Alberta's Industrial Heartland (also known as Upgrader Alley or the Heartland) is the largest industrial area in Western Canada and a joint land-use planning and development initiative between five municipalities in the Edmonton Capital Region to attract investment in the chemical, petrochemical, oil, and gas industries to the region. [1] It is "home to more than 40 petrochemical companies" and is one of Canada's largest petrochemical processing regions." [2] By July 2015 there was $13 billion invested in new industrial projects providing employment for 25,000 in the Alberta's Industrial Heartland. [3]

Geography

Alberta's Industrial Heartland (AIH) comprises 533 km2 (206 sq mi) of land split between the City of Fort Saskatchewan, Lamont County, Strathcona County, and Sturgeon County, as well as the 49 km2 (19 sq mi) Edmonton Energy and Technology Park in northeast Edmonton. [4] At a total size of 582 km2 (225 sq mi), [4] AIH is the largest geographic area in Canada dedicated to hydrocarbon processing. [1] The largest completed project to date is the Scotford Complex, which includes an upgrader, a refinery, and a railyard.[ citation needed ]

Membership

Alberta's Industrial Heartland Association (AIHA) was founded in 1998 by the City of Fort Saskatchewan, Lamont County, Strathcona County, and Sturgeon County. [5] The City of Edmonton became a member of AIHA in 2010. [5] The nearby towns of Bruderheim, Gibbons and Redwater are associate members of AIHA. [1] [6]

Refinery Row (Edmonton)

Refinery Row refers to the concentration of oil refineries in west Sherwood Park, [7] [8] [9] [10] [11] Strathcona County, Alberta, just east of the city of Edmonton. The two main refineries in Refinery Row are the Strathcona Refinery (Imperial Oil), [12] and the Suncor Edmonton Refinery (Suncor Energy) [13] The other main refineries in the Edmonton area are also located in Strathcona County, in a separate concentration around Scotford, Alberta.

Air quality

Air quality in the Industrial Heartland and surrounding area is monitored by the Fort Air Partnership (FAP). FAP is a not-for-profit organization formed in 1997 to monitor the air within a 4,500-square-kilometre airshed located immediately north and east of Edmonton. The FAP area includes the city of Fort Saskatchewan, the towns of Gibbons, Bon Accord, Bruderheim, Lamont, Redwater, Waskatenau, portions of the counties of Sturgeon, Westlock, Thorhild, Lamont and Strathcona, and Elk Island National Park. Alberta’s Industrial Heartland is located within FAP’s borders. FAP collects and reports on air quality data in a region encompassing one of the most concentrated industrial development areas in Alberta.

FAP’s work is open and transparent, governed by a multi-stakeholder Board of Directors, guided by a scientific Technical Working Group and driven by national and provincial standards. Continuous data is collected and made available to anyone. FAP has 10 continuous air monitoring stations in and around Alberta’s Industrial Heartland. [14]

Petroleum production in Canada is a major industry which is important to the economy of North America. Canada has the third largest oil reserves in the world and is the world's fourth largest oil producer and fourth largest oil exporter. In 2019 it produced an average of 750,000 cubic metres per day (4.7 Mbbl/d) of crude oil and equivalent. Of that amount, 64% was upgraded from unconventional oil sands, and the remainder light crude oil, heavy crude oil and natural-gas condensate. Most of Canadian petroleum production is exported, approximately 600,000 cubic metres per day (3.8 Mbbl/d) in 2019, with 98% of the exports going to the United States. Canada is by far the largest single source of oil imports to the United States, providing 43% of US crude oil imports in 2015.

The Shell Scotford Upgrader is an oilsand upgrader, a facility which processes crude bitumen from oil sands into a wide range of synthetic crude oils. The upgrader is owned by Athabasca Oil Sands Project (AOSP), a joint venture of Shell Canada Energy (60%), Marathon Oil Sands L.P. (20%) and Chevron Canada Limited (20%). The facility is located in the industrial development of Scotford, just to the northeast of Fort Saskatchewan, Alberta in the Edmonton Capital Region.

Bantrel's core business is in Engineering, Procurement, and Construction Management in the Canadian Marketplace. Josephburg is a hamlet in Alberta, Canada within Strathcona County. It is located on Highway 830, 6.5 kilometres (4.0 mi) east of Fort Saskatchewan. It is near Alberta's Industrial Heartland, home to petrochemical industries.

97/98/101 Avenue and Baseline Road is a major arterial road in central Edmonton and north Sherwood Park, Alberta. It connects Downtown Edmonton with the mature residential neighborhoods on the city's eastern edge, as well as Refinery Row and Sherwood Park.

The Husky Lloydminster Refinery is an asphalt refinery located in the city of Lloydminster, Alberta, Canada owned by Husky Energy. The refinery provides oil products, primarily 30 different grades of asphalt, as well as light distillate, kerosene distillate, atmospheric gas oil, light vacuum gas oil (VGO), and heavy vacuum gas oil. This refinery is Canada's largest asphalt supplier, processing 27,000 barrels of heavy crude oil per day to produce asphalt. Husky is the "largest marketer of paving asphalt in Western Canada with a 29 mbbls/day capacity asphalt refinery located at Lloydminster, Alberta "integrated with the local heavy oil production, transportation and upgrading infrastructure."

The Strathcona Refinery is an oil refinery located in Strathcona County adjacent to Edmonton, Alberta, Canada, owned by Imperial Oil. The refinery provides oil products, primarily gasoline, aviation fuel, diesel, lubricating oils, petroleum waxes, heavy fuel oil and asphalts.

Horse Hill is a residential area in the northeast portion of the City of Edmonton in Alberta, Canada. It was formally established on May 22, 2013 through Edmonton City Council's adoption of the Horse Hill Area Structure Plan, which guides the overall development of the area. The area is estimated to have a population of 71,467 at full build-out of five neighbourhoods.

Redwater-Andrew was a provincial electoral district in Alberta, Canada mandated to return a single member to the Legislative Assembly of Alberta using the first-past-the-post method of voting from 1971 to 1993.

Inter Pipeline's Heartland Petrochemical Complex is a $3.5-billion project in Fort Saskatchewan, Alberta which will produce recyclable plastics from the province's propane. With its anticipated completion in 2021, Inter Pipeline's complex would be Canada's "first integrated propane dehydrogenation and polypropylene facility." The Complex is expected to create 2,300 jobs in construction and facility operations.

The Sturgeon Refinery also NWR Sturgeon Refinery is an 80,000 bbl/d (13,000 m3/d) crude oil upgrader—built and operated by North West Redwater Partnership (NWRP) in a public private partnership with the Alberta provincial government. It is located in Sturgeon County northeast of Edmonton, Alberta, in Alberta's Industrial Heartland. Premier Jason Kenney announced on July 6, 2021, that the province of Alberta had acquired NWRP's equity stake, representing 50% of the $10-billion project, with the other 50% owned by Canadian Natural Resources.

The Alberta Carbon Trunk Line System (ACTL) is a $CDN1.2 billion, 240 kilometres (150 mi) CO2-pipeline, owned and operated by Enhance Energy and Wolf Midstream, that captures carbon dioxide from industrial emitters in the Alberta's Industrial Heartland and transports it to "central and southern Alberta for secure storage" in "aging reservoirs", and enhanced oil recovery (EOR) projects. The pipeline, which came online on June 2, 2020, is the first and largest carbon capture and storage (CCS) system" in Alberta, Canada.
