Unofficial Member is the name given to individuals who are members of the Executive Council of Hong Kong and Legislative Council of Hong Kong but who are not members of the Hong Kong Government. The terms "Unofficial" (or "non-official") and "Official" refer to whether the individual holds governmental office;both categories hold full membership of the councils.
Before the direct election of Legislative Council members in 1991,the Government reflected the views and opinions of Hong Kong society by appointing members of the business and social elites to the two councils. These members acted as a bridge between local residents and the Government. From 1963 to 1989,the Unofficial members of both councils formed the UMELCO Office,which complaints from Hong Kong residents. [1]
These positions were appointments by the Governor of Hong Kong,to sit in the Councils together with ex officio members and other Official Members. A Senior Unofficial Member would be appointed by the Governor from among the Unofficial Members. Unofficial Members might also be appointed to unelected or partially elected Municipal and District Councils,where there were ex officio members.
Currently the Executive Council of Hong Kong is still composed of ex officio Members (Official Members since 1997) and Unofficial Members (Non-official Members since 1997). One of the Non-official Members is appointed by the Chief Executive (until 1997 the Governor) as the Convenor (until 1994 the senior unofficial member [2] ).

Allen Lee Peng-fei,CBE,JP was a Hong Kong industrialist,politician and political commentator. He was a member of the Legislative Council of Hong Kong,serving from 1978 to 1997 and was the Senior Member of the legislature from 1988 to 1991. He was also an unofficial member of the Executive Council of Hong Kong from 1986 to 1992. He was the founding chairman of the Liberal Party,a pro-business party in 1993 until he retired after he lost the 1998 election. After his retirement,he became a political commentator and hosted Legco Review,a RTHK weekly TV programme on the news about Legislative Council,among several other posts.
Sir Sze-yuen Chung,,often known as Sir S.Y. Chung,was a Hong Kong politician and businessman who served as a Senior Member of the Executive and Legislative Councils during the 1970s and 1980s in the colonial period and the first non-official Convenor of the Executive Council in the SAR period. For his seniority in the Hong Kong political arena,he was nicknamed the "Great Sir" and "Godfather of Hong Kong politics".
Lau Wong-fat,GBM,GBS,OBE,JP was a Hong Kong businessman and politician. He had been the long-time chairman of the Rural Council,the most powerful organ representing the interests of the New Territories indigenous inhabitants from 1980 to 2015. He was also a member of the Legislative Council of Hong Kong from 1985 to 2016. From 2009 to 2012 he was a non-official member of the Executive Council of Hong Kong. He had also served as the member of the Chinese People's Political Consultative Conference and chairman of the Regional Council and the Tuen Mun District Council.
An ex officio member is a member of a body who is part of it by virtue of holding another office. The term ex officio is Latin,meaning literally 'from the office',and the sense intended is 'by right of office';its use dates back to the Roman Republic.
Sir Henry Edward Pollock,QC,JP was an English barrister who became a prominent politician in Hong Kong. He acted as Attorney General in Hong Kong on several occasions,and was once appointed to the same post in Fiji. He also served as Senior Unofficial Member of both the Legislative Council and Executive Council for many years in pre-Pacific War Hong Kong. Along with Sir Paul Chater,then Governor Sir Frederick Lugard and others,Sir Henry was one of the founders of the University of Hong Kong.
Senior Chinese Unofficial Member denotes the highest-ranking ethnically Chinese member of the Legislative Council and Executive Council of Hong Kong under colonial British rule. As Chinese council members were frequently referred to as "Chinese Representatives",the senior member was also known as the "Senior Chinese Representative". In the later years of the colonial rule,many Senior Chinese Unofficial Member also served as Senior Unofficial Member at the same time.
The Co-operative Resources Centre was a short-lived political group in the Legislative Council of Hong Kong (LegCo). Led by the Senior Unofficial Member of the Executive and Legislative Councils Allen Lee,it was established on 12 December 1991 by a group of 21 appointed and indirectly elected Legislative Council members from the functional constituencies. It became the largest conservative faction in the legislature countering the pro-democracy United Democrats of Hong Kong (UDHK) won a landslide victory in the first direct Legislative Council election in 1991. In 1993,it was transformed into the Liberal Party.
Dame Rosanna Wong Yick-ming also known by her married name,Rosanna Tam Wong Yick-ming,in her former marriage from 1979 lasting until 1992,and primarily known as Dr Rosanna Wong in public occasions after 1997,is a Hong Kong social work administrator and politician who has served as the Executive Director of the Hong Kong Federation of Youth Groups since 1980.
The Senior Unofficial Member,later Senior Member and,finally,Convenor of the Non-official Members,was the highest-ranking unofficial member of the Legislative Council (LegCo) and Executive Council (ExCo) of British Hong Kong,which was tasked with representing the opinions of all unofficial members of the council to the Governor.
The Yuen Long District Council is the district council for the Yuen Long District in Hong Kong. It is one of 18 such councils. The Yuen Long District currently consists of 46 members,of which the district is divided into four constituencies,electing a total of 8 members,16 district committee members,16 appointed members,and 6 ex officio members who are the Shap Pat Heung,San Tin,Ha Tsuen,Kam Tin,Ping Shan and Pat Heung rural committee chairmen. The latest election was held on 10 December 2023.
The Hong Kong Special Administrative Region Basic Law Consultative Committee was an official body established in 1985 to canvass views in Hong Kong on the drafts of the Hong Kong Basic Law.
The 1994 Hong Kong electoral reform was a set of significant constitutional changes in the last years of British colonial rule in Hong Kong before the handover of its sovereignty to the People's Republic of China (PRC) on 1 July 1997. The reform aimed at broadening the electorate base of the three-tiers elections in 1994 and 1995,namely the 1994 District Board elections,the 1995 Urban and Regional Council elections and the 1995 Legislative Council election. It was the flagship policy of the last colonial governor Chris Patten.
The First term of Tung Chee-hwa as Chief Executive of Hong Kong,officially considered part of "The 1st term Chief Executive of Hong Kong",relates to the period of governance of Hong Kong since the transfer of sovereignty over Hong Kong,between 1 July 1997 and 30 June 2002. Tung Chee-hwa was elected in 1996 by 400-member Selection Committee as the first Chief Executive of Hong Kong.

The 2021 Election Committee subsector elections were held on 19 September 2021 for elected seats of the 1,500 members of the Election Committee (EC) which is responsible for electing 40 of the 90 seats in the Legislative Council (LegCo) in the 2021 election and the Chief Executive of Hong Kong (CE) in the 2022 election.
An election for the president of the Legislative Council of Hong Kong took place on 19 February 1993 for members to among themselves elect the first President after abolishing the practice for the governor to preside. Deputy President John Joseph Swaine was unopposed and became the first elected president.
