The Urban Partnership Agreement (UPA) is an effort of the United States Department of Transportation and agencies in four metropolitan areas across the country which are testing out several technologies as an effort to reduce congestion in urban areas. The metro areas of Miami, Florida, Minneapolis, Minnesota, San Francisco, California, and Seattle, Washington are participants. The technologies being used include bus rapid transit (BRT), high-occupancy toll lane (HOT) lanes and other congestion pricing, dynamic message signs, and other lane management signage.
The federal Department of Transportation sent out requests for cities willing to participate in December 2006. The cities with the most aggressive plans to mitigate congestion were to be selected. Five participants were announced in August 2007, which included the regions listed above as well as New York City, but New York eventually failed to meet the terms of the agreement they had struck, and was removed from the program.
The UPA is focused on using what it calls "the 4Ts" to reduce traffic congestion: tolling, transit, telecommuting, and technology.
In Miami, the primary UPA project is the "95 Express" program, which added high-occupancy toll lanes to Interstate 95 that can be used by registered carpools, hybrid cars, and buses, in addition to toll-paying customers using SunPass. Ramp metering was also installed. [1]
The UPA projects in Minneapolis extend from the city's central business district south along Interstate 35W. In downtown, a project rebuilt Marquette Avenue South and Second Avenue South into the Marq2 transit corridor with two-lane busways and a system using lettered gates to allow express buses to flow through the downtown region more quickly. Gates on Marquette Avenue are lettered A, B, C, and D, while gate letters E, F, G, and H are used along Second Avenue. "NexTrip" real-time LED message signs indicating bus arrival times are also installed at each gate. Marq2 began operation in December 2009. [2]
Other UPA projects in the region were largely related to building the I-35W Bus Rapid Transitway. This included several stops and park and ride facilities. I-35W also includes HOT lanes which use the MnPASS system. The other lanes of I-35W also received dynamic active traffic management signage which gives suggested speed limits which attempt to calm the flow of congested traffic. [3] [4]
Projects in San Francisco include "SFpark", a variable-price on-street and off-street parking system, enhanced 5-1-1 service (both via phone and web interface), improvements to ferry services, and a better traffic forecasting system for the Grand and MacArthur BRT projects in Oakland. [5]
The primary project in the Seattle area is related to handling congestion on Washington State Route 520 with tolling. The freeway's floating bridges over Lake Washington need to be replaced, though replacement is not part of the UPA program, and the tolls are one way to generate funds for a replacement span.
The UPA program in Seattle also involved hybrid buses and real-time arrival signage at bus stops as well as improved park-and-ride facilities. Seattle has the largest ferry fleet in the United States. That system was also funded, including improvements to the terminals at Mukilteo and Guemes Island, as well as investments in high-speed, ultra-low wake ferries. [6]
Congestion pricing or congestion charges is a system of surcharging users of public goods that are subject to congestion through excess demand, such as through higher peak charges for use of bus services, electricity, metros, railways, telephones, and road pricing to reduce traffic congestion; airlines and shipping companies may be charged higher fees for slots at airports and through canals at busy times. Advocates claim this pricing strategy regulates demand, making it possible to manage congestion without increasing supply.
Bus rapid transit (BRT), also referred to as a busway or transitway, is a trolleybus, electric bus and public transport bus service system designed to have much more capacity, reliability, and other quality features than a conventional bus system. Typically, a BRT system includes roadways that are dedicated to buses, and gives priority to buses at intersections where buses may interact with other traffic; alongside design features to reduce delays caused by passengers boarding or leaving buses, or paying fares. BRT aims to combine the capacity and speed of a light rail transit (LRT) or mass rapid transit (MRT) system with the flexibility, lower cost and simplicity of a bus system.
State Route 520 (SR 520) is a state highway and freeway in the Seattle metropolitan area, part of the U.S. state of Washington. It runs 13 miles (21 km) from Seattle in the west to Redmond in the east. The freeway connects Seattle to the Eastside region of King County via the Evergreen Point Floating Bridge on Lake Washington. SR 520 intersects several state highways, including Interstate 5 (I-5) in Seattle, I-405 in Bellevue, and SR 202 in Redmond.
Metro Transit is the primary public transportation operator in the Minneapolis–Saint Paul area of the U.S. state of Minnesota and the largest operator in the state. In 2023, the system had a ridership of 44,977,200, or about 145,300 per weekday as of the third quarter of 2024.
Interstate 494 (I-494) is an auxiliary Interstate Highway making up part of a beltway of I-94, circling through the southern and western portions of the Minneapolis–Saint Paul metropolitan area in Minnesota. The 42.94-mile (69.11 km) road is coupled with I-694 at each end and composes more than half of the major beltway of the region. I-694/I-494 also act as loop routes for I-35E and I-35W.
Interstate 405 (I-405) is a north–south auxiliary Interstate Highway serving the Seattle region of Washington, United States. It bypasses Seattle east of Lake Washington, traveling through the Eastside area of King and Snohomish counties, providing an alternate route to I-5. The 30-mile (48 km) freeway serves the cities of Renton, Bellevue, Kirkland, and Bothell. I-405 terminates at I-5 in Tukwila and Lynnwood, and also intersects several major highways, including SR 167, I-90, SR 520, and SR 522.
E-ZPass Minnesota, formerly MnPass, is the brand name associated with a series of high occupancy toll lanes and electronic toll collection (ETC) system in the Minneapolis-St. Paul Metropolitan Area of Minnesota. The lanes and the ETC system are owned by the Minnesota Department of Transportation (MnDOT) and fully compatible with the multi-state E-ZPass network.
Interstate 35W (I-35W) is an Interstate Highway in the US state of Minnesota, passing through downtown Minneapolis. It is one of two through routes for I-35 through the Twin Cities of Minneapolis and Saint Paul, the other being I-35E through downtown Saint Paul.
The Metro Orange Line is a bus rapid transit line in the Twin Cities, Minnesota operated by Metro Transit. The line operates primarily along Interstate 35W from downtown Minneapolis through Richfield and Bloomington before terminating in Burnsville, Minnesota. The Orange Line provides access to 198,000 jobs with roughly a quarter of them outside downtown Minneapolis. The route serves a mix of stations located in the center of the highway, stations near highway exits, and on-street stations. The line has features typical of bus rapid transit systems with off-board fare payment, articulated buses with extra doors, stations with improved passenger amenities, and transit-only bus lanes on portions of the route.
Active traffic management is a method of increasing peak capacity and smoothing traffic flows on busy major highways. Techniques include variable speed limits, hard-shoulder running and ramp-metering controlled by overhead variable message signs. It has been implemented in several countries, including Germany, the United Kingdom, Canada and the United States.
The Geary Bus Rapid Transit project added bus rapid transit features to San Francisco Municipal Railway bus lines along Geary Boulevard. The corridor serves routes 38, 38R, 38AX, 38BX which combined to serve 52,900 daily riders in 2019, the most of any corridor in the city. The project added transit-only lanes, painted red, along many sections of Geary between the Salesforce Transit Center and 33rd Avenue. After the project’s completion, over 75% of Geary corridor now has transit lanes.
Van Ness Bus Rapid Transit is a bus rapid transit (BRT) corridor on Van Ness Avenue in San Francisco, California, United States. The 1.96-mile (3.15 km) line, which runs between Mission Street and Lombard Street, has dedicated center bus lanes and nine stations. It was built as part of the $346 million Van Ness Improvement Project, which also included utility replacement and pedestrian safety features. Van Ness Bus Rapid Transit is used by several San Francisco Municipal Railway (Muni) lines including the 49 Van Ness–Mission, as well as three Golden Gate Transit routes.
San Francisco congestion pricing is a proposed traffic congestion user fee for vehicles traveling into the most congested areas of the city of San Francisco at certain periods of peak demand. The charge would be combined with other traffic reduction projects. The proposed congestion pricing charge is part of a mobility and pricing study being carried out by the San Francisco County Transportation Authority (SFCTA) to reduce congestion at and near central locations and to reduce its associated environmental impacts, including cutting greenhouse gas emissions. The funds raised through the charge will be used for public transit improvement projects, and for pedestrian and bike infrastructure and enhancements.
I-35W & 46th Street station is a Metro Orange Line bus rapid transit station located in Minneapolis, Minnesota. In addition to the BRT service, the station is also served by Metro route 578. The station was constructed as part of the I-35W/Minnesota State Highway 62 Crosstown Commons reconstruction project and opened in 2010. Consisting of two levels, one on East 46th Street, and the other in the median of Interstate 35W, the station was the first of its kind in Minnesota. The station allows for transit routes operating on I-35W to stop for riders without leaving the region's high occupancy toll lane system. The station was designed in anticipation of full bus rapid transit service along I-35W to downtown Minneapolis, a vision that was realized in 2021 with the opening of the Metro Orange Line. The station cost $4.5 million to build.
I-35W & Lake Street station is a bus rapid transit station along the Metro Orange Line and planned B Line bus rapid transit (BRT) routes in Minneapolis, Minnesota. In addition to the BRT services, the station is also served by Metro route 578, Minnesota Valley Transit Authority routes 460, 465, 467, 470, 472, 475 and 477, along with SouthWest Transit routes 600 and 695.
The North Tarrant Express (NTE) project is a total highway reconstruction of the Interstate 820 (I-820) and State Highway 121/State Highway 183 corridor between I-35W and Industrial Boulevard in Northeast Tarrant County, Texas. The NTE and the Texas Department of Transportation (TxDOT) anticipate the new highway system will relieve traffic congestion, improve safety on its roadways and have integrated plans for the anticipated traffic growth in one of the country’s fastest developing regions. When the improvements are completed, the $2.5 billion North Tarrant Express will have upgraded main highway lanes, continuous frontage roads, and 13.3 miles (21.4 km) of newly added tolled managed lanes.
The Metro ExpressLanes project is a transport project in Los Angeles County, California that debuted in 2012 to "improve traffic flow and provide enhanced travel options on I-10 and I-110 in Los Angeles County". It includes a range of infrastructure developments on the Harbor Transitway and the El Monte Busway. The existing high-occupancy lanes on these transitways were converted to high-occupancy toll lanes. Associated works included a major upgrade to the El Monte bus station, expansion of Metrolink's Pomona–North station, the creation of a new transit station at Union Station, and increased park and ride capacity and bike lockers at many transit stations. In addition, new vanpool vehicles and buses will be purchased. The project was delivered by the Los Angeles County Metropolitan Transportation Authority, the California Department of Transportation, and others. The budget was $290 million and construction, which began in 2011, was completed in February 2013. Some transit improvements for the Metro J Line are still being worked on.
A managed lane is a type of highway lane that is operated with a management scheme, such as lane use restrictions or variable tolling, to optimize traffic flow, vehicle throughput, or both. Definitions and goals vary among transport agencies, but managed lanes are generally implemented to achieve an improved operational condition on a highway, such as improving traffic speed and throughput, reducing air pollution, and improving safety. Types of managed lanes include high-occupancy vehicle (HOV) lanes, high-occupancy toll lanes, express toll lanes, reversible lanes, and bus lanes. Most managed lane facilities are located in the United States and Canada, although HOV and bus lanes can be found in many other countries; outside of the US and Canada, many countries use active traffic management that manage all lanes of a highway.
The Marq2 transit corridor is a north–south thoroughfare in Minneapolis, Minnesota, United States. It consists of the parallel streets of Marquette and Second avenues in the downtown area. Each public streetway has two contraflow bus lanes with two lanes available for general-purpose traffic in the opposite direction. Vehicular transit flows south on Marquette Avenue and north on Second Avenue. The inner curb lane allows buses to stop for riders, while the second bus-only lane allows buses to pass each other along the corridor. Bus routes that operate on the corridor stop at every other block at an assigned gate with each route assigned a northbound and southbound gate. Gates are assigned letters A, B, C, or D on Marquette Avenue and E, F, G, and H on Second Avenue. Custom bus shelters are installed at each stop with heaters and real time transit information. The corridor primarily serves express buses operated by all five public transit agencies in the Twin Cities.
The 34th Street Crosstown Line is a surface transit line on 34th Street in Manhattan, New York City, United States. It currently hosts the M34/M34A SBS routes of MTA's Regional Bus Operations. The M34 runs from 12th Avenue to FDR Drive via 34th Street, while the M34A runs from Port Authority Bus Terminal to Waterside Plaza.
