Presidential elections were held in Azerbaijan on 11 October 1998. [1] The result was a victory for Heydar Aliyev of the New Azerbaijan Party, who received 78% of the vote. Voter turnout was reported to be 79%. [2]
The election occurred under the context in which Heydar Aliyev had cemented "complete political control" of Azerbaijan, as his party controlled the legislature and the state dominated the media. [3] The main opposition parties in Azerbaijan boycotted the election with the exception of Etibar Mammadov. [3] Election monitors noted that there was a ballot stuffing and allegations of fabricated vote counts. [3] After the election, Mammadov appealed the election to Azerbaijan's Supreme Court, which rejected his appeal. [3]
An independent assessment of the vote put the outcome at 50-60% for Aliyev and 25% for Mammadov. [3]

The Politics of Azerbaijan takes places an authoritarian system where elections are not free and fair, political opponents are repressed, civil rights are limited, human rights abuses are widespread, corruption is rampant, and power is concentrated in the hands of President Ilham Aliyev and his extended family.
Heydar Alirza oghlu Aliyev was an Azerbaijani politician who was the third president of Azerbaijan from October 1993 to October 2003, and a Soviet party boss in the Azerbaijan Soviet Socialist Republic.
The New Azerbaijan Party is the ruling political party in Azerbaijan, founded on 21 November 1992 under the leadership of Heydar Aliyev. After his election as President of Azerbaijan on 3 October 1993, and the party's victory at 1995 parliamentary elections, YAP became the ruling party, a position it has held since. President Ilham Aliyev has been chairman of YAP since its 3rd congress held on 26 March 2005.
The Azerbaijani Popular Front Party is a political party in Azerbaijan, founded in 1989 by Abulfaz Elchibey. Since Elchibey was ousted from power in the 1993 military coup, the party has been one of the main opposition parties to the Heydar Aliyev and Ilham Aliyev authoritarian regimes.

Artur Tahir oghlu Rasizade is an Azerbaijani politician who served as the Prime Minister of Azerbaijan from 1996 until 2018 under the authoritarian regimes of Heydar Aliyev and his son Ilham Aliyev. Thomas de Waal writes of Rasizade's tenure that he "had no political influence", "was unknown outside the country" and his "departure barely merited any commentary."
A constitutional referendum was held in Azerbaijan on 12 November 1995 alongside the first round of parliamentary elections. Voters were asked to vote for or against a constitutional draft publicly released several days before the referendum.
