The 2009 IRB Junior World Championship (known as the 2009 IRB Toshiba Junior World Championship for sponsorship reasons) was the second annual international rugby union competition for Under 20 national teams, this competition replaces the now defunct under 19 and under 21 world championships. The event was organised by rugby's governing body, the International Rugby Board (IRB). The competition was contested by 16 men's junior national teams and was held in June 2009. It was hosted by Japan.

The Pacific Nations Cup is an international rugby union competition held between three Pacific states: Fiji, Samoa and Tonga. The 2019 edition of the tournament also included the national teams of Canada, Japan and United States. First held in 2006, the tournament is intended to strengthen the Tier 2 rugby teams by providing competitive test matches in a tournament format.
The World Rugby Pacific Challenge, formerly the IRB Pacific Rugby Cup, is an annual rugby union football tournament held in Oceania since 2006. It is contested by national 'A' teams from the Asia-Pacific region. The tournament is run by World Rugby through Oceania Rugby.
Rugby union in Kenya is a popular sport, in particular due to the success of the Kenya national rugby sevens team in the rugby sevens format, and tournaments such as the Safari Sevens, which has been growing yearly, and now includes numerous international teams.
The IRB under-19 Rugby World Cup was the premier tournament for male rugby union players under the age of 19 organised by the sports governing body the International Rugby Board (IRB) annually from 2004 until 2007. Both it and the Under 21 Rugby World Championship were replaced by the IRB Junior World Championship for under-20 players which started in 2008.
The New Zealand Under 21s rugby union team was a national representative team for players aged under-21. In 2008, in accordance with new IRB rule, the New Zealand Under 21s and the Under 19s were both permanently replaced by the New Zealand Under 20s for the inaugural 2008 IRB Junior World Championship.

The Tournament, which took place in Belfast, Northern Ireland from 4–21 April, was split into two divisions of twelve teams. Division A games took place in Belfast at Belfast Harlequins' Deramore Park, Ulster Rugby's Ravenhill Stadium, and Cooke RFC/Instonians' Shaw's Bridge complex. Division B games were held in Queen's University of Belfast's The Dub complex and Malone RFC's Gibson Park in Belfast, and Bangor RFC's Upritchard Park in Bangor.

New Zealand came into the tournament as defending champions. South Africa were crowned 2012 champions after defeating New Zealand 22–16 in the final on 22 June at Newlands Stadium.

England were crowned the 2013 champions for the first time after defeating Wales 23–15 in the final on the 23 June at Stade de la Rabine in Vannes.

While hosts New Zealand, the most successful team in the tournament, were looking to win the title for the first time since 2011.
