The Commonwealth Heads of Government Meeting is a biennial summit meeting of the governmental leaders from all Commonwealth nations. Despite the name, the head of state may be present in the meeting instead of the head of government, especially among semi-presidential states. Every two years the meeting is held in a different member state and is chaired by that nation's respective prime minister or president, who becomes the Commonwealth Chair-in-Office until the next meeting. Queen Elizabeth II, who was the Head of the Commonwealth, attended every CHOGM beginning with Ottawa in 1973 until Perth in 2011, although her formal participation only began in 1997. She was represented by the Prince of Wales at the 2013 meeting as the 87-year-old monarch was curtailing long-distance travel. The Queen attended the 2015 summit in Malta and the 2018 summit in London, but was represented again by the Prince of Wales at the 2022 meeting in Rwanda.
Rwanda, officially the Republic of Rwanda, is a landlocked country in the Great Rift Valley of Central Africa, where the African Great Lakes region and Southeast Africa converge. Located a few degrees south of the Equator, Rwanda is bordered by Uganda, Tanzania, Burundi, and the Democratic Republic of the Congo. It is highly elevated, giving it the soubriquet "land of a thousand hills", with its geography dominated by mountains in the west and savanna to the southeast, with numerous lakes throughout the country. The climate is temperate to subtropical, with two rainy seasons and two dry seasons each year. Rwanda has a population of over 12.6 million living on 26,338 km2 (10,169 sq mi) of land, and is the most densely populated mainland African country; among countries larger than 10,000 km2, it is the fifth most densely populated country in the world. One million people live in the capital and largest city Kigali.
The head of the Commonwealth is the ceremonial leader who symbolises "the free association of independent member nations" of the Commonwealth of Nations, an intergovernmental organisation that currently comprises 56 sovereign states. There is no set term of office or term limit and the role itself involves no part in the day-to-day governance of any of the member states within the Commonwealth. The position is currently held by King Charles III.
The criteria for membership in the Commonwealth of Nations, which apply to current and prospective member states, have been altered by a series of documents issued over the past eighty-two years.

Karamojong women and children are sold in cattle markets or by intermediaries and forced into situations of domestic servitude, sexual exploitation, herding, and begging. Security companies in Kampala recruit Ugandans to serve as security guards in Iraq where, at times, their travel documents and pay have reportedly been withheld as a means to prevent their departure. These cases may constitute trafficking.
The 2009 Commonwealth Heads of Government Meeting was the 21st Meeting of the Heads of Government of the Commonwealth of Nations. It was held in Port of Spain, Trinidad and Tobago, between 27 and 29 November 2009, and was hosted by that country's Prime Minister, Patrick Manning.
The Commonwealth Chair-in-Office (CIO) is the Chair-in-Office of the Commonwealth of Nations, and is one of the main leadership positions in the Commonwealth. It is held by the host chairperson of the previous Commonwealth Heads of Government Meeting (CHOGM), and is maintained until the next CHOGM. Currently, the incumbent Chair-in-Office is also the President of Rwanda.

The 2018 Commonwealth Heads of Government Meeting, also known as CHOGM 2018, was the 25th Meeting of the Heads of Government of the Commonwealth of Nations. It was held in the United Kingdom. The meeting had been planned to have been held by Vanuatu at the end of 2017, but was moved to the United Kingdom after the impact of Cyclone Pam on the infrastructure of Vanuatu. The meeting was then postponed to April 2018 due to other international commitments.
The 2022 Commonwealth Heads of Government Meeting, also known as CHOGM 2022, was the 26th Meeting of the Heads of Government of the Commonwealth of Nations. The meeting was originally scheduled for 26–27 June 2020 in Kigali, Rwanda preceded by various fora between 22 and 25 June, but was postponed twice due to the COVID-19 pandemic. On 31 January 2022, it was announced that the meeting would be held on 24 and 25 June 2022 and the pre-meeting fora held from 20 to 23 June.
Kamina Johnson Smith is a Jamaican attorney and politician. A member of the Jamaica Labour Party, Johnson Smith is currently the Minister of Foreign Affairs and Foreign Trade in the second Holness cabinet. Since 2009 Johnson Smith has been a member of the Senate and since 2016 has been the Leader of Government Business in the Senate.
The COVID-19 pandemic in Rwanda is part of the ongoing worldwide pandemic of coronavirus disease 2019 caused by severe acute respiratory syndrome coronavirus 2. The virus was confirmed to have reached Rwanda in March 2020. Rwanda's response to the pandemic has received international praise for its effectiveness. Despite limited resources, the country's well organised healthcare system, rapid deployment of testing procedures and high public trust in medical authorities have led to a successful public health response. As of 15 December 2021, there were 100,763 total confirmed cases, 1,344 confirmed deaths, 7 million first vaccine shots, and 1 critical case.
The Rwanda asylum plan, officially the UK and Rwanda Migration and Economic Development Partnership, also known as the Rwanda asylum scheme, Rwanda plan and Rwanda deal, is an immigration policy first proposed by the British government, whereby individuals identified by the United Kingdom as being illegal immigrants or asylum seekers will be relocated to Rwanda for processing, asylum and resettlement. Those successful in claiming asylum will remain in Rwanda and not be permitted to return to the United Kingdom.
