Wang Hanbin (born 1925) is a retired Chinese Communist Party politician.
Wang was born in Hui'an,Fujian Province in 1925. He joined the Chinese Communist Party in 1941. He graduated from the Southwest Union University in 1946. [1]
After the People's Republic of China was formed in 1949,he served as secretary of the CCP Beijing Municipal Committee until 1958 when he became the deputy secretary general of the Municipal Committee. [1] He became the director of the Policy Research Office of the Chinese Academy of Sciences from 1977 to 1979. [1] He was a member of the 12th,13th,and 14th CCP Central Committees from 1982 to 1997 and an alternate member of 14th Politburo of the Chinese Communist Party of the CPC between 1992 and 1997. [1] He was also the Secretary-General of the 6th National People's Congress Standing Committee (NPCSC) and became the vice-chairman of the 7th and 8th NPCSC. [1]
During the draftings of the Hong Kong Basic Law for the Hong Kong Special Administrative Region,he was selected vice-chairman of the Hong Kong Basic Law Drafting Committee.

The government of the People's Republic of China is based on a system of people's congress within the parameters of a unitary communist state,in which the ruling Chinese Communist Party (CCP) enacts its policies through people's congresses. As China's political system has no separation of powers,there is only one branch of government which is represented by the legislature. The CCP through the NPC enacts unified leadership,which requires that all state organs,from the Supreme People's Court to the President of China,are elected by,answerable to,and have no separate powers than those granted to them by the NPC. By law,all elections at all levels must adhere to the leadership of the CCP. The CCP controls appointments in all state bodies through a two-thirds majority in the NPC. The remaining seats are held by nominally independent delegates and eight minor political parties,which are non-oppositional and support the CCP. All government bodies and state-owned enterprises have internal CCP committees that lead the decision-making in these institutions.

It was formed as a working group under the National People's Congress. The Drafting Committee had 59 members,of whom 23 were from Hong Kong and 36 were from Mainland,mostly the PRC government officials. The Drafting Committee was dominated by Hong Kong businessmen with a share from different social sectors.
