The White House Office of Urban Affairs is an office within the White House Office, part of the Executive Office of the President of the United States.
The Office was established under Executive Order 13503, issued by President Barack Obama on February 19, 2009. It is headed by a director, who is assisted by a deputy director. The director was charged with reporting jointly to the Assistant to the President for Intergovernmental Affairs and Public Liaison and to the Assistant to the President for Domestic Policy. [1] The first director was Adolfo Carrión Jr. [2] On May 3, 2010, Carrión departed the post, and deputy director Derek Douglas became acting director, though Carrión was never formally replaced. Douglas departed the position at the end of 2011 and was also never formally replaced. [3]
The Office lacked regulatory authority or observable influence, and has not been used since the inauguration of Donald Trump. [4]
The purpose of the office is to provide leadership for and coordinate the development of the policy agenda for urban America across executive departments and agencies and with this also to coordinate all aspects of urban policy with all executive departments and agencies to ensure that any policy developed has been examined for its impact on urban affairs. The office also works to ensure that federal government dollars targeted to urban areas are effectively spent on the highest-impact programs; and to engage in outreach and work closely with state and local officials, with nonprofit organizations, and with the private sector, both in seeking input regarding the development of a comprehensive urban policy and in ensuring that the implementation of federal programs advances the objectives of that policy. Based in the White House, it is part of the Executive Office of the President of the United States, and composed of senior national security advisors and Cabinet officials.
The Office of Information and Regulatory Affairs is a Division within the Office of Management and Budget (OMB), which in turn, is within the Executive Office of the President. OIRA oversees the implementation of government-wide policies in, and reviews draft regulations under, Executive Order 12866, the Paperwork Reduction Act, and the Information Quality Act.
Adolfo Carrión Jr. is an American businessman and former elected official from City Island. He has three sisters Elizabeth Carrión-Stevens, Damaris Carrión-Harris and Lizette Carrión. He served one term as a member of the New York City Council, representing the 14th district. He served for seven years as the borough president of the Bronx, for a year and five months as the first director of the White House Office of Urban Affairs in the Obama Administration, and then for nearly two years as Regional Administrator for HUD's New York and New Jersey Regional Office. He left HUD in February 2012.
Lt. Gen. Douglas Edward Lute is a retired United States Army lieutenant general and public servant who served as the United States Permanent Representative to NATO from 2013 to 2017. He was nominated for the post by President Obama on May 23, 2013, confirmed by the Senate on August 1, 2013 by voice vote, and assumed his position on September 3, 2013.
The White House Office is an entity within the Executive Office of the President of the United States (EOP). The White House Office is headed by the White House chief of staff, who is also the head of the Executive Office of the President. The staff work for and report directly to the president, including West Wing staff and the president's senior advisers. Almost all of the White House Office staff are political appointees of the president, do not require Senate confirmation and can be dismissed at the discretion of the president. Aside from Cabinet secretaries and Supreme Court justices, whose nominations require the approval of the Senate, the President of the United States has the authority to appoint people to high-level positions within the federal government unilaterally.

Christopher P. Lu is a Chinese American political advisor who serves as the U.S. Ambassador to the United Nations for Management and Reform. He is also an alternative representative to the United Nations General Assembly during his tenure as Representative for Management and Reform. In the administration of United States President Barack Obama, Lu served as the United States Deputy Secretary of Labor from 2014 to 2017, the White House Cabinet Secretary and Assistant to the President from 2009 to 2013, and the co-chair of the White House Initiative on Asian Americans and Pacific Islanders. Lu graduated from the Woodrow Wilson School at Princeton University and from Harvard Law School, where he was a classmate of Obama's.
Melody C. Barnes is an American lawyer and political advisor. Formerly an aide and chief counsel to Senator Edward M. Kennedy on the Senate Judiciary Committee, Barnes later worked at the Center for American Progress, a think tank, before joining Senator Barack Obama's 2008 presidential campaign. After Obama took office as president, Barnes was appointed director of the Domestic Policy Council, serving in that post from January 2009 to January 2012. After leaving the White House, Barnes assumed roles at the Aspen Institute and New York University. Since 2016, she has been at the University of Virginia, where she teaches law and is the Co-Director of the UVA Democracy Initiative.
The White House staff position of liaison to the American Jewish community is a role charged with serving as a presidential administration's voice to the community and gathering the community's consensus viewpoint on issues affecting it for the benefit of White House policymakers. It has existed at least as early as the Carter Administration.
Jeanne Lambrew is a United States professor of public affairs and health policy. She served in the Obama administration as Deputy Director of the White House Office of Health Reform.
The White House Office of Health Reform was a new government entity in the United States created by President Barack Obama. The office was a component of the Domestic Policy Council in the Office of White House Policy. The Director of the Office of Health Reform is titled the Deputy Assistant to the President and Director of Office of Health-Care Reform. The first and last Director was Nancy-Ann Min DeParle. Obama had originally picked former Senator Tom Daschle for the role, but Daschle withdrew after a scandal broke over his unpaid taxes. Jeanne Lambrew served as Deputy Director from 2009 to 2011. Linda Douglass served as the office's director of communications from May 2009 to April 2010.
The White House Office of Energy and Climate Change Policy was a new government entity in the United States created in 2008 by President Barack Obama by Executive Order that existed for a little over two years when it was combined with another presidential office in April 2011. The office was created in order to coordinate administration policy on energy and global warming.

Under the administration of President Barack Obama, it was called the White House Office of Public Engagement and Intergovernmental Affairs. President Donald Trump restored the prior name of the White House Office of Public Liaison and separated the White House Office of Intergovernmental Affairs. The White House Council on Women and Girls was an advisory council within the Office of Intergovernmental Affairs of the Executive Office of the President of the United States. It was established by Executive Order 13506 on March 11, 2009, with a broad mandate to advise the president on issues relating to the welfare of women and girls in order to ensure gender equality. It also ensured that other White House agencies acted in a manner to allow all things to be possible for all people. The Council was chaired by Valerie Jarrett and included the heads of every federal agency and major White House office.
