Academic mobility network

An academic mobility network is an informal association of universities and government programs that encourages the international exchange of higher education students (academic mobility). [1] [2]

Background

Students choosing to study abroad (International students) aim to improve their own social and economic status by choosing to study in a nation with better systems of educations than their own. This creates movement of students, usually South to North and East to West. [3] It is predicted that citizens of Asian nations, particularly India and China, will represent an increasing portion of the global international student population. [4]

The total number of students enrolled in tertiary education abroad (international students) increased from 1.3 million in 1990, to 2 million in 2000, to more than 3 million in 2010 and to 4.3 million in 2011. [5] [6] The financial crisis of 2007–2008 did not decrease these figures. [5]

The formation of academic mobility networks can be explained by changes in systems of education. The governments of some countries allocated funds to improve tertiary education for international students. For some countries, the presence of international students represents an indicator of quality of their education system. International students contribute to the economy of their chosen country of study.

In 2011, OECD countries were hosting seventy percent of international students. Within the OECD, almost half of international students were enrolled in one of the top five destinations for tertiary studies. These were United States (17 percent), United Kingdom (13 percent), Australia (6 percent), Germany (6 percent) and France (6 percent). International students prefer to study in English-speaking countries. Popular fields of study are the social sciences, business and law. Thirty percent of international students studied in these fields in 2011. [5]

Function

Academic mobility networks aim to assist students by providing cultural and social diversity, encouraging adaptability and independent thinking, allowing them to improve their knowledge of a foreign language and expand their professional network. By bringing international students, the network can provide educational institutions with a source of revenue and contribute to the nation's economy.

For example, in Canada, international student expenditure on tuition, accommodation and living expenses contributed more than CAD (Canadian dollar) 8 billion to the economy in 2010. [5] International students also have a long-term economic effect. Their stay after graduation increases the domestic skilled labor market. In the 2008-2009 year, the rate of staying in OECD countries was 25 percent. In Australia, Canada, the Czech Republic, and France, the rate was greater than 30 percent. [5] In 2005, 27 percent of international students from a European Union member state were employed in the UK six months after graduation. In Norway, 18 percent of students from outside the European Economic Area (EEA) who were studying between 1991 and 2005 stayed in the country; the corresponding number for EEA students was eight percent. [7]

United States

In the United States, educational exchange programs are generally managed by the Bureau of Educational and Cultural Affairs. Education in the United States consists of thousands of colleges and universities. Diversity in schools and subjects provides choice to international students. [8]

After the terrorist attack of September 2001 international student enrolment in the United States declined for the first time in 30 years. It was more difficult to obtain visas, other countries competed for international student enrolments and anti-American sentiment increased. [7] [9]

Europe

The Bologna process is a European initiative to promote international student mobility. Quality is a core element of the European Higher Education Area with an emphasis on multi-linguistic skills. Erasmus programme has supported European student exchanges since 1987. In 1987, around 3,000 students received grants to study for a period of 6 to 12 months at a host university of another of the twelve European member states. In 2012, the budget for the Erasmus Program was 129.1 billion Euros. [10]

Education in Japan is managed by the Ministry of Education, Culture, Sports, Science and Technology (MEXT) of Japan. Education is compulsory at the elementary and lower secondary levels. Most students attend public schools through the lower secondary level, but private education is popular at the upper secondary and university levels. Education prior to elementary school is provided at kindergartens and day-care centres. The programmes for those children aged 3–5 resemble those at kindergartens. The educational approach at kindergartens varies greatly from unstructured environments that emphasize play to highly structured environments that are focused on having the child pass the entrance exam at a private elementary school. The academic year starts from April and ends in March, having summer vacation in August and winter vacation in the end of December to the beginning of January.

In Russia, the state provides most education services regulating education through the Ministry of Education and Science. Regional authorities regulate education within their jurisdictions within the prevailing framework of federal laws. Russia's expenditure on education has grown from 2.7% of the GDP in 2005 to 3.8% in 2013 but remains below the OECD average of 5.2%.

The Erasmus Programme is a European Union (EU) student exchange programme established in 1987. Erasmus+, or Erasmus Plus, is the new programme combining all the EU's current schemes for education, training, youth and sport, which was started in January 2014.

Education in Italy is compulsory from 6 to 16 years of age, and is divided into five stages: kindergarten, primary school, lower secondary school, upper secondary school and university (università). Education is free in Italy and free education is available to children of all nationalities who are residents in Italy. Italy has both a private and public education system.

In the European Union education is at the responsibility of its Member States and their Ministries of education that they have; in such, the European Union institutions play only a supporting and overseeing role. According to Art. 165 of the Treaty on the Functioning of the European Union, the Community

shall contribute to the development of quality education by encouraging cooperation between Member States, through actions such as promoting the mobility of citizens, designing joint study programmes, establishing networks, exchanging information or teaching languages of the European Union. The Treaty also contains a commitment to promote life-long learning for all citizens of the Union.

Education in Armenia is held in particular esteem in Armenian culture. Education developed the fastest out of the social services, while health and welfare services attempted to maintain the basic state-planned structure of the Soviet era, following Armenia's independence in 1991. Today, Armenia is trying to implement a new vision for its higher education system while pursuing the goals of the European Higher Education Area. The Ministry of Education and Science oversees education in the country.

Israel's standard of living is significantly higher than all of the other countries in the region and equal to Western European countries, and is comparable to that of other highly developed countries. Israel was ranked 19th out of 189 countries on the 2019 UN Human Development Index, indicating "very high" development. It is considered a high-income country by the World Bank. Israel also has a very high life expectancy at birth.

Virtual mobility refers to students and teachers in higher education using another institution outside their own country to study or teach for a limited time, without physically leaving their home. It complements physical mobility in which students travel to study abroad, such as within the Erasmus Programme. The two forms of mobility together constitute academic mobility. Student and teacher mobility are perceived as important quality issues in higher education.

WISHES stands for Web-based Information Service for Higher Education Students (WISHES). As a European Project run by nine European institutions WISHES centrally promotes European work and study offers for students worldwide by means of a user-driven web-based information portal. Based on the expressed needs of over 4.000 students, this WISHES web-portal centralizes information and creates profiles of European higher education institutions (HEIs) and employment bodies, tailored to Bologna and Lisbon parameters.

Student migration is the movement of students who study outside their country of birth or citizenship for a period of 12 months or more. During the period of globalization, the internationalisation of higher education increased dramatically and it has become a market driven activity. With the rapid rise of international education more and more students are seeking higher education in foreign countries and many international students now consider overseas study a stepping-stone to permanent residency within a country. The contributions that foreign students make to host nation economies, both culturally and financially has encouraged major players to implement further initiatives to facilitate the arrival and integration of overseas students, including substantial amendments to immigration and visa policies and procedures. Institutions are competing hard to attract international students at a time when immigration policies in leading destinations like the US and the UK are not enabling transition to work visas.

<span class="mw-page-title-main">Military Erasmus</span>

The Military Erasmus Programme, formally the European initiative for the exchange of young officers inspired by Erasmus, is an initiative undertaken by the European Union (EU) member states aimed at developing the exchanges between armed forces of future military officers as well as their teachers and instructors during their initial education and training. Due to the fact that the initiative is implemented by the Member States on a purely voluntary basis, their autonomy with regard to military training is not compromised.

Erasmus+ is the European Commission's Programme for education, training, youth, and sport for the period 2021-2027, succeeding the previous programme (2007-2014). As an integrated programme, Erasmus+ offers more opportunities for the mobility of learners and staff and cooperation across the education, training, and youth sectors and is easier to access than its predecessors, with simplified funding rules and a structure that aims to streamline the administration of the programme. The new Erasmus+ Program, running from 2021–27, is more digital, inclusive and innovative, as well as greener.
