The Volodymyr Velykyi class or Project 58250 is a planned class of frigates [1] (previously envisioned as multipurpose corvettes) ordered by the Ukrainian Navy.
Before starting this project in 2002 the State Research and Design Shipbuilding Center has developed a multi-purpose corvette "Hajduk-21" for Leninska Kuznia as replacement and continuation of the Soviet Grisha-class corvettes (small anti-submarine vessels), but the Ministry of Defense declined the project. It was decided to double the displacement and make a ship be compatible with the NATO ships. On the initiative of the minister of defense Anatoliy Hrytsenko, on 9 August 2005 the Cabinet of Ukraine issued an order on development of the new ship. [2] For development of the new ship there were allotted some ₴805 million.
The new ship was projected to be a little bigger than a corvette, but smaller than a frigate. [3] The new project was developed in 2008 by State Research and Design Shipbuilding Center. [4] From the beginning of program there was discussion of about 10 such ships. [4] It was planned to start the construction at the Black Sea Shipyard that belongs to Smart Holding Group with a Russian capital [3] (Smart Holding belongs to Vadym Novynskyi). During the Soviet times, at the shipyard were built aircraft carriers. [3] Placing the construction of the project at the shipyard had speculated from a get go on the risk of breaking the deadlines (which soon has been realized). [3]
Construction started as planned in 2011 with planned launching in 2012. The project suffered many delays and was stopped in 2014 due to Russian military intervention.
At the end of 2017 work it was announced about resuming of construction with adoption of new version of shipbuilding program which plans to commission first ship in 2022, second in 2024, third in 2026, fourth in 2028. In spring of 2018, however, the commander of Ukrainian Navy said that there is no funding to continue construction of the ship. [5] [6]
There also were talks to transfer the construction to other shipyards among which were mentioned Mykolayiv Shipyard (formerly the Shipyard of 61 Communards) and Kuznya na Rybalskomu (former Leninska Kuznya). [7] Those were originally reviewed as possible candidates. [3]
The first ship was named after Volodymyr the Great. In 2021, the Ukrainian Ministry of Defence announced it would be completed as a frigate. [1]
Due to the refusal of selling of anti-ship missiles from European Union, there is a program of developing the own anti-ship missile that called Neptune (first tests in 2016) and anti-air missiles that called Dnipro (first tests in 2016).
Construction of the first vessel was 17% done as of 2021, but it is unlikely the ship will be completed due to monetary restraints and the current Russian invasion of Ukraine. [8]

A corvette is a small warship. It is traditionally the smallest class of vessel considered to be a proper warship. The warship class above the corvette is that of the frigate, while the class below was historically that of the sloop-of-war.
The SIGMA class is a Dutch-built family of modular naval vessels, of either corvette or frigate size, designed by Damen Group.
Kuznia na Rybalskomu is a ship building and armament company in Kyiv, Ukraine. Situated on the Dnieper River and presently concentrating on river ships, the company is also able to produce and repair small sea vessels, as well as various military equipment.
The Steregushchiy class, Russian designation Project 20380, is a class of corvettes being built for the Russian Navy. Designed by the Almaz Central Marine Design Bureau, subsequent vessels were built to an improved design, incorporating the Zaslon-Redut SAM system. The ship full displacement and dimensions are large for a corvette, thus it is designated as a frigate by NATO. The Steregushchiy class has been further developed into the Gremyashchiy class and Project 20386 subclasses. The export variant is known as Project 20382 Tigr.
MILGEM project (Turkish:Milli Gemi Projesi, English: National Ship Project) is a national warship program of the Republic of Turkey. Managed by the Turkish Navy, the project aims at developing multipurpose corvettes, frigates and destroyers that can be deployed in a range of missions, including reconnaissance, surveillance, early warning, anti-submarine warfare, surface-to-surface and surface-to-air warfare, and amphibious operations.
Lutsk (Луцьк) was an anti-submarine corvette of the Ukrainian Navy. Board number U205. In March 2014 Lutsk was captured by Russian forces during the Crimean crisis.
Ternopil (U209) was a Grisha-class anti-submarine corvette of the Ukrainian Navy. In March 2014, the ship was captured by Russian forces during the Crimean crisis.
The Zaliv Shipbuilding Yard is located in Kerch, Crimea and specializes in the construction of tankers and container carriers, and the repair of ships of different types and tonnage.
The Gawron class or Projekt 621 was a planned class of multipurpose corvettes ordered by Polish Navy. The Gawron class was a variant of the MEKO A-100 project developed by the Blohm + Voss shipyard in Germany. Construction of the first ship of the class started in 2001. The project was terminated in February 2012 but in October 2013 a contract was signed to complete the existing hull as a patrol ship by 2016. On 2 July 2015, ORP Ślązak was christened and launched, and on 28 November 2019, ORP Ślązak was officially commissioned into the Polish Navy.
The Admiral Gorshkov class, Russian designation Project 22350, is a class of frigates of the Russian Navy. The ships are being built by the Severnaya Verf in Saint Petersburg at a cost of $250 million per ship. The class was designed by the Severnoye Design Bureau and incorporates use of stealth technology. As of August 2020, ten vessels have been ordered for delivery by 2027. The lead ship of the class, Admiral Gorshkov, was commissioned on 28 July 2018.
Ukraina is a Ukrainian Slava-class cruiser originally ordered by the Soviet Union in the early 1980s under the name Admiral Flota Lobov. After the Soviet Union disbanded in the early 1990s, the ship passed on to Russia and then to Ukraine, assuming the name Ukraina. In 2010 the Ukrainian parliament stripped the ship of her name. The ship remains unfinished and is currently moored at the Mykolayiv Shipyard.
The Gremyashchiy class, Russian designation Project 20385, is an update of the Steregushchiy-class corvettes of the Russian Navy at a cost of 150 million $. This follow-on project was designed by the Almaz Central Marine Design Bureau in Saint Petersburg. The first ship was laid down on 26 May 2011 and the official laying down ceremony took place on 1 February 2012. Although classified as corvettes by the Russian Navy, these ships carry sensors and weapon systems akin to frigates and, as a result, are so classified by NATO.
Following the dissolution of the Soviet Union at the end of 1991, the Russian Navy struggled to adjust Cold War force structures while suffering severely with insufficient maintenance and a lack of funding. However, improvements in the Russian economy over the first decade of the twenty-first century led to a significant rise in defence expenditure and an increase in the number of ships under construction.

Hetman Ivan Mazepa (F211) is an Ada-class anti-submarine corvette of the Ukrainian Navy currently in the process of fitting out. The ship is named after Ivan Mazepa, a Ukrainian Cossack leader who turned against the Tsardom of Russia of Peter the Great and joined the side of Charles XII of Sweden during the Swedish Invasion of Russia.
