Virgil-Daniel Popescu (born April 25,1968) is a Romanian politician who served as Minister of Energy in the CiucăCabinet,led by Prime Minister Nicolae Ciucă,from 4 November 2019 to 15 June 2023. [1] He previously served in the first and second cabinets led by Ludovic Orban,as well as in the cabinet led by Florin Cîțu. [2] [3]
Born in Drobeta-Turnu Severin,he graduated the Faculty of Automatic Control and Computers of the Politehnica University of Bucharest in 1991. He holds a doctor's degree in Management from the Faculty of Economic Sciences at the University of Craiova (2000) and a master's degree in Business Analysis,Diagnosis and Assessment from the Faculty of Economy and Business Management at the University of Craiova (2009). Since December 2016,he has been representing Mehedinți County in the Chamber of Deputies,as a member of the National Liberal Party. [4]

A political crisis began on 1 September 2021 in Romania,engulfing both major coalition partners of the Cîțu Cabinet,namely the conservative-liberal National Liberal Party (PNL) and the progressive-liberal Save Romania Union (USR). The crisis also involved former prime minister Ludovic Orban (PNL),who was set to face Prime Minister Florin Cîțu (PNL) in a leadership election during the party congress on 25 September,with the latter eventually replacing the former. Orban would eventually resign from his position as President of the Chamber of Deputies,with him and his supporters subsequently splitting from the PNL,in order to form the Force of the Right (FD).

The plagiarism concerns were raised in the newspaper Libertatea,who explained they could not locate an academic paper that was listed on his CV and there were concerns raised about misleading statements regarding which university he attended.

The 26th Infantry Battalion "Neagoe Basarab",also known as the Red Scorpions,is an infantry battalion of the Romanian Land Forces based in Craiova. It is part of Romania's Multinational Brigade South-East. The battalion has participated in missions in Angola,Bosnia and Herzegovina,Kosovo,Iraq and Afghanistan. Its tasks there were building refugee camps and weapons depots or guarding airports,military bases and roads. The 26th Infantry Battalion got its nickname,"Red Scorpions",from allied troops of the United States in 1996 during its mission in Angola,as they encountered many scorpions there.
Beginning at 04:05 EEST on 29 April 2022,a series of multiple denial-of-service attack (DDoS) attacks were launched against several Romanian government,military,bank and mass media websites. Behind the attacks was the pro-Kremlin hacking group Killnet,who resorted to this in response to a declaration made by Florin Cîțu,the then-president of the senate of Romania,that Romania would provide Ukraine with military aid. The Russian Federation,who invaded the latter,publicly spoke against Western military support for Ukraine,stating that it would result in "lightning-fast retaliatory strikes". The DDoS attacks continued until 1 May.
