Water protectors are activists, organizers, and cultural workers focused on the defense of the world's water and water systems. The water protector name, analysis and style of activism arose from Indigenous communities in North America during the Dakota Access Pipeline protests at the Standing Rock Reservation, which began with an encampment on LaDonna Brave Bull Allard's land in April, 2016. [1] [2]

Water protectors are similar to land defenders, but are distinguished from other environmental activists by this philosophy and approach that is rooted in an indigenous cultural perspective that sees water and the land as sacred. [3] [4] This relationship with water moves beyond simply having access to clean drinking water, and comes from the beliefs that water is necessary for life and that water is a relative and therefore it must be treated with respect. [5] As such, the reasons for protection of water are older, more holistic, and integrated into a larger cultural and spiritual whole than in most modern forms of environmental activism, which may be more based in seeing water and other extractive resources as commodities. [6] [7]

Historically, water protectors have been led by or composed of women; [8] in this way, it is comparable to the ecofeminist movement. [9]

"Water is Life (Mni Wiconi)"

"Water is life" is an expression that is connected to water protectors. [5] The expression arises from the relationships that Indigenous communities have with water and other forms of life that they view as vital for their survival. [10] "Water is Life" reflects the long lasting relationships that Indigenous communities have with water and what water protectors are fighting for. "Water is Life" does not just represent the need for Indigenous peoples access to clean water, but represents how water is used in ceremony and the important role water plays in their belief systems. [11] As Potawatomi philosopher Kyle Powys Whyte explains, the idea that "water is life" is based in "Indigenous governance systems that support cultural integrity, economic vitality, and political self-determination and the capacity to shift and adjust to the dynamics of ecosystems." [10]

Thus, in many Indigenous communities water is seen as something that brings life to other beings around it, and it is seen as a member of society that must be protected. Since water is held in such high regard, people offer gifts to the water, pray and sing to water in order to create a relationship with water and protect it. [5] Since women are seen as life-givers in Indigenous communities, they are often the ones who are responsible for protecting the water. [5]

Role and actions

Water protectors have been involved in actions against construction of multiple pipelines, as well as other projects by the fossil fuel industries, and resource extraction activities such as fracking that can lead to the contamination of water. [12]

Actions have involved traditional direct actions like blockades on reserve lands and traditional territories to block corporations from engaging in resource extraction. [3] Water and land protectors have also created resistance camps as a way to re-occupy and refuse to give away their traditional territories. Usually part of these encampments, when led by Indigenous people, is a strengthening of cultural ties and traditions, with inclusion of activities like language revitalization. [13] [14] They also take actions outside of protesting that are rooted in ceremony. These actions include singing songs to water, offering tobacco to water, and praying to the water. [5] Such actions reflect the importance that water holds to these communities. [15]

Many water protectors are women. [16] [17] In many Native American and FNIM cultures, women are seen to have a strong connection to water, the moon, and the cycles of the tide as they are able to become pregnant and give birth. [18] Because they give life, Indigenous women hold important roles and are highly valued in their communities. Thus, women are also responsible for taking care of water, and the water will return the favor by giving life to the surrounding environment. [8] In Anishinaabe culture, for example, women perform ceremonies to honour water and water is considered to be alive and have a spirit. [19]

Josephine Mandamin was an Anishinaabe elder and activist who initiated Mother Earth Walks, also known as Mother Earth Water Walks (MEWW). [8] She and other women began to walk, carrying copper buckets of water, around the Great Lakes. As the women walked, they sang and prayed, strengthening the deep ties between their communities and the Great Lakes, along with their personal connections to the water and the land. These walks and related events raised awareness and brought many Native women into a stronger relationship with the water. [20]  Although Mandamin died in February 2019, her water walks have inspired many other water walks to continue in her memory. [8]

Other well-known water protectors include Autumn Peltier (of the Wikwemikong First Nation); [19] [21] [22] Marjorie Flowers (Inuit), LaDonna Brave Bull Allard (Dakota, Lakota), and Faith Spotted Eagle (Yankton Sioux). [23] [24]

The Dakota Access Pipeline

In 2016, Native communities protested the 1,172 mile long Dakota Access Pipeline. [25] The protest was due to the fact that the pipeline was supposed to be built on the land of Indigenous communities, and was putting water sources that those communities depend on in danger. Water protectors were the frontline of this protest, dedicating their time to protecting the water source and upholding their treaties. [15] As Potawatomi ecologist and botanist Robin Wall Kimmerer and environmental philosopher Kathleen Dean Moore explain, "it is possible to love land and water so fiercely you will live in a tent in a North Dakota winter to protect them." [26]

The movement gained media attention quickly, and is viewed as one of the biggest Native led resistance movements in decades. However, during this protest, some media outlets such as The Blaze ran a misinformation campaign against Water Protectors. This false information created a narrative that was harmful to water protectors and Native communities as a whole. [15]

Alton Gas

In May 2018 Mi'kmaq peoples in Nova Scotia blocked the Alton Gas company from extracting water from the Shubenacadie River for a natural gas project; the project was disrupting the natural balance between freshwater and seawater in the tidal region, and threatening the drinking water, fish and other water life of the region. [12]

Muskrat Falls

Action has also been taken across Canada, including Muskrat Falls hydro dam project in Labrador. [27] [28]

Trans Mountain Pipeline

In Burnaby Mountain, thousands have staged demonstrations opposing the Trans Mountain pipeline. [29] [30]

Wetʼsuwetʼen resistance camps

The Wetʼsuwetʼen peoples have ongoing of resistance camps, including Unistʼotʼen Camp and action against the construction of a Coastal GasLink pipeline and the heavily militarized RCMP, in Northern British Columbia. [31]

Enbridge Line 3 resistance camps

The Stop Line 3 protests are an ongoing series of demonstrations in the U.S. state of Minnesota against the expansion of Enbridge's Line 3 oil pipeline along a new route. Over 800 water protectors were arrested between August 2020 and September 2021. [32]

L'eau Est La Vie camp (Bayou Bridge Pipeline)

Water protectors at L'eau Est La Vie (Water is Life) camp resisted the Bayou Bridge Pipeline from 2017 until its completion in 2019 through direct action and legal battles causing significant delays and added cost to the project.

Several children's books have been published about water protectors. The Water Walker is a picture book written and illustrated by Joanne Robertson and tells the story or Josephine Mandamin and her love of nibi (water), her water walks, and the importance of protecting water. [33] We Are Water Protectors, written by Carole Lindstrom and illustrated by Michaela Goad, was the winner of the 2021 Caldecott Medal, as well as a Kirkus prize finalist and Kirkus best book of 2020. [34] The story is "inspired by the many Indigenous-led movements across North America." [35] The story gives information about the role of water protectors in communities and the importance of water protection. [34]

Films and documentaries have been produced featuring the roles and actions of water protectors. Awake: A Dream from Standing Rock was released by Bullfrog films in 2017. [36] It documents the water protectors efforts near the Standing Rock reservation to stop the development of the Dakota Access Pipeline (DAPL). It has been called the most acclaimed of the documentaries produced in the wake of the Standing Rock action. [37]

The National Film Board of Canada featured a story and curated set of films on water protectors on their blog in 2016. [38] The post traces the history of pipeline resistance against the backdrop of the Standing Rock resistance, and features photos and the film selection Citizens vs. oil giants. [38] The Water Protectors' Journey Along the Sipekne'katik River was produced and directed by Eliza Knockwood and premiered in May 2018. The film documents the work of the Mi'kmaq Water Protectors to protect the Sipekne'katik River from the brine being dumped into it by Alton Gas. [39]

One of the most iconic images of water protection and other environmental protests is the "Water is Life" screen print created by Anishinaabe artist and activist Isaac Murdoch. Artist Christi Belcourt notes the image of "Thunderbird woman" is "an iconic image that has been seen at Standing Rock and all around the world. People have embraced that image as a symbol of strength and resiliency." [40] On November 6, 2017, a large version of "Thunderbird woman" was painted by Murdoch in collaboration with other groups such as Idle No More, on the street outside the Wells Fargo and Co. headquarters in San Francisco to protest the DAPL development in what the SFWeekly termed a "guerrilla mural project." [41] Murdoch and Belcourt have made the images produced through their Onaman Collective, including Thunderbird Woman and other images of water protectors, free for download for use at protests. [42]

The Standing Rock Reservation lies across the border between North and South Dakota in the United States, and is inhabited by ethnic "Hunkpapa and Sihasapa bands of Lakota Oyate and the Ihunktuwona and Pabaksa bands of the Dakota Oyate," as well as the Hunkpatina Dakota. The Ihanktonwana Dakota are the Upper Yanktonai, part of the collective of Wiciyena. The sixth-largest Native American reservation in land area in the US, Standing Rock includes all of Sioux County, North Dakota, and all of Corson County, South Dakota, plus slivers of northern Dewey and Ziebach counties in South Dakota, along their northern county lines at Highway 20.

Christi Marlene Belcourt is a Métis visual artist and author living and working in Canada. She is best known for her acrylic paintings which depict floral patterns inspired by Métis and First Nations historical beadwork art. Belcourt's work often focuses on questions around identity, culture, place and divisions within communities.

The Indigenous Environmental Network (IEN) is a coalition of indigenous, grassroots environmental justice activists, primarily based in the United States. Group members have represented Native American concerns at international events such as the United Nations Climate Change conferences in Copenhagen (2009) and Paris (2016). IEN organizes an annual conference to discuss proposed goals and projects for the coming year; each year the conference is held in a different indigenous nation. The network emphasizes environmental protection as a form of spiritual activism. IEN received attention in the news as a major organizer of the fight against the Keystone Pipeline and the Dakota Access Pipeline in the Dakota Access Pipeline protests.

<span class="mw-page-title-main">Dakota Access Pipeline protests</span> 2016–17 series of protests in the United States

The Dakota Access Pipeline Protests, also called by the hashtag #NoDAPL, began in April 2016 as a grassroots opposition to the construction of Energy Transfer Partners' Dakota Access Pipeline in the northern United States and ended on February 23, 2017 when National Guard and law enforcement officers evicted the last remaining protesters. The pipeline runs from the Bakken oil fields in western North Dakota to southern Illinois, crossing beneath the Missouri and Mississippi rivers, as well as under part of Lake Oahe near the Standing Rock Indian Reservation. Many members of the Standing Rock tribe and surrounding communities consider the pipeline to be a serious threat to the region's water. The construction also directly threatens ancient burial grounds and cultural sites of historic importance.

David Archambault II is the former (2013–2017) tribal chairman of the Standing Rock Indian Reservation in North Dakota. He was instrumental in the Dakota Access Pipeline protests and continues to work to promote an understanding of the historical treaty rights and indigenous rights of Native American people. Archambault holds degrees in Business Administration and Management. In 2017 he joined FirstNation HealthCare as its chief consulting officer.

<span class="mw-page-title-main">LaDonna Brave Bull Allard</span> Lakota historian and activist (1956–2021)

LaDonna Tamakawastewin Brave Bull Allard was a Native American Dakota and Lakota historian, genealogist, and a matriarch of the water protector movement. In April 2016, she was one of the founders of the resistance camps of the Dakota Access Pipeline protests, aimed at halting the Dakota Access Pipeline near the Standing Rock Indian Reservation in North Dakota.

<span class="mw-page-title-main">Greg Grey Cloud</span>

Greg Grey Cloud is a Crow Creek Nation educator, singer and activist. Grey Cloud is a co-founder of Wica Agli, a non-profit to end violence against women, children, and in general in the community. He is a notable ecologist and defender of Native American rights; gaining national attention when he sang an Honor Song in the Senate after the Keystone XL Pipeline bill was defeated, and in leading the Spirit Riders to protect the Standing Rock Reservation affected by the construction of the Dakota Access Pipeline.

#NODAPL, also referred to as the Dakota Access Pipeline protests, is a Twitter hashtag and social media campaign for the struggle against the proposed and partially built Dakota Access Pipeline. The role social media played in this movement is so substantial that the movement itself is now often referred to by its hashtag: #NoDAPL. The hashtag reflected a grassroots campaign that began in early 2016 in reaction to the approved construction of the Dakota Access Pipeline in the northern United States. The Standing Rock Sioux and allied organizations took legal action aimed at stopping construction of the project, while youth from the reservation began a social media campaign which gradually evolved into a larger movement with dozens of associated hashtags. The campaign aimed to raise awareness on the threat of the pipeline on the sacred burial grounds as well as the quality of water in the area. In June 2021, a federal judge struck down the Standing Rock Sioux Tribe's lawsuit, but left the option of reopening the case should any prior orders be violated.

The Bayou Bridge Pipeline (BBP) is a 162.5-mile crude oil pipeline from Lake Charles, Louisiana to St. James, Louisiana by Bayou Bridge, LLC, a subsidiary of Energy Transfer Partners. Communities directly impacted by the pipeline voiced health, economic, and environmental concerns. They filed a lawsuit in opposition to the project and asked the Army Corps of Engineers for an Environmental Impact Statement. The Corps refused to do so and approved the project on 15 December 2017. Water protectors at L'eau Est La Vie camp consistently disrupted construction of the BBP for most of 2018, causing delays and millions of dollars in added cost to the project. They raised environmental justice and social justice issues and concerns about the pipeline's contribution to climate change. The pipeline was eventually completed in April 2019.

A member of Standing Rock in North and South Dakota, Phyllis Young has been an American Indian rights activist (Lakota/Dakota) for more than 40 years. She is most widely known for her leadership role in the anti-Dakota Access Pipeline struggle in 2016 and 2017. Young worked for Standing Rock from October 2015 to September 2017, ultimately as an organizer of the Oceti Sakowin Camp, where tens of thousands of protesters—known as “water protectors”—gathered over time to resist construction of the 1,172 mile long oil pipeline.

Autumn Peltier is an Anishinaabe Indigenous rights advocate from the Wiikwemkoong First Nation on Manitoulin Island, Ontario, Canada. She was named Chief Water Commissioner for the Anishinabek Nation in 2019. In 2018, at the age of thirteen, Peltier addressed world leaders at the United Nations General Assembly on the issue of water protection.

<i>We Are Water Protectors</i> 2020 picture book

We Are Water Protectors is a 2020 picture book written by Carole Lindstrom and illustrated by Michaela Goade. Written in response to the Dakota Access Pipeline protests, the book tells the story of an Ojibwe girl who fights against an oil pipeline in an effort to protect the water supply of her people. It was published by Roaring Brook Press on March 17, 2020. The book was well received. Critics praised its message of environmental justice, its depiction of diversity, and the watercolor illustrations, for which Goade won the 2021 Caldecott Medal, becoming the first Indigenous recipient of the award. The book also received the 2021 Jane Addams Children's Book Award winner in the Books for Younger Children category.

Jasilyn Charger is a member of the Cheyenne River Sioux Tribe, from Eagle Butte, South Dakota, USA. Charger is a land activist, water protector, community organizer, and advocate for Native American and LGBTQ rights, and a youth founder of the Dakota Access Pipeline protests. They have also protested against the Keystone Pipeline, and were arrested for their non-violent civil disobedience in November 2020.

<span class="mw-page-title-main">Stop Line 3 protests</span> Minnesota protests against expansion of oil pipeline

The Stop Line 3 protests are an ongoing series of demonstrations in the U.S. state of Minnesota against the expansion of Enbridge's Line 3 oil pipeline along a new route. The new route was completed in September 2021, and was operational on 1 October 2021. Indigenous people have led the resistance to the construction of the pipeline, which began following the project's approval in November 2020. Opponents of the pipeline expansion, called water protectors, have established ceremonial lodges and resistance camps along the route of the pipeline. Enbridge has funded an escrow account that law enforcement agencies may draw on for pipeline-related police work. Organizers have arranged marches and occupations of Enbridge construction sites. Following the blockade of an Enbridge pump station on June 7, 2021, nearly 250 people were arrested. Invoking treaty rights, organizers established an encampment at the headwaters of the Mississippi River at a site where Enbridge intends to bury the pipeline.

<span class="mw-page-title-main">Dakota Access Pipeline</span> Oil pipeline project in the United States

The Dakota Access Pipeline (DAPL) or Bakken pipeline is a 1,172-mile-long (1,886 km) underground pipeline in the United States that has the ability to transport up to 750,000 barrels of light sweet crude oil per day. It begins in the shale oil fields of the Bakken Formation in northwest North Dakota and continues through South Dakota and Iowa to an oil terminal near Patoka, Illinois. Together with the Energy Transfer Crude Oil Pipeline from Patoka to Nederland, Texas, it forms the Bakken system. The pipeline transports 40 percent of the oil produced in the Bakken region.
