2016 Azerbaijani constitutional referendum

A constitutional referendum was held in Azerbaijan on 26 September 2016. Voters were asked whether they approved of 29 constitutional amendments, with a separate vote on each one. [1] All 29 amendments were approved by between 89% and 95% of voters. It created the office of the Vice President and extended the presidential term from five to seven years. [2]

Background

President Ilham Aliyev issued a decree on 18 July 2016, amending several articles of the constitution. These were reviewed by the Constitutional Court, who approved them on 25 July. [3] On 26 July Aliyev ordered that a referendum be held, as required by articles 152 and 153 of the constitution. [1]

Aftermath

Following the referendum, President Ilham Aliyev appointed his wife Mehriban Aliyeva as Vice-President. [2]

The Constitution of Azerbaijan was adopted on 12 November 1995 by popular referendum. This Constitution was the first Constitution of independent Azerbaijan.

Referendums in Taiwan at both the national and local level are governed by the Referendum Act of Taiwan, which was enacted by the Legislative Yuan in December 2003. Citizens can propose laws via referendums at the national and local levels. The Referendum Act also allowed people to make changes or abolish laws by referendums.

A constitutional referendum was held in Azerbaijan on 18 March 2009. It consisted of 29 measures voted on separately; the most controversial were a measure to abolish presidential term limits and a measure to greatly restrict press freedom. The measures passed, with approval of measures between 87.14% and 91.76%, disapproval between 4.59% and 7.24% and invalid votes between 3.64% and 5.70%; turnout was 71.08%.

Ilham Heydar oghlu Aliyev is an Azerbaijani politician who is the fourth president of Azerbaijan. He is a former prime minister of Azerbaijan. The son and second child of former Azerbaijani leader Heydar Aliyev, Aliyev became the president of Azerbaijan on October 31, 2003 through a presidential election defined by irregularities shortly before his father's death. He was reelected for a second term in 2008 and was allowed to run in elections indefinitely in 2013 and 2018 due to the 2009 constitutional referendum, which removed term limits for presidents. Throughout his electoral campaign, Aliyev was a member of the ruling New Azerbaijan Party, which he has headed since 2005.

Heydar Aliyev Order is the supreme order of Azerbaijan. The order was ratified by legislation of Azerbaijan Republic by the Decree No. 896-IIQ on 22 April 2005. The Heydar Aliyev Order is given to the citizens of the Republic of Azerbaijan for special contributions to the prosperity, greatness and glory of Azerbaijan; for courage and bravery displayed in defense of the Motherland and state interests of the Azerbaijan Republic. The Order is given to the President of Azerbaijan according to status.

The Thirty-first Amendment of the Constitution (Children) Act 2012 amended the Constitution of Ireland by inserting clauses relating to children's rights and the right and duty of the state to take child protection measures. It was passed by both Houses of the Oireachtas (parliament) on 10 October 2012, and approved at a referendum on 10 November 2012, by 58% of voters on a turnout of 33.5%. Its enactment was delayed by a High Court case challenging the conduct of the referendum. The High Court's rejection of the challenge was confirmed by the Supreme Court on 24 April 2015. It was signed into law by the President on 28 April 2015.

Presidential elections were held in Azerbaijan on 9 October 2013. The result was a victory for incumbent President Ilham Aliyev, who received a reported 84.5% of the vote, whilst leading opposition candidate Jamil Hasanli finished second with a reported 5.5% of the vote.

Early presidential elections are scheduled to be held in Azerbaijan on 7 February 2024. Originally set for October 2025, President Ilham Aliyev called for a snap election in December 2023 following the previously successful Azerbaijani offensive in Nagorno-Karabakh, which brought an end to the Armenian-led breakaway state Republic of Artsakh and the full accession of the disputed Nagorno-Karabakh region by Azerbaijan. This will be a third snap election for president in Azerbaijan's history, as well as the first presidential election to be held in winter season.
