Since the beginning of March 2023, most of Canada experienced a drought, which was severe across the Prairie provinces and unprecedented in British Columbia. Every province and territory was in drought simultaneously. [1] Common factors across Canada were a quick snow melt, sometimes due to a below-average snowpack, and the warmest May-June period in more than 80 years. [2] Moderate to severe drought conditions from British Columbia to northern Ontario persisted until fall. [3]
The rapid spread of the 2023 Canadian wildfires was exacerbated by the drought. [4] [5] Vegetation throughout Canada was exceptionally dry, leading to tinder-like conditions. Lightning strikes in Canada's west, the most common cause of wildfires in Canada, were not commonly accompanied by any significant rain. [6] Farms in the region which still have access to irrigation also suffered heavy grasshopper infestations. [7]
Agriculture and Agri-Food Canada's Canadian Drought Monitor categorizes droughts in terms of precipitation percentiles on a scale of D0 to D4. D0 refers to an Abnormally Dry event that occurs once in three years; D4 refers to an exceptional drought that occurs once in fifty years. [8] By June 2023, there were areas in Canada experiencing D0 to D3 events. Abnormally Dry lasting based on Drought categories are based on precipitation percentiles that generally related to the statistical return period. [8]
The drought led to a record-breaking number of forest fires across Canada. The combination of wildfire smoke and stagnant air more than tripled the number of air quality warnings issued by Environment Canada in 2023, reaching 3,166 by August 19. At times, Toronto, Montreal, and Calgary each topped the worldwide list of cities with the worst air pollution. [9]
After a low snowfall winter, [10] the spring of 2023 was unusually dry throughout Atlantic Canada, with several regions in moderate drought. Much of PEI received only a quarter of its usual rainfall, while parts of Nova Scotia and New Brunswick saw their driest April on record. [11] In Nova Scotia, irrigation which would not normally be started until July was required in May and early June. [11]
The dry conditions contributed to an unusually high number of wildfires throughout Atlantic Canada. In May and the first week of June, Newfoundland and Labrador experienced more than 10 times its usual number of wildfires. [12] Nova Scotia set an all-time historical record for fires, including four out-of-control fires by June 1st. [13] Two fires ignited near Halifax, including a suburban fire which destroyed an estimated 200 structures. [13]
The drought was broken in mid June by a series of storms, including the remnants of three tropical systems. [14] For much of the Maritimes, the summer of 2023 turned out to be the wettest on record. [15] [16] By the end of September, only the north Labrador shore was still classified as abnormally dry. [3]
After an unusually low snowfall winter, Ontario and Quebec descended into drought in May, with little or no rainfall through May and the first weeks of June. [17] [2] Quebec's weather in particular swung rapidly between extremes: multiple frosts in south Quebec early in May, with an early extreme heat wave along the Côte-Nord and Abitibi-Témiscamingue. By mid-June, the province was divided between extreme rainfall in the south and extreme heat and drought in the centre and north. [18]
By May 31, nearly all of Ontario and Quebec, with the exception of far western Ontario and Quebec, was under a high to extreme fire risk. [19] [20] By June 8, 54 fires were active in Ontario. [21] The extreme fire risk briefly moved to northwestern Ontario before moving further west. [22]
While most of the fires in central and eastern Ontario were stunted after rain returned in mid-June, [23] the number and size of the Quebec fires quickly grew from 137 fires to 446 fires in just two days. [21] The smoke from the Quebec fires funnelled to Montreal, New York City, and other locations on the Eastern Seaboard. By the night of June 6, New York City had the worst air pollution of any major city in the world; [24] while on the afternoon of June 25, Montreal took that title. [25]
Much of southwestern Ontario was spared the extreme drought which was hitting the rest of Ontario and Quebec. Although southern Ontario began 2023 in drought, the remainder of the winter eased the snow deficit. [26] Rainfall remained mostly normal until an atmospheric Rex block in May, which caused most regions to receive less than 5% of their normal rainfall. [27] [28] A few places recorded their driest May on record. [29] From May 31 to June 11, the region was under an extreme fire risk. [19] However, the drought broke in mid-June, with close to normal rainfall and only moderate heat thereafter. [30] Because crops were planted in April's moisture, the drought during May did not affect crop yields in regions south of Muskoka. [31] [32] The exception was a yield drag on winter wheat, which begins to ripen in early summer. [33]
However, southwestern Ontario was not immune from wildfire smoke. When the wind came from the northeast, smoke funnelled into the area from the Outaouais fires. This caused a few extremely poor air quality days, including June 28, when Toronto topped the worldwide charts for worst air quality. [34] The smoke did not affect crop quality, although many farm workers wore N95 masks while working outside. [32]
June 2023 marked the point where all eastern droughts abated and the western ones became significantly worse.
Although most of Alberta and Saskatchewan have been in moderate drought since 2020, recent drought conditions have been severe. [6] In May 2023, Some locations in the Prairie region—which includes Alberta, Saskatchewan, and Manitoba—reached temperatures that were 7 degrees above normal while average temperatures were reported at 3 to 5 degrees above normal temperatures. [35]
The first D3 Extreme Drought designation in 2023 in Canada was reported in Alberta. [36] By the end of June because of ongoing and extreme drought conditions, Paintearth, Stettler, Vulcan, and Foothills declared states of Municipal Agricultural Disaster. [36]
Near-historic low water levels on the Churchill, Winnipeg, and Saskatchewan Rivers sharply reduced the power available from several key hydroelectric generating stations. To compensate, Manitoba Hydro pulled its Brandon natural gas facility into service months ahead of its usual deep winter deployment. Only the Lake Winnipeg reservoir, which is refilled annually by the Red River flood, continued to operate near the middle of its range. [37]
Extreme to exceptional drought in the entire region south of Calgary continued into the fall. Areas from Fort McMurray north to the Northwest Territories were still in severe to extreme drought at the end of September. Only central Alberta, in a wide circle centring on Edmonton, was free of drought by fall. [38]
Every part of the entire province of British Columbia, including the coastal temperate rain forest and Haida Gwaii, has been in drought throughout the summer months of 2023. Two-thirds of BC's water basins were in extreme to exceptional drought, with the hardest-hit areas being across the south and in the northeast Peace River region. [39] [7] Tofino saw only a quarter of its usual rainfall between July and Oct 21; Vancouver had less than 10% of its usual rainfall; and Victoria, British Columbia recorded only 2 millimetres of rain instead of its normal average of 132 mm. [40] In Prince George, British Columbia, the confluence of the Fraser and Nechako Rivers had nearly run dry. [41]
The provincial government first announced impending drought on June 23, when several major watersheds were already at drought level 3 and the Peace River region had hit drought level 4. At that time and throughout the drought, it only asked for voluntary water restrictions. [42] [43] It did not invoke the 2016 Water Sustainability Act or make use of the 2021 Healthy Watersheds Initiative. [44] Consequently, virtually all emergency measures were implemented at civic or regional levels.
Prior to 2022, the Sunshine Coast in BC's rain forest had only experienced stage 4 water restrictions four times. In 2022, stage 4 water restrictions were imposed for three months. In 2023, stage 4 restrictions were imposed in July and continued into the fall. [7] A state of emergency was declared in the Sunshine Coast after the main reservoir had fallen to critically low levels, with non-essential heavy water-using industries such as concrete installers no longer allowed to use potable water. [40]
Agriculture in microregions, which still had access to irrigation, suffered major pest incursions from creatures seeking water and substantive nourishment. Grasshopper invasions decimated crops throughout southwest BC. [7] After several summers of drought, a quarter of the trees in Vancouver's Stanley Park have died, the highest rate of mortality in the park's history. [39] Extremely low water levels in Vancouver Island rivers have been implicated in early salmon die-off during spawning runs. [39]
Despite the low rainfall, Tofino's reservoir on Meares Island has remained at healthy levels. It is replenished by moss which absorbs moisture directly from fog and dew and which itself requires the protection of first-growth forests. Meares Island retained its first-growth forests after the Nuu-chah-nulth First Nation and Friends of Clayoquot Sound successfully stopped clear cutting during the Clayoquot protests. [7] Tofino had expanded the reservoir and imposed water metering on several big resorts after the drought of 2006, which was not as severe as the 2023 drought. [45]
Extreme drought continued until the fall on Vancouver Island, along the coast, and in the Interior Plateau. [38] The first atmospheric river of fall 2023 hit BC's coastal regions with up to 200 mm of rain, but this still fell far short of the rainfall deficit for the region. Some parts of the southern Interior received up to 50 mm of rain, but most remained relatively dry because of the rain shadow effect. [46]
A drought is a period of drier-than-normal conditions. A drought can last for days, months or years. Drought often has large impacts on the ecosystems and agriculture of affected regions, and causes harm to the local economy. Annual dry seasons in the tropics significantly increase the chances of a drought developing, with subsequent increased wildfire risks. Heat waves can significantly worsen drought conditions by increasing evapotranspiration. This dries out forests and other vegetation, and increases the amount of fuel for wildfires.
Drought in Australia is defined by the Australian Bureau of Meteorology as rainfall over period greater than three-months being in the lowest decile of what has been recorded for that region in the past. This definition takes into account that drought is a relative term and rainfall deficiencies need to be compared to typical rainfall patterns including seasonal variations. Specifically, drought in Australia is defined in relation to a rainfall deficiency of pastoral leases and is determined by decile analysis applied to a certain area. Note that this definition uses rainfall only because long-term records are widely available across most of Australia. However, it does not take into account other variables that might be important for establishing surface water balance, such as evaporation and condensation.
The 1950 rainfall records for the Australian states of New South Wales and Queensland reported probably the most remarkable record high rainfall totals ever recorded anywhere in the continent. Averaged over both of these states, 1950 is clearly the wettest year since adequate records became available circa 1885. Queensland recorded a statewide average rainfall of around 1,125 millimetres (44.3 in) as against a mean since 1885 of around 640 millimetres (25.2 in), whilst New South Wales recorded around 930 millimetres (36.6 in) as against an instrumental mean around 520 millimetres (20.5 in). Australia's wettest town, Tully also recorded its highest annual rainfall total in 1950 with 7,925 millimetres (312.0 in).
The 2008 California wildfire season was one of the most devastating in the state of the 21st century. While 6,255 fires occurred, about two-thirds as many as in 2007, the total area burned— 1,593,690 acres —far exceeded that of previous years.
The United States' contiguous western and especially southwestern region has experienced widespread drought since about year 2000. Below normal precipitation leads to drought, and is caused by an above average persistence of high pressure over the affected area. Changes in the track of extratropical cyclones, which can occur during climate cycles such as the El Niño-Southern Oscillation, or ENSO, as well as the North Atlantic Oscillation, Pacific Decadal Oscillation, and Atlantic multidecadal oscillation, modulate which areas are more prone to drought. Increased drought frequency and severity is also expected to be one of the effects of global warming.
Droughts are a relatively common feature of the weather in the United Kingdom, with one around every 5–10 years on average. These droughts are usually during the summer, when a blocking high causes hot, dry weather for an extended period. However this means that droughts can vary in their characteristics. All types of drought cause issues across all sectors, with impacts extending to the ecosystem, agriculture and the economy of the whole country in severe cases of drought. The south east of the country usually suffers most, as it has the highest population and the lowest average precipitation per year, which is even lower in a drought. Even in these areas in severe droughts, the definition, impacts, effects and management are all minimal in comparison to drought prone areas such as Australia and parts of the United States. In recent years however, the summers of 2007, 2008, 2009, August 2010 and 2012 were wetter than normal, 2007 being wettest on record. Droughts have continued to occur in recent times, with spring 2011, July 2013, summer 2018, spring 2020, spring and summer 2022 and May and June 2023 all featuring excessively dry periods for part or all of the UK, and will likely become more severe due to climate change over the 21st century.
Climate change is greatly impacting Canada's environment and landscapes. Extreme weather has become more frequent and severe because of the continued release of greenhouse gases into the atmosphere. The number of climate change–related events, such as the 2021 British Columbia Floods and an increasing number of forest fires, has become an increasing concern over time. Canada's annual average temperature over land warmed by 1.7 degrees Celsius between 1948 and 2016. The rate of warming is highest in Canada's north, the Prairies, and northern British Columbia. The country's precipitation has increased in recent years and wildfires expanded from seasonal events to year-round threats.
The 2010–2013 Southern United States and Mexico drought was a severe to extreme drought that plagued the Southern United States, including parts of Texas, Louisiana, Arkansas, Mississippi, Alabama, Georgia, South Carolina, North Carolina, Florida, and Oklahoma; the Southwestern States, including Kansas, Colorado, New Mexico, and Arizona; as well as large parts of Mexico, in a three-year pattern from 2010 to 2013.
The 2012–2013 North American drought, an expansion of the 2010–2013 Southern United States drought, originated in the midst of a record-breaking heat wave. Low snowfall amounts in winter, coupled with the intense summer heat from La Niña, caused drought-like conditions to migrate northward from the southern United States, wreaking havoc on crops and water supply. The drought inflicted significant economic ramifications for the affected states. It exceeded, in many measures, the 1988–1989 North American drought, the most recent comparable drought.
2015 Canadian wildfires were a series of wildfires across Canada and Alaska in June 2015 which spread smoke across most of North America. Over two hundred fires were ablaze across British Columbia, Saskatchewan, and Alberta.
The 2016 New York Drought was by some measures the worst drought to affect Western New York and parts of the Finger Lakes Region and Southern Tier on record. By the middle of July, the percent of the state by area that was in a D-2 according to the United States Drought Monitor was 23.01%, the greatest amount since the weekly reports began in 2000. Nearly 90% of the state was classified as "Abnormally Dry" or "Moderate Drought". For reference, none of the state has ever been placed in D-4 since the year 2000. Furthermore, The Buffalo News reported on July 22 that it had become the worst drought in the Buffalo area since their main weather station opened in 1943. There was a longer term dry period through the 1960s in New York with greater duration but less intensity.

The 2017 Washington wildfires were a series of wildfires that burned over the course of 2017, a year that set weather records for heat and aridity in both Western Washington and Eastern Washington.
The 2017 Oregon wildfires were a series of wildfires that burned over the course of 2017.
The 2019 Alberta wildfires have been described by NASA as part of an extreme fire season in the province. In 2019 there were a total of 803,393.32 hectares, which is over 3.5 times more land area burned than in the five-year average burned. The five year average is 747 fires destroying 146,360.08 hectares. There were 644 wildfires recorded in Alberta. By May 31, 10,000 people had been evacuated, 16 homes, and the Steen River CN railway bridge, had been destroyed.
Climate change and agriculture are complexly related processes. In the United States, agriculture is the second largest emitter of greenhouse gases (GHG), behind the energy sector. Direct GHG emissions from the agricultural sector account for 8.4% of total U.S. emissions, but the loss of soil organic carbon through soil erosion indirectly contributes to emissions as well. While agriculture plays a role in propelling climate change, it is also affected by the direct and secondary consequences of climate change. USDA research indicates that these climatic changes will lead to a decline in yield and nutrient density in key crops, as well as decreased livestock productivity. Climate change poses unprecedented challenges to U.S. agriculture due to the sensitivity of agricultural productivity and costs to changing climate conditions. Rural communities dependent on agriculture are particularly vulnerable to climate change threats.
A drought developed in the Western, Midwestern, and Northeastern United States in the summer of 2020. Similar conditions started in other states in August 2020, including Iowa, Nebraska and certain parts of Wisconsin and Minnesota. At the same time, more than 90% of Utah, Colorado, Nevada and New Mexico were in some level of drought. Also in drought conditions were Wyoming, Oregon and Arizona.
The 2021 Western North America heat wave was an extreme heat wave that affected much of Western North America from late June through mid-July 2021. The heat wave affected Northern California, Idaho, Western Nevada, Oregon, and Washington in the United States, as well as British Columbia, and in its latter phase, Alberta, Manitoba, the Northwest Territories, Saskatchewan, and Yukon, all in Canada. It also affected inland regions of Central and Southern California, Nevada, and Montana, though the temperature anomalies were not as extreme as in the regions farther north.
On December 15, 2021, the Midwestern U.S. state of Kansas was met with strong and damaging winds caused by the December 2021 Midwest derecho and tornado outbreak, which produced dust storms and multiple wildfires. An estimated 163,000 acres (66,000 ha) burned on the first day wildfires spawned due to dry fuel and strong wind gusts reaching up to 100 mph (160 km/h). The western and central portions of Kansas were mostly affected by the fires. Before December 15, forecasters had predicted that dry air, gusty winds, and warm temperatures could be present throughout the following days, creating conditions favorable for wildfires to spread quickly through the area. The largest wildfire, the Four County Fire, burned numerous buildings and killed hundreds of cattle along the way with a scorched area of 121,622 acres (49,219 ha).
Beginning in March 2023, and with increased intensity starting in June, Canada was affected by a record-setting series of wildfires. All 13 provinces and territories were affected, with large fires in Alberta, British Columbia, the Northwest Territories, Nova Scotia, Ontario, and Quebec. The 2023 wildfire season had the most area burned in Canada's recorded history, surpassing the 1989, 1995, and 2014 fire seasons, as well as in recorded North American history, surpassing the 2020 Western US wildfire season.
