan for the post. The Ampatuans carried out the massacre to kill Mangudadatu.
Ansaruddin Abdul Malik "Hooky" Alonto Adiong is a Filipino politician serving as the representative of Lanao del Sur's 1st district since 2013. He was elected vice governor of the Autonomous Region in Muslim Mindanao (ARMM) in 2005. After Governor Zaldy Ampatuan's removal from office in 2009,Adiong became the acting governor until 2011.

The Midsayap–Marbel Road,also known as Makar–Dulawan–Midsayap–Marbel Road is a 101-kilometre,two-to-four lane highway that connects the provinces of North Cotabato,Maguindanao,Sultan Kudarat,and South Cotabato. It is classified as a national secondary highway for Mindanao. It lessens the travel time from North Cotabato to South Cotabato and Sultan Kudarat via Midsayap.
The Maguindanao division plebiscite will be held in the province of Maguindanao,Philippines within four months after the May 9,2022,national and local elections,having been postponed from its planned plebiscite in or before August 2021. In terms of dates,the plebiscite is to be held no later than September 9. As required by Republic Act No. 11550,it will be conducted to consent the residents of Maguindanao on the proposal to divide the province into two separate provinces which will be named Maguindanao del Norte and Maguindanao del Sur.
