The 4th Auxiliary Police Bureau of the Civil Police of the Federal District [1] was a Brazilian political and investigative police division that operated in Rio de Janeiro from 1922 to 1933. It was based in the Central Police Building, under the jurisdiction of the Chief of Police of the Federal District and the Ministry of Justice, while being politically directed by the Military Cabinet of the Presidency. Although its jurisdiction was limited to the Federal District, its investigators could operate in other states and even abroad. Succeeding the Inspectorate of Investigation and Public Security (1920) and preceding the Special Delegation of Political and Social Security (DESPS) (1933), the 4th Police Bureau was a precursor to Rio de Janeiro's DOPS and served as a model for similar organizations in other states.
The division had a specialized police force, distinguishing it from other auxiliary and neighborhood bureaus. Three of its sections — Social Order and Public Security, Political Security, and Supervision of Explosives, Weapons, and Ammunition — carried out political police functions, although political surveillance was not its sole mission. While monitoring political groups was not new to the police, its institutionalization was relatively recent. The bureau's primary activity was intelligence gathering through infiltrated agents, informants, wiretaps, and surveillance of suspects in public spaces, workplaces, and homes. This resulted in a large volume of reports and statistics, systematically shared with other state agencies. Its agents also conducted arrests, and its facilities held detainees before their transfer to prisons, from where they could be exiled from the capital.
The immediate reason for its creation was the rise of the tenentist movement, which necessitated an entity to protect the First Brazilian Republic's government from a series of military conspiracies. Thanks to the political police, many conspiracies were dismantled before escalating into revolts. Similar police reorganizations were occurring in other countries in response to the revolutions of 1917–1923. The 4th Bureau's agents targeted military personnel, members of the political elite, anarchists, communists, and common criminals. During most of the long state of emergency under president Artur Bernardes (1922–1926), its head was major Carlos Reis, under whom the prisons became overcrowded, and the police were accused of torture and even killing detainees, notably in the Conrado Niemeyer case. Before and during the Constitutionalist Revolution of 1932, the 4th Bureau persecuted conspirators and propagandists opposed to Getúlio Vargas' government.
President Artur Bernardes signed a decree reorganizing the Civil Police of the Federal District on 20 November 1922, five days after taking office. Among other measures, the decree abolished the requirement that the Chief of Police could only be a law graduate, subordinated the Identification and Statistics Offices, Legal Medical Services, and Investigations and Captures divisions to the Ministry of Justice and Interior Affairs, proposed the creation of a Civil Police Academy, and transformed the Inspectorate of Investigation and Public Security into the 4th Auxiliary Police Bureau. The Inspectorate of Investigation and Public Security, established in 1920 during the administration of Epitácio Pessoa, was the first police body officially created to preserve the political regime. Its primary section was Social Order and Public Security, [4] which reported directly to the inspector, unlike other sections that were under three sub-inspectors. [5] This section already existed within the predecessor organization to the Inspectorate, the Investigation and Public Security Corps. [5] While providing intelligence on political opponents to the government is an old police function, it took time to be formally institutionalized in Brazil. [6] The term "political police" first appeared in Brazilian legislation in 1900 as a responsibility of the Chief of Police, without the establishment of a dedicated organization for this purpose. [7]
Initially small, with one commissioner and seven agents in 1917, the Social Order and Public Security Section continuously grew in importance. Anarcho-syndicalist agitation among workers was reaching its peak during the strikes of 1917–1919, and political police activities first developed to monitor this environment and later expanded to include elite opposition figures. [8] Abroad, major European countries were organizing political police forces in response to the revolutions of 1917–1923. [9] The reorganization of state security was an international trend, materialized in conferences and international police agreements. On 29 February 1920, two days after the regulations for the Inspectorate were published in the Official Gazette, Brazil signed a treaty with Argentina, Bolivia, Chile, Paraguay, Uruguay, and Peru under the auspices of the League of Nations for the exchange of information on "anarchic acts". [10] Later, in 1926, the 4th Auxiliary Police Chief traveled to Switzerland, Germany, France, and other European countries on a mission from the Ministry of Justice, observing local police measures against communism. [9]
The reorganization of the police responded to two demands: modernizing the institution and protecting those in power. [11] It reflected a trend toward specialization, which led to the growth of the Central Police Sections at the expense of neighborhood bureaus. [12] Politically, military revolts motivated the institutionalization of the political police. [13] The first of these, the Copacabana Fort revolt on 5 July 1922, attempted to prevent Bernardes' inauguration. Although suppressed, it marked the beginning of a military movement against the regime, known as tenentism. While anarchists organized strikes and planted bombs, the tenentists wielded heavy weaponry. [12] That same year also saw the emergence of another group opposing the regime, the Communist Party. [14] The funding for the establishment of the bureau was included in the 1923 budget of the Ministry of Justice. According to the law, the 4th Bureau would receive the "necessary credit," unlike most government agencies, which faced fixed allocations due to the economic crisis. [15]
The 4th Auxiliary Police Bureau served as a model for similar organizations in the states. In 1924, São Paulo established the Department of Political and Social Order, whose acronym — DOPS — would become emblematic of these institutions. In 1927, Minas Gerais created the Civil Police Investigations Service, which included the Department of Personal Security and Political and Social Order, with responsibilities very similar to those of the 4th Auxiliary Police Bureau. However, the federal government, which had created the 4th Bureau in the Federal District, did not play an active role in structuring state-level agencies. [16] [17]

Nilo Procópio Peçanha was a Brazilian politician who served as seventh president of Brazil. He was governor of Rio de Janeiro (1903–1906), then elected the fifth vice president of Brazil in 1906. He assumed the presidency in 1909 following the death of President Afonso Pena and served until 1910.
Artur da Silva Bernardes was a Brazilian lawyer and politician who served the 12th president of Brazil from 1922 to 1926. Bernades' presidency was marked by the crisis of the First Brazilian Republic and the almost uninterrupted duration of a state of emergency. During his long political career, from 1905 until his death, he was the main leader of the Republican Party of Minas Gerais (PRM) from 1918–1922 until the party's closure in 1937, and founder and leader of the Republican Party (PR).
The Brazilian Army is the branch of the Brazilian Armed Forces responsible, externally, for defending the country in eminently terrestrial operations and, internally, for guaranteeing law, order and the constitutional branches, subordinating itself, in the Federal Government's structure, to the Ministry of Defense, alongside the Brazilian Navy and Air Force. The Military Police and Military Firefighters Corps are legally designated as reserve and auxiliary forces to the army. Its operational arm is called Land Force. It is the largest army in South America and the largest branch of the Armed Forces of Brazil.
Military Police are the uniformed preventive state police of the states and of the Federal District of Brazil. The Military Police units are the main ostensive police force at the state level and are responsible for policing and maintaining the public order. Their formations, rules and uniforms vary depending on the state. Investigative work and forensics are undertaken by the Civil Police of each state.

Certified as UNIX-compatible by X/Open in early 1989, SOX was one of the first re-implementations of UNIX, fully independent of AT&T, that passed the X/Open verification tests, and the only one ever completed entirely outside the United States.
In Brazil, the Federal Constitution establishes eight law enforcement institutions - seven titulars and one auxiliar. The titular institutions are: the Federal Police, the Federal Highway Police, the Federal Railroad Police, the Federal Penal Police, the State Military Police and Fire Brigade, the State Civil Police and the State Penal Police. Of these, the first four are affiliated to federal authorities and the latter three are subordinated to state governments. These public safety institutions are part of the Executive branch of either federal or state government. Apart from these eight institutions, there are others which affiliate to municipal authorities: the Municipal Guards. According to Minister Alexandre de Moraes of the Supreme Federal Court, "...the Municipal Guards are inserted in public safety as the auxiliary and related body of public security force..." Federal law 13,022 gave them de facto and de jure police attributions.

The Rio Bonito Formation is a geological formation of the Paraná and Pelotas Basins of Permian age. It is represented by a succession of cyclic sedimentary packages of sandstones, siltstones and shales which bear extensive deposits of coal that has been extracted since the 19th century. The Rio Bonito Formation was deposited in a coastal environment, formed by rivers, deltas, bays and estuaries with tidal plains, barrier islands and shallow marine platform, at a time when the Paraná Basin was a large gulf of the ancient supercontinent Gondwana. This gulf was open to the southwest, to the old ocean Panthalassa. The Rio Bonito Formation outcrops occur mainly in the eastern border of the Paraná Basin, in a narrow band in the states of São Paulo, Paraná, Santa Catarina, Rio Grande do Sul and Uruguay. The Rio Bonito Formation belongs to the second-order stratigraphic supersequence called Gondwana I.

The São Paulo Revolt of 1924, also called the Revolution of 1924, Movement of 1924 or Second 5th of July was a Brazilian conflict with characteristics of a civil war, initiated by tenentist rebels to overthrow the government of president Artur Bernardes. From the city of São Paulo on 5 July, the revolt expanded to the interior of the state and inspired other uprisings across Brazil. The urban combat ended in a loyalist victory on 28 July. The rebels' withdrawal, until September, prolonged the rebellion into the Paraná Campaign.
The Vila Cruzeiro shootout took place on 24 May 2022 in the favela of the same name in Rio de Janeiro, during a joint operation by the Special Police Operations Battalion (BOPE), the Federal Police and the Federal Highway Police that resulted in at least 26 people killed by gunshots or cutting objects. It was the second most lethal police operation in the city of Rio de Janeiro, second only to the Chacina do Jacarezinho, which occurred a year earlier.
The Public Forces of the states of Brazil were already called "small state armies" in the First Brazilian Republic (1889–1930) due to their martial character. They took part in the various struggles and rebellions of the period alongside, and sometimes against, the Brazilian Army. Their character was hybrid, police and warfare. They emerged in the federalism of the First Republic as shields of state power against central power, represented by the Army, and were dismantled by the federal government in the Vargas Era (1930–1945) onwards, losing their conventional warfare capabilities.
The Rio Grande do Sul Revolt of 1924 was triggered by tenentist rebels from the Brazilian Army and civilian leaders from the Liberating Alliance on 28–29 October of that year. The civilians, continuing the 1923 Revolution, wanted to remove the governor of Rio Grande do Sul, Borges de Medeiros, while the military were against the president of Brazil, Artur Bernardes. After a series of defeats, in mid-November the last organized stronghold was in São Luiz Gonzaga. In the south, guerrilla warfare continued until the end of the year. From São Luiz Gonzaga, the remnants of the revolt headed out of the state, joining other rebels in the Paraná Campaign and forming the Miguel Costa-Prestes Column.
The Rio Grande do Sul Revolt of 1925, also called Revolution of 1925, was triggered by opposition civilians, supported by tenentists, aiming to overthrow the state government of the Brazilian state of Rio Grande do Sul and support the Prestes Column. The revolt was planned by exiles, defeated in the previous 1924 revolt, who still recognized the leadership of general Isidoro Dias Lopes. The plan envisaged uprisings in the army and invasions across the border by groups of exiles.
A state of emergency was in force in Brazil for much of the period from 1922 to 1927, comprising the end of president Epitácio Pessoa's government (1919–1922), most of Artur Bernardes' government (1922–1926), and the beginning of Washington Luís' government (1926–1930). The measure was decreed after the Copacabana Fort revolt, on 5 July 1922, and remained in force in several regions of Brazil's territory until the end of the subsequent tenentist revolts in February 1927, with the exception of the first months of 1924. At its peak in 1925, it was in force in the Federal District and ten states. The state of emergency allowed the political elite of the First Brazilian Republic to defend itself with authoritarian measures at a time of crisis, but the apparent tranquility after its suspension came to an end with the 1930 Revolution.
Federal intervention in Rio de Janeiro was decreed by Brazilian president Artur Bernardes on 10 January 1923, installing the federal intervener Aurelino Leal at the head of the state's Executive branch. State president (governor) Raul Fernandes, sworn in on 31 December 1922 at the Ingá Palace, in Niterói, was being challenged by a parallel government led by Feliciano Sodré. Aurelino Leal called for new elections, in which the only candidate was Feliciano Sodré, who took over the government on 23 December 1923. During his administration, Leal dismantled the political machine of Nilo Peçanha's "Nilist" faction, the main force in Rio de Janeiro state politics in the previous two decades.
Artur Bernardes' tenure as the 12th president of Brazil lasted from 15 November 1922, after he defeated Nilo Peçanha in the 1922 presidential election, until 15 November 1926, when he transferred power to Washington Luís. A representative of the so-called "milk coffee policy" and the last years of the First Brazilian Republic, Bernardes ruled the country almost continuously under a state of emergency, supported by the political class, rural and urban oligarchies, and high-ranking officers of the Armed Forces against a series of tenentist military revolts.
The 9th Military Region is an administrative command of the Brazilian Army based in Campo Grande, Mato Grosso do Sul, with jurisdiction over that state and Mato Grosso. It corresponds to the area of the Western Military Command, to which the region is subordinated, currently tasked with personnel management and oversight responsibilities.
