Whittier Narrows Dam is a 56-foot (17 m) tall earth dam on the San Gabriel River and the smaller, parallel Rio Hondo. The dam is located, as the name implies, at the Whittier Narrows. It provides water conservation storage and is also the central element of the Los Angeles County Drainage Area (LACDA) flood control system. Its reservoir has a capacity of 67,060 acre⋅ft (82,720,000 m3).

The Whittier Narrows are a natural gap in the hills that form the southern boundary of the San Gabriel Valley of Southern California. Both the Rio Hondo, a tributary of the Los Angeles River, and the San Gabriel River flow through this gap and are impounded by the reservoir. The Pomona Freeway (CA-60) passes through the reservoir flood control basin and the San Gabriel River Freeway (I-605) passes along the eastern boundary of the basin.

In September 2017, the United States Army Corps of Engineers officials warned local residents that the dam no longer met the agency’s 'tolerable-risk' guidelines and could fail in the event of a very large, very rare storm, similar to exceptionally intense California storms which occurred between December 1861 and January 1862, a so-called ARkStorm [1] [2]

Authorization for the project construction is contained in the Flood Control Act of 18 August 1941 (PL 77-228) and the initial funds for construction were provided in the 1949 Appropriations Bill. The U.S. Army Corps of Engineers completed construction of the dam in 1957. [3]

The purpose of the project is to collect runoff from the uncontrolled drainage areas upstream along with releases into the San Gabriel River from the Santa Fe Dam.

The Rio Hondo outlet has four main outlet passages plus a small diversion passage. The San Gabriel outlet has nine large gates installed on top of a spillway. Dimensions are furnished in the table below.

The "stand-by" position of the gates on the Rio Hondo outlet is wide open. On the San Gabriel side one gate is normally open about .5 ft (15 cm) with the remaining gates closed. The reservoir is normally empty, and a "crossover weir" within the reservoir keeps the flows from the Rio Hondo and the San Gabriel River separated. The natural flow to each river therefore normally passes through the dam unhindered.

During the initial stages of a flood event, the gates on the Rio Hondo side are partially closed to build a water conservation pool. As long as the pool on the Rio Hondo side of the reservoir is below elevation 201.6 ft (61.4 m) NGVD29, releases are made to accommodate the capacity of the spreading grounds downstream along the Rio Hondo. The spreading grounds are operated by the Los Angeles County Department of Public Works to recharge the groundwater basin. Flow reaches the spreading grounds either directly by way of the diversion passage or from a diversion structure in the Rio Hondo downstream of the dam. Both the diversion passage direct from the dam and the diversion structure in the Rio Hondo are operated by the county.

When the water conservation pool on the Rio Hondo side of the reservoir is exceeded, the releases to the Rio Hondo are increased to match inflow until either the capacity of the Rio Hondo or the Los Angeles River downstream are reached. If the water conservation pool on either side of the reservoir is exceeded, discharges on the San Gabriel side can be increased to approximately 5000 ft³/s (142 m³/s).

The San Gabriel outlet has automatic spillway gates. When the pool in the reservoir exceeds flood control storage these gates will begin to open automatically. The top of the flood control storage pool is at elevation 228.5 ft (69.6 m) NGVD.

The capacity of the Rio Hondo downstream from Whittier Narrows Dam is approximately 36,500 ft³/s (1,034 m³/s). The capacity of the Los Angeles River downstream of its confluence with the Rio Hondo is approximately 127,000 ft³/s (3,596 m³/s), and the capacity of the San Gabriel River downstream of the dam is approximately 13,000 ft³/s (371 m³/s).

As a named river, it begins in Irwindale and flows southwest to its confluence in South Gate, passing through several cities. Above Irwindale its main stem is known as Santa Anita Creek, which extends another 10 miles (16 km) northwards into the San Gabriel Mountains where the source, or headwaters, of the river are found.

Whittier Narrows

The Whittier Narrows is a narrows or water gap in California, United States, between the Puente Hills to the east and the Montebello Hills to the west. The gap is located at the southern boundary of the San Gabriel Valley, through which the Rio Hondo and the San Gabriel River flow through to enter the Los Angeles Basin. The gap is also traversed by both Interstate 605 and California State Route 19.

The Rio Hondo Bike Path is a bicycle path that parallels the Rio Hondo (creek) through the San Gabriel Valley, in eastern Los Angeles County, California. The path is gently graded, and has sections with more greenery and mature trees than other bicycle paths in the area.

The Los Angeles flood of 1938 was one of the largest floods in the history of Los Angeles, Orange, and Riverside Counties in southern California. The flood was caused by two Pacific storms that swept across the Los Angeles Basin in February-March 1938 and generated almost one year's worth of precipitation in just a few days. Rio Grande Project

The Rio Grande Project is a United States Bureau of Reclamation irrigation, hydroelectricity, flood control, and interbasin water transfer project serving the upper Rio Grande basin in the southwestern United States. The project irrigates 193,000 acres (780 km2) along the river in the states of New Mexico and Texas. Approximately 60 percent of this land is in New Mexico. Some water is also allotted to Mexico to irrigate some 25,000 acres (100 km2) on the south side of the river. The project was authorized in 1905, but its final features were not implemented until the early 1950s.

San Gabriel Dam is a rock-fill dam on the San Gabriel River in Los Angeles County, California, within the Angeles National Forest. Completed in 1939, the dam impounds the main stem of the San Gabriel River about 2.5 miles (4.0 km) downstream from the confluence of the river's East and West Forks, which drain a large portion of the San Gabriel Mountains. It is located directly upstream from the Morris Dam. The dam provides flood control, groundwater recharge flows and hydroelectricity for the heavily populated San Gabriel Valley in the Greater Los Angeles metropolitan area.

Carbon Canyon Dam is a dam at the northern edge of Orange County, California. The dam is approximately 4 miles (6.4 km) east of the city of Brea and approximately 12 miles (19 km) north of the city of Santa Ana. The drainage area above the dam is 19.3 square miles (50 km2) and is encompassed entirely within the Puente and Chino Hills. The Carbon Canyon Creek flows in a generally southwesterly direction onto the coastal Orange County Plain, joins Coyote Creek, and then flows into the San Gabriel River.

San Juan–Chama Project

The San Juan–Chama Project is a U.S. Bureau of Reclamation interbasin water transfer project located in the states of New Mexico and Colorado in the United States. The project consists of a series of tunnels and diversions that take water from the drainage basin of the San Juan River – a tributary of the Colorado River – to supplement water resources in the Rio Grande watershed. The project furnishes water for irrigation and municipal water supply to cities along the Rio Grande including Albuquerque and Santa Fe.

Middle Rio Grande Project

The Middle Rio Grande Project manages water in the Albuquerque Basin of New Mexico, United States. It includes major upgrades and extensions to the irrigation facilities built by the Middle Rio Grande Conservancy District and modifications to the channel of the Rio Grande to control sedimentation and flooding. The bulk of the work was done by the United States Bureau of Reclamation and the United States Army Corps of Engineers in the 1950s, but construction continued into the 1970s and maintenance is ongoing. The project is complementary to the San Juan-Chama Project, which transfers water from the San Juan River in the Colorado River Basin to the Rio Grande. Although distribution of water from the two projects is handled through separate allotments and contracts, there is some sharing of facilities including the river itself. The ecological impact on the river and the riparian zone was the subject of extended litigation after a group of environmentalists filed Rio Grande Silvery Minnow v. Bureau of Reclamation in 1999.

San Dimas Dam Dam in Los Angeles County, California

San Dimas Dam is a concrete gravity dam in Los Angeles County, California. The dam and its flood control basin/reservoir are in the San Gabriel Mountains and within the Angeles National Forest. The dam is currently operated by the Los Angeles County Department of Public Works but was originally built by the Los Angeles County Flood Control District in 1922. The dam controls flooding from San Dimas Creek, a major San Gabriel Mountains drainage and tributary of the San Gabriel River. As a flood control facility the San Dimas Reservoir is dry for most of the year, only storing water after significant winter storms. The regulation provided by the dam allows for the efficient diversion of floodwaters from San Dimas Wash to Puddingstone Reservoir, which protects the San Dimas area of the San Gabriel Valley.
