The Adjutant General of Oklahoma is the highest-ranking military official in the state of Oklahoma, subordinate only to the Governor of Oklahoma. The highest officer of the Oklahoma National Guard, the Adjutant General is the principal advisor to the Governor on military affairs and the head of the Oklahoma Military Department as the Secretary of the Military.
The current state adjutant general of Oklahoma is Major General Thomas H. Mancino. Mancino was appointed by Governor Kevin Stitt on November 10, 2021.
The adjutant general is appointed by the Governor of Oklahoma, and confirmed by the Oklahoma Senate, to serve at the pleasure of the governor with no set term. [1]
Once appointed, the adjutant general is elevated to the rank of major general. [1]
To be eligible for hold the office of adjutant general, an officer must be federally recognized as being part as of the Oklahoma National Guard and the United States National Guard and must hold at least the rank of colonel for at least three years prior to appointment. [1] However, should the Oklahoma National Guard be federalized and no person in the state meets these requirements, the governor may appoint anyone that meets these requirements that served in the previous ten years with at least two years of federal service at the rank of colonel or higher. [1]
The governor is the Commander-in-Chief of the Oklahoma Military with the Adjutant General responsible for running the day-to-day operations of the Military Department of Oklahoma. [1] According to state law, the Adjutant General is subordinate only to the governor and is also his or her principal military adviser. [1] The Adjutant General is responsible for the supervision of direction of the Oklahoma National Guard when in the service of the state at the direction of the governor. [1] The Adjutant General is also responsible for the organization, training and other activities of the National Guard. As the second highest commander in the state, the Adjutant General is responsible for carrying into effect the orders of the governor as Commander-in-Chief. [1] The governor may proscribe “other military and defense duties” to the Adjutant General as deemed necessary. [1]
As the head of the Military Department, the Adjutant General has full control over state funds allotted in support of the National Guard. Funds are controlled, deposited, expended and accounted for at the sole direction of the Adjutant General. The Adjutant General may order any record kept at individual account audited at his discretion. Also, the Adjutant General is the Trustee of the Military Department and may act as such when accepting funds, land, or property to be used for the National Guard.
The Oklahoma Legislature authorizes the Adjutant General to commission a state police force under OS title 44, section 230. [1] To protect the Oklahoma Military Department's assets and personnel, the Adjutant General may commission state police officers to the Oklahoma Military Department Police to serve in that function. [1] The Oklahoma Military Department Police, with the sole exception of the serving or execution of civil process, shall retain all the powers vested by law as state peace officers. The Oklahoma Military Department Police is a state law enforcement agency that satisfies the criteria for Posse Comitatus. The Posse Comitatus Act is a United States federal law (18 U.S.C. § 1385) passed on June 18, 1878, with the intention of substantially limiting the powers of the federal government to use the military for law enforcement. The act prohibits members of the Marine Corps, Army, Navy, Air Force, and state National Guard forces from exercising law enforcement powers, including those that maintain "law and order" within the United States.
The statute generally prohibits federal military personnel and units of the National Guard under federal authority from acting in a law enforcement capacity within the United States, except where expressly authorized by the Constitution or Congress. The Coast Guard is exempt from the act. The Oklahoma Military Department Police satisfies this stringent criterion. Officers sworn to this office are non-military, civilian state law enforcement personnel.
The Adjutant General is granted the power to lease to any person(s), company(s), or agency(s), the armories of the State, with contracts not to exceed one year. The contract may be terminated by order of the Adjutant General after a written notice of 30 days is given to the other parties in the contract. If legal action is necessary, the Adjutant General can order the Attorney General of Oklahoma to investigate the claims.
The governor has the power to allow National Guardsmen to voluntarily serve under federal authority in certain instances. At the pleasure of the governor, this power may be delegated to the Adjutant General. The Adjutant General, with the consent of the governor, may assist other states in cooperative enforcement programs.
At the discretion of the Adjutant General, an Oklahoma Recruiting Medal may be awarded to any member of the Oklahoma National Guard who is “personally and solely responsible” for recruiting five new members to the Oklahoma National Guard within one year’s time.
The Adjutant General is the commander of the Oklahoma State Guard when the State Guard is organized and active.
The governor may appoint two assistants to serve under the adjutant general, an assistant adjutant general to manage the Army National Guard of Oklahoma and an assistant adjutant general to manage the Air National Guard of Oklahoma. [1]
Both assistant adjutant generals serve under the rank of brigadier general and at the pleasure of the governor. [1] The assistant adjutant generals are the highest official within their respective branch, only under the adjutant general and the governor. [1]
Within the Department of the Military, the adjutant general may appoint employees of the Military Department to the position of executive assistant and program manager to assist him in running the Military Department.

The Posse Comitatus Act is a United States federal law signed on June 18, 1878, by President Rutherford B. Hayes which limits the powers of the federal government in the use of federal military personnel to enforce domestic policies within the United States. Congress passed the Act as an amendment to an army appropriation bill following the end of Reconstruction and updated it in 1956, 1981 and 2021.
The governor of Oklahoma is the head of government of the U.S. state of Oklahoma. Under the Oklahoma Constitution, the governor serves as the head of the Oklahoma executive branch, of the government of Oklahoma. The governor is the ex officio commander-in-chief of the Oklahoma National Guard when not called into federal use. Despite being an executive branch official, the governor also holds legislative and judicial powers. The governor's responsibilities include making yearly "State of the State" addresses to the Oklahoma Legislature, submitting the annual state budget, ensuring that state laws are enforced, and that the peace is preserved. The governor's term is four years in length.

The South Carolina National Guard (SCNG) consists of the South Carolina Army National Guard and the South Carolina Air National Guard.
The Oklahoma National Guard, a division of the Oklahoma Military Department, is the component of the United States National Guard in the U.S. state of Oklahoma. It comprises both Army (OKARNG) and Air (OKANG) National Guard components. The Governor of Oklahoma is Commander-in-Chief of the Oklahoma National Guard when not on federal active duty. The state's highest-ranking military commander, the Adjutant General of Oklahoma (TAG), serves as the military head of the Guard and is second only to the Governor. The TAG is served by Assistant Adjutants General, all brigadier generals, from the OKARNG and OKANG. The two components each have a senior noncommissioned officer, State Command Sergeant Major for Army and State Command Chief Master Sergeant for Air. The TAG is also served by his Director of the Joint Staff or Chief of Staff, who has direct oversight of the state's full-time National Guard military personnel and civilian employees.
The Wyoming Military Department is part of the Government of Wyoming. Its primary components are the Wyoming Army National Guard, and the Wyoming Air National Guard.
The Oklahoma Department of Public Safety (ODPS) is a department of the government of Oklahoma. Under the supervision of the Oklahoma Secretary of Public Safety, DPS provides for the safety of Oklahomans and the administration of justice in the state. DPS is responsible for statewide law enforcement, vehicle regulation, homeland security and such other duties as the Governor of Oklahoma may proscribe.
The Oklahoma Military Department is an agency of the state of Oklahoma that serves as the administrative agency for all matters concerning the Oklahoma National Guard. Under the authority and direction of the Governor of Oklahoma as commander-in-chief, the agency is responsible for planning, establishing, and enforcing rules and procedures governing the administration, supply, and training of the Oklahoma National Guard, when not in the active service of the United States, and the Oklahoma State Guard. The Oklahoma Unorganized Militia, those citizens of the United States between 17-70 in Oklahoma, only exists in statute, and is not a "state military force," according to Oklahoma Code. The Department also maintains all state-owned, licensed or leased facilities, including Camp Gruber.
The Adjutant General of Kansas is the highest-ranking military official in the State of Kansas and is subordinate to the Governor of Kansas. The Adjutant General is a member of the Governor's Cabinet and advises the Governor on military and emergency management matters. The Adjutant General runs the day-to-day administration of the Kansas Adjutant General's Department, including the Kansas National Guard.
Major General Stephen Phelps Cortright USAF (retired), is an American military officer and attorney from Oklahoma who served as the 17th Adjutant General of Oklahoma under Governor Frank Keating from 1995 to 2003. Concurrent with his service as adjutant general, Cortright served in Keating's cabinet as the Oklahoma Secretary of the Military.
LaRita A. "Rita" Aragon is a retired United States Air National Guard two-star general who most recently served as the 4th Oklahoma Secretary of Veterans Affairs. Her final active military post was as the Air National Guard assistant to the Air Force Deputy Chief of Staff Manpower and Personnel. She retired in 2006.
Myles Lynn Deering is a retired Army National Guard major general who served as the 19th adjutant general of Oklahoma. General Deering was appointed by Governor of Oklahoma Brad Henry in 2009 following the promotion of Harry M. Wyatt III to the position of director, Air National Guard. On December 10, 2010, Governor-elect Mary Fallin announced that she would retain General Deering in his position as adjutant general.
Michael C. Thompson is a retired United States General Officer and Oklahoma Army National Guard member who served as the 21st Adjutant General of Oklahoma from 2017 to 2021. He was a Major General in the United States Army National Guard and was a member of the Oklahoma Governor's Cabinet.
The Adjutant General of Maryland is the head military official of the Maryland National Guard, the Maryland Defense Force, and any other military or paramilitary units that may be maintained by the State of Maryland. The adjutant general is responsible for the military department's budget and maintains all State-owned armories in Maryland.
Each state in the United States has a senior military officer, as the state adjutant general, who is the de facto commander of a state's military forces, including the National Guard residing within the state, the state's naval militia, and any state defense forces. This officer is known as TAG, and is subordinated to the chief executive. They do not have authority over police forces, only military forces.
The Adjutant General of Connecticut is the highest-ranking military officer in the Armed Forces of the State of Connecticut which includes the Connecticut National Guard, the four units of the Governor's Guards, the Connecticut State Guard, the Connecticut State Guard Reserve and the Connecticut Naval Militia. The current Adjutant General is Major General Francis J. Evon, Jr. He was appointed to a four-year term effective July 1, 2018.
Major General Roy Van McCarty is an officer in the South Carolina Army National Guard who currently serves as South Carolina Adjutant General, he was appointed to the position by Governor Henry McMaster on January 17, 2019. As the states senior military officer, he serves as commander of the South Carolina Military Department which includes the South Carolina Army National Guard, South Carolina Air National Guard, South Carolina State Guard and the Emergency Management Division; he also advises the governor of the state on military matters.
William Shaffer Key was a decorated officer of the United States Army with the rank of major general, and businessman. A member of the Oklahoma National Guard, he was called into federal service and participated in combat on the Western Front during World War I as the division quartermaster of 7th Division.
Thomas H. Mancino is an American officer who has served as the 22nd Adjutant General of Oklahoma since November 2021.
