The United Nations Assistance Mission in Somalia (UNSOM) is a special political mission of the United Nations Department of Political and Peacebuilding Affairs. Its primary purpose is to assist the Federal Government of Somalia in achieving peace, stability and reconciliation. [4] It works closely with and supports the work of the African Union Mission in Somalia (AMISOM) and, since 2022, the African Union Transition Mission in Somalia. [5] [6]

UNSOM replaced the United Nations Political Office for Somalia (UNPOS), which was in existence from 15 April 1995 until the expiration of its Security Council mandate on 2 June 2013. [7] [8]

On October 30, 2024, the United Nations Security Council votes 15–0 to dissolve the United Nations Assistance Mission in Somalia and formed a new mission called the United Nations Transitional Mission in Somalia, which began and operated on November 1, 2024. [9] [10]

On October 31, 2024, the United Nations Assistance Mission in Somalia (UNSOM) concluded its operations. after United Nations Security Council's resolution 2753 and established the United Nations Transitional Assistance Mission in Somalia (UNTMIS) as its successor. [11] The transition responds to a request from Somalia's Federal Government for a two-year handover period. By October 2026, the mission's functions are expected to fully transfer to support Somalia’s development goals. [12]

The Mission has its headquarters in Mogadishu and also has offices in Kismaayo (in the state of Jubaland), Hargeisa (in the self-declared Republic of Somaliland), Garowe (Puntland), Baidoa (South West) and Belet Weyne (Hirshabelle). [5] [13]

Mandate

UNSOM was created by means of United Nations Security Council resolution 2102, adopted unanimously on 3 June 2013. Under that resolution, it is charged with: [14]

Originally established for an initial period of twelve months, [14] the Mission's mandate has been renewed by successive Security Council resolutions and is currently valid until 31 October 2024. [5]

Structure

The Mission is led by the Special Representative of the Secretary-General for Somalia and Head of the United Nations Assistance Mission in Somalia. The Head of Mission is assisted by two Deputy Special Representatives. [32] [4]

The Unified Task Force (UNITAF) was a United States-led, United Nations-sanctioned multinational force which operated in Somalia from 5 December 1992 until 4 May 1993. A United States initiative, UNITAF was charged with carrying out United Nations Security Council Resolution 794 to create a protected environment for conducting humanitarian operations in the southern half of the country.

<span class="mw-page-title-main">Peacebuilding Commission</span>

The United Nations Peacebuilding Commission (PBC) is a United Nations intergovernmental advisory body of both the General Assembly and the Security Council that supports peace efforts in conflict-affected countries. A key addition to the capacity of the international community in the broad peace agenda, it was established in 2005 with the passage of both A/RES/60/180 and S/RES/1645 Mr. Sérgio França Danese (Brazil) is the incumbent chair of the PBC.

A special representative of the Secretary-General is a highly respected expert who has been appointed by the Secretary-General of the United Nations to represent them in meetings with heads of state on critical human rights issues. The representatives can carry out country visits to investigate alleged violations of human rights and act as negotiators on behalf of the United Nations.

The United Nations Department of Political and Peacebuilding Affairs (DPPA) is a department of the Secretariat of the United Nations (UN) with responsibility for monitoring and assessing global political developments and advising and assisting the UN Secretary General and his envoys in the peaceful prevention and resolution of conflict around the world. The department manages field-based political missions in Africa, Central Asia, and the Middle East, and has been increasing its professional capacities in conflict mediation and preventive diplomacy. DPPA also oversees UN electoral assistance to Member States of the organization. Established in 1992, the department's responsibilities also include providing secretariat support to the UN Security Council and two standing committees created by the General Assembly concerning the Rights of the Palestinian People and Decolonization. Michael Keating is the executive director of the European Institute of Peace, an independent conflict resolution organisation based in Brussels, with activities in fifteen countries in Africa, the Middle East, Eastern Europe, Central Asia, and Latin America. He was the Special Representative of the Secretary-General for Somalia and Head of the United Nations Assistance Mission in Somalia (UNSOM), from January 2016 until September 2018.

The Office of the Special Representative of the Secretary-General on Sexual Violence in Conflict (OSRSG-SVC) is an office of the United Nations Secretariat tasked with serving the United Nations' spokesperson and political advocate on conflict-related sexual violence, the Special Representative of the Secretary-General on Sexual Violence in Conflict (SRSG-SVC). The Special Representative holds the rank of Under-Secretary-General of the UN and chairs the UN Action Against Sexual Violence in Conflict. The mandate of the SRSG-SVC was established by Security Council Resolution 1888, introduced by Hillary Clinton, and the first Special Representative, Margot Wallström, took office in 2010. <span class="mw-page-title-main">2024 Puntland presidential election</span>

Indirect presidential elections were held in Puntland on 8 January 2024. The president was elected by members of the House of Representatives in the administrative capital Garoowe and were the fifth election since the state's formation in 1998. Preceding the elections, a new Parliament Speaker and Deputy Speaker was held on 4 January 2024, by the House of Representatives of Puntland. The pool of candidates comprises officials from the current Puntland administration, former government ministers, and notable local entrepreneurs.
