On 1 November 2018, suspected militants of ULFA (Independent) massacred five Bengali Hindus on the banks of Brahmaputra near Kherbari village in Tinsukia district of Assam. Chief Minister Sarbananda Sonowal condemned the killings. Mamata Banerjee, the Chief Minister of West Bengal condemned the killings and pointed towards the NRC process as the trigger behind the killings. ULFA (Independent) denied any involvement in the massacre.
As early as in 2016, ULFA warned Bengali Hindu individuals and organizations not to support the Citizenship (Amendment) Bill. [1] On 13 October, the ULFA (Independent) detonated a low intensity bomb in Guwahati to warn the Bengali Hindu organizations protesting the exclusion of names of Bengali Hindu refugees from the NRC. [2] It claimed that the Bengali Hindu organizations were working against the interests of the indigenous Assamese people and conspiring against Assam. A week before the incident, Assam Police received intelligence input about attacks in Bengali inhabited areas. [3] On 25 November the pro-talk faction of the ULFA leadership stated that the Citizenship (Amendment) Bill, 2016 must be stopped from being passed at the Parliament. If it gets passed, he threatened to turn Assam into a 1983-like situation where the Bengali people would be massacred again. [4]
In the evening of 1 November 2018, six or seven Bengali Hindu youths were relaxing at a shop and playing ludo in the Kherbari village. Around 8-30 PM IST five or six unidentified gunmen arrived at the spot and rounded up the youths. They were taken to the banks of the Brahmaputra river, about six kilometers from the Dhola-Sadiya bridge. The gunmen forced the youths to sit on a line. At around 8:55 PM IST the gunmen opened fire on the youths from a point blank range. Five out of the seven people died on the spot. The two critically injured survivors were rushed to the hospital.
Chief Minister Sarbananda Sonowal condemned the killings. Sushmita Dev, Member of Parliament from Silchar too condemned the killings. [5] Mamata Banerjee, the Chief Minister of West Bengal condemned the killings and lay the blame on the NRC process.

The United Liberation Front of Asom (ULFA) is an armed separatist organisation operating in the Indian state of Assam. It seeks to establish an independent state of Assam with armed struggle in the Assam conflict. The Government of India banned the organisation in 1990 citing it as a terrorist organisation, while the United States Department of State lists it under "other groups of concern."

Sarbananda Sonowal is an Indian politician from Assam, belonging to Bharatiya Janata Party. Currently he is an MLA in Assam Legislative Assembly, and he is a former Chief Minister of Assam. Sonowal has also served as the Union Minister for Sports and Youth Affairs, Government of India, from 2014 to 2016. He was chosen to be the Chief Minister of Assam after the 2016 Assam Legislative Assembly election and he is the first Chief Minister of the state from Bharatiya Janata Party.

The 28th Battalion is the most potent strike group of the ULFA, the banned separatist group of Assam. It is also called the Kashmir Camp. It has its headquarters in Myanmar (Burma). It consists of three companies – Alpha (A), led by Moon Bora, alias Jiten Dutta; Bravo (B), led by Sujit Moran and Charlie (C), led by Joon Sonowal. Mrinal Hazarika was the commander of the battalion. The battalion was the group's main source of funding.
The 2004 Dhemaji school bombing occurred on 15 August 2004, on the occasion of Independence Day in Dhemaji, Assam. The bombing by the Assamese militant group called the United Liberation Front of Assam (ULFA) killed 18 people and injured many others. The Assam Legislative Assembly Election of 2016 was held in two phases, on 4 and 11 April 2016, to elect members of the 126 constituencies in Assam, a state in North-eastern India. The overall voter turnout was 84.72%, which set a new record for Assam. The turnout was an increase from the 2011 Assembly election figure of 75%.

The Assam government supported festival began on 28 October with screening of the Oscar winning ‘The Salesman’, directed by Asghar Farhadi and produced by a joint collaboration of Iran and France.

The votes were counted and the result declared on Sunday, 2 May. The term of the previous Fourteenth Legislative Assembly of Assam ended on 31 May 2021.
No NRC movement was originated in West Bengal, after NRC Assam Draft List was published in 2018. It predated the anti-CAA protests and created the conditions for protests against the CAA to grow, especially in West Bengal. The NRC Assam Final Draft List, published on 30 July 2018, has excluded four million residents. The initial protests against NRC were organised by the Matua (Namashudra) community in West Bengal. On 1 August 2018, the members of the Matua community protested across the state, in places such as Dumdum, Sodepur, Titagarh, Palta, Halisahar, New Barrackpore, Madhyamgram, Barasat, Thakurnagar and Bhaybla in North 24 Parganas district and Chakdah, Bagula, Badkulla in Nadia district. They blocked the national highway-6 connecting Kolkata and Mumbai at Chandrapur in Howrah district. Sarva Bharatiya Namashudra Vikash Parishad promised to continue protests against NRC. They also blocked Railway traffic in various places in Bengal. Matua Mahasangha contended that NRC Assam would exclude millions of Matuas. The rail blockade by Matuas disrupted rail traffic in Sealdah division.
