The Under Secretary for Rural Development (USDA(RD)) is a high-ranking official in the United States Department of Agriculture and principal advisor to the United States Secretary of Agriculture responsible for oversight of the department's rural development programs and policies.

The Under Secretary is appointed by the President of the United States with the consent of the United States Senate to serve at the pleasure of the President. The current Under Secretary is Basil Gooden, who was nominated in September 2023 and assumed office in February 2024.

Overview

The Under Secretary for Rural Development, as head of the Rural Development Mission Area, provides assistance to rural communities in the United States. In particular, this assistance comes in three areas: business, utilities, and housing. The Under Secretary for Rural Development oversees loans, grants, and technical assistance to rural residents, communities, and businesses.

With the rank of Under Secretary, the USDA(RD) is a Level III position within the Executive Schedule. [1]

Under Secretary Torres-Small was confirmed by voice vote on October 7, 2021. [2] The previous Under Secretary was Lisa Mensah, who was appointed by President Barack Obama on May 8, 2014, and confirmed by the United States Senate on November 20, 2014.

Between the two, Anne Hazlett served as Assistant to the Secretary for Rural Development, from June 12, 2017, [3] to February 7, 2019, when Hazlett joined the White House Office of National Drug Control Policy. [4]

The Under Secretary of Agriculture for Farm and Foreign Agricultural Services was the third-ranking official in the United States Department of Agriculture prior to reorganization of several mission areas, announced on May 11, 2017. The agricultural policy of the United States is composed primarily of the periodically renewed federal U.S. farm bills. The Farm Bills have a rich history which initially sought to provide income and price support to US farmers and prevent them from adverse global as well as local supply and demand shocks. This implied an elaborate subsidy program which supports domestic production by either direct payments or through price support measures. The former incentivizes farmers to grow certain crops which are eligible for such payments through environmentally conscientious practices of farming. The latter protects farmers from vagaries of price fluctuations by ensuring a minimum price and fulfilling their shortfalls in revenue upon a fall in price. Lately, there are other measures through which the government encourages crop insurance and pays part of the premium for such insurance against various unanticipated outcomes in agriculture.

Rural Cooperatives was a bimonthly trade journal for rural cooperatives in the United States. It was published by the United States Department of Agriculture's (USDA) Rural Business-Cooperative Service in Washington, D.C., and focused on rural agricultural cooperatives. The magazine was published between April 1934 and January 2018.

Basil Ivanhoe Gooden is an American governmental executive whose career has advanced equitable food systems, agriculture policy, public health, and community economic development in rural America. Gooden served as the 3rd Virginia Secretary of Agriculture and Forestry for the Commonwealth of Virginia in the cabinet of Governor Terry McAuliffe. He became the first Black American to serve in this position and during his tenure from September 2016 until January 2018, he was the only Black American Secretary of Agriculture in any state in the United States. In his capacity as Secretary, he provided strategic vision and leadership to two of Virginia's largest private industries, Agriculture and Forestry, with an annual economic impact of $91 billion on the Commonwealth.

Xochitl Liana Torres Small is an American attorney and politician who is the 15th and current United States deputy secretary of agriculture, acting as "chief operating officer" for the department.
