The elections led to a hung assembly, and a further period of President's rule, before the BJP and the BSP formed an alliance with the BJP, allowing Mayawati to become Chief Minister in March 1997. Kalyan Singh became Chief Minister of Uttar Pradesh for the second time in September 1997, taking the post over from Mayawati as part of their power-sharing agreement. In February 1998, his government withdrew cases against those accused in the Babri Masjid demolition, stating that a Ram temple would be built at the site if the BJP were to take power in Delhi.The BSP and BJP came into conflict over the policies that the BSP government had implemented targeting Dalit social welfare.On 21 October 1997 the BSP withdrew support for Singh's government.

Singh continued in office with the support of a breakaway faction of the BSP, and a breakaway faction of the INC, led by INC MLA Naresh Agrawal, the Akhil Bharatiya Loktantrik Congress. Singh's administration ended many of the BSP's Dalit-focused programmes soon after taking office.

On 21 February 1998, Singh's government was dismissed by the Governor of Uttar Pradesh, Romesh Bhandari, after Agrawal withdrew support to Singh's government. Bhandari invited Jagdambika Pal of the INC to form a new government, in which Agrawal became deputy chief minister.Bhandari's order was stayed by a division bench of the Allahabad High Court, which reinstated Singh's administration two days after its dismissal.


As a member of the Lodhi community, Singh commanded support among Other Backward Class (OBC) groups, and his affiliation with the BJP had allowed it to expand its support beyond its traditional upper-caste base. However, he began to be seen as a "patron of the backward castes" by upper-caste members of his own party, and to face opposition as a result. Dissension within the party occurred at the same time as an increase in crime that Singh's administration was unable to control, and in May 1999, 36 BJP legislators resigned in protest at the continuation of Singh's administration.The BJP's central administration replaced Singh as Chief Minister with Rajnath Singh.

Kumari Mayawati is an Indian politician who served as the 18th Chief Minister of Uttar Pradesh from 1995 to 1995, 1997 to 1997, 2002 to 2003 and from 2007 to 2012. She is the national president of the Bahujan Samaj Party (BSP), which focuses on a platform of social change for Bahujans, more commonly known as Other Backward Castes, Scheduled Castes and Scheduled Tribes as well as religious minorities since 2003. She had also served as a Member of Parliament, Rajya Sabha from 2012 to 2017 from Uttar Pradesh. Mayawati's rise from humble beginnings has been called a "miracle of democracy" by P. V. Narasimha Rao, former prime minister of India. In 1993, Kanshi Ram formed a coalition with the Samajwadi Party and Mayawati became the Chief Minister of Uttar Pradesh in 1995. She was the first female Scheduled Caste chief minister in India. In 1997 and in 2002 she was chief minister with outside support from the Bharatiya Janata Party (BJP), the second time only for a year up to 26 August 2003 due to BJP withdrawing support. Mayawati's tenure has attracted praise and criticism. Millions of Dalits across India popularly view her as an icon, and refer to her as Behen-ji and Iron lady. She has been praised for her fundraising efforts on behalf of her party and her birthdays have been widely celebrated by her supporters. On the contrary, the rise in her personal wealth and that of her party have been criticised as indicative of corruption.

Kanshi Ram, also known as Bahujan Nayak or Manyavar, was an Indian politician and social reformer who worked for the upliftment and political mobilisation of the Bahujans, the backward or lower caste people including untouchable groups at the bottom of the caste system in India. Towards this end, Kanshi Ram founded Dalit Shoshit Samaj Sangharsh Samiti (DS-4), the All India Backwards (SC/ST/OBC) and Minorities Communities Employees' Federation (BAMCEF) in 1971 and the Bahujan Samaj Party (BSP) in 1984. He ceded leadership of the BSP to his protégé Mayawati who has served four terms as Chief Minister of Uttar Pradesh.

The Uttar Pradesh legislative assembly election followed as a result the expiration of the five-year term of the previous legislature elected in Uttar Pradesh, India. The election to the Uttar Pradesh Legislative Assembly was held in seven phases from 8 February through 3 March 2012. Uttar Pradesh has the world's largest population for a sub-national democracy. The incumbent chief minister Mayawati's Bahujan Samaj Party, which previously won an absolute majority of seats, was defeated by Mulayam Singh Yadav's Samajwadi Party, which gained an absolute majority in the election. Mulayam's son and Samajwadi party president Akhilesh Yadav was nominated as chief minister by the party.

The 14th presidential election to elect the 13th president of the republic was also held in 2012. The tenure of the legislative assemblies of Goa, Gujarat, Himachal Pradesh, Manipur, Punjab, Uttar Pradesh and Uttarakhand were to expire during the year. The Election Commission of India issued the dates for the elections in Manipur, Punjab, Uttarakhand, Uttar Pradesh and Goa to take place in the first quarter of the year. Whereas the elections were held in Himachal Pradesh and Gujarat in the last quarter of the year.

Dara Singh Chauhan is an Indian politician, currently serving as member of legislative council, and formerly represented the Madhuban in Uttar Pradesh as a member of Bharatiya Janata Party. He was former Cabinet Minister in Yogi Adityanath ministry. He also represented Ghosi in the 15th Lok Sabha, where he was leader of the Bahujan Samaj Party. In 16th Lok Sabha, he was defeated by Harinarayan Rajbhar who represented Bharatiya Janata Party by more than 140,000 votes.

However, he was given a second term as Deputy CM in the second Yogi Adityanath government.

A Legislative Assembly election was held in the Indian state of Punjab on 4 February 2017 to elect the 117 members of the Fifteenth Punjab Legislative Assembly. Elections to the Uttar Pradesh Legislative Assembly were held in 2002. Following a spell of 56 days of President’s Rule from 3 March to 2 May 2002, Mayawati became Chief Minister on 3 May 2002 for the third time after the BJP extended support to the BSP. BJP state president Kalraj Mishra resigned, and was replaced by Vinay Katiyar, who thought up slogans like "Haathi nahin Ganesh hai, Brahma Vishnu Mahesh hai" to defend the alliance. But the problems kept mounting, and Mayawati resigned in August 2003.

Akhil Bharatiya Loktantrik Congress was a regional political party in the Indian state of Uttar Pradesh. It was founded in October 1997 by Naresh Agarwal along with Jagdambika Pal, Atul Kumar Singh, Bacha Pathak, Rajeev Shukla, Hari Shankar Tiwari, Suresh Chand Bhardwaj, Shripati Singh and Shyam Sunder Sharma. The party was formed when these leaders broke away from the Indian National Congress to join the All India Indira Congress (Tiwari), led by N. D. Tiwari which led another switched to form Loktantrik Congress.
