The 2025 Lisbon local election will be held in September or October 2025 to elect the members of the Lisbon City Council
Carlos Moedas is expected to run for a second term as mayor of Lisbon, [1] while the Socialist Party, led by Alexandra Leitão, the Left Bloc and LIVRE are currently discussing a coalition in order to defeat the center-right coalition. [2]
The 2021 Lisbon local election was the biggest surprise of that year's nationwide local elections as Carlos Moedas, the candidate of the center-right coalition led by the Social Democratic Party, managed to be elected Mayor of Lisbon and put an end to 14 years of Socialist rule. [3] Against all expectations, the center-right coalition managed to retake the capital by winning 34.3 percent of the votes and 7 councilors. The Socialist Party, in coalition with LIVRE, led by incumbent Mayor Fernando Medina, narrowly lost, achieving 33.3% of the votes and 7 councillors. Meanwhile, the Unitary Democratic Coalition, led by the third time by João Ferreira, had a slight increase in the vote share to 10.5% of the votes and keeping their 2 councillors, while the Left Bloc led by Beatriz Gomes Dias won 6.2% of the votes and kept their sole seat.
Despite his victory, Carlos Moedas had to seek understandings and deals with the other parties represented in the City Council in order to govern. [4]
Each party or coalition must present a list of candidates. The lists are closed and the seats in each municipality are apportioned according to the D'Hondt method. Unlike in national legislative elections, independent lists are allowed to run. [5]

The Socialist Party is a social-democratic political party in Portugal. It was founded on 19 April 1973 in the German city of Bad Münstereifel by militants who were at the time with the Portuguese Socialist Action. The PS is a member of the Socialist International, Progressive Alliance and Party of European Socialists, and has eight members in the European Parliament within the Progressive Alliance of Socialists and Democrats group during the 10th European Parliament.

The Democratic Alliance was a centre-right political alliance, in Portugal composed of the Social Democratic Party (PSD), CDS – People's Party (CDS–PP) and the People's Monarchist Party (PPM). It existed between 1979 and 1983, and was refounded for the 2024 legislative election. After its first official dissolution, the coalition was continued to operated in local elections after 1989 and presented lists across the country in every single local election after 2001.

Fernando Medina Maciel Almeida Correia is a Portuguese economist and politician Socialist Party (PS) who served as Minister of Finance in the government of Prime Minister António Costa from 2022 to 2024. He previously served as Mayor of Lisbon from 2015, succeeding Costa, to 2021.

The 2024 Azorean regional election was held on 4 February 2024, to determine the composition of the Legislative Assembly of the Autonomous Region of the Azores. Local elections in Portugal were held on 26 September 2021. The election consisted of three separate elections in the 308 Portuguese municipalities: the election for the Municipal Chamber, whose winner is automatically elected mayor, similar to first-past-the-post (FPTP); another election for the Municipal Assembly ; and an election for the Parish Assembly, whose winner is elected parish president. This last one was held separately in the more than 3,000 parishes around the country. In the 2021 election, 12.3 percent of incumbent mayors, 38 to be precise, were barred from running for another term: 23 from the PS, 11 from the PSD, 3 from CDU and one from the CDS–PP.
