Alberta private schools

Private schools are a type of K-12 educational institution in the Canadian province of Alberta, which are overseen and funded by the Government of Alberta. Tuition limits are not set by the government, and private schools do not receive funding for transportation or optional charges such as uniform and specialized curriculum activities.

In the 2023–24 school year, approximately 45,477 students attended a private school, or around 5.68 per cent of the total student population. [1]

As of April 2024, there are 166 private school authorities in Alberta who operate a total of 222 schools. [2]

History

In 1946, the Social Credit Party government under the leadership of Ernest Manning recognized the creation of private schools with legislative changes to the provincial Education Act. [3] Lobbied heavily by religious and conservative groups - primarily Dutch neo-Calvinists in the Christian Action Foundation, the Societies for Christian Education, and the Association of Private Schools and Colleges in Alberta (APSCA) - the Government of Alberta began providing public funding to private schools in 1967, starting at $100 per student. [4] Further changes in 1974-76 under Peter Lougheed's Progressive Conservative government increased per-student funding to 33 per cent of what public schools received, then 40 per cent. [3]

Following the election of Ralph Klein in 1992, a notable difference in messaging and justification for private school funding emerged which centred on "parent choice". Klein's government soon introduced charter schools legislation, and in April 1997 a private member bill sponsored by PC MLA Carol Louise Haley and supported by then-provincial treasurer Stockwell Day, seeking a $14 million increase to annual funding of private schools, was brought forward. [3] Per-student funding was increased to 60 per cent of what public schools received by 1998, while the public school system saw wages cut for teachers, funding cuts, repealed education regulations, the centralization of school boards, and the elimination of taxation powers for schools to raise revenue on their own.

This situation was detested by workers in the education system and the public in general and pressure built gradually in the following years, eventually culminating in the 2002 Alberta teachers' strike. At its peak, 22,000 teachers out of a total 32,000 were on strike by February, affecting around 357,000 students out of a total 550,000. [5] [6]

Following unsuccessful back to work orders in February, Minister of Learning and Education Lyle Oberg declared a public emergency. [5] The Klein government in collusion with the Alberta School Boards' Association agreed to pass Bill 12, the Education Services Settlement Act (ESSA) on March 14, 2002, in response to the strike, which was widely seen as a betrayal to teachers and an illegal and draconian piece of legislation. [7] The ESSA imposed a wage settlement arbitration process on teachers and made it nearly impossible to appeal this process or its results in court; gave the government permission to remove the right to strike or lockout; forbade teachers from engaging in slowdowns or diminishing their job duties; broadened the term 'strike' to include two or more teachers acting together to refuse to perform assigned responsibilities; and established severe penalties for any non-compliance. [6] Larry Booi, the Alberta Teachers' Association (ATA) President, responded to the legislation by stating "This is a black day for public education and for democracy in Alberta. This government has made a terrible decision, and we all shall have to live with the consequences". [7]

Though the strike ended, the private school system has grown in size and in funding under Progressive Conservative governments, which formed the provincial government continuously between 1971 and 2015. At the initiative of Ed Stelmach's government in 2008, per-student funding rose to 70 per cent of that received by public schools (equivalent to around $5,200 per student), and remains at this rate today. School prayer, in the context of religious liberty, is state-sanctioned or mandatory prayer by students in public schools. Depending on the country and the type of school, state-sponsored prayer may be required, permitted, or prohibited. The United Kingdom requires daily worship by law, but does not enforce it. Countries which prohibit or limit school prayer often differ in their reasons for doing so. In the United States, school prayer cannot be required of students in accordance with the Establishment Clause of the First Amendment to the United States Constitution. This is generally rigorously applied in public schools; the Establishment Clause does not prevent prayer in private schools that have no public funding. Education in Thailand is provided mainly by the Thai government through the Ministry of Education from pre-school to senior high school. A free basic education to fifteen years is guaranteed by the Thai constitution. This basic education comprises six years of elementary school and three years of lower secondary school. In addition, three years of pre-school and three years of upper-secondary education is available free of charge, but are non-compulsory.

Catholic schools are parochial pre-primary, primary and secondary educational institutions administered in association with the Catholic Church. As of 2011, the Catholic Church operates the world's largest religious, non-governmental school system. In 2016, the church supported 43,800 secondary schools and 95,200 primary schools. The schools include religious education alongside secular subjects in their curriculum.

<span class="mw-page-title-main">Elementary and Secondary Education Act</span> 1965 US law

The Elementary and Secondary Education Act (ESEA) was passed by the 89th United States Congress and signed into law by President Lyndon B. Johnson on April 11, 1965. Part of Johnson's "War on Poverty", the act has been one of the most far-reaching pieces of federal legislation affecting education ever passed by the United States Congress, and was further emphasized by the revised No Child Left Behind Act of 2001.

<span class="mw-page-title-main">Franco-Albertans</span>

Franco-Albertans are francophone residents of the Canadian province of Alberta. Franco-Albertans may also refer to residents of Alberta with French Canadian ancestry, although publications from the government of Alberta use the term Franco-Albertan to refer to its francophone residents. In the 2016 Canadian Census, there were 86,705 Albertans that stated their mother tongue was French. In the same census, there were 411,315 Albertans that claim partial or full French ancestry.

Education in Alberta is provided mainly through funding from the provincial government. The earliest form of formal education in Alberta is usually preschool which is not mandatory and is then followed by the partially-mandatory kindergarten to Grade 12. This is managed by Alberta Education which has divided the province into 379 school authorities. Higher education in the province is managed by Alberta Advanced Education.

Education in Ontario comprises public and private primary schools, secondary schools and post-secondary institutions. Publicly funded elementary and secondary schools are administered by the Ontario Ministry of Education, while colleges and universities are administered by the Ontario Ministry of Training, Colleges and Universities. The current respective Ministers for each are Stephen Lecce and Ross Romano. The province's public education system is primarily funded by the Government of Ontario, with education in Canada falling almost entirely under provincial jurisdiction. There is no federal government department or agency involved in the formation or analysis of policy regarding education for most Canadians. Schools for Indigenous people in Canada with Indian status are the only schools that are funded federally, and although the schools receive more money per individual student than certain provinces, the amount also includes the operation and maintenance of school facilities, instructional services, students supports and staff. Most provincial allocations per students do not include the maintenance and operation of buildings, as most provincial governments offer additional grants.

A charter school is a school that receives government funding but operates independently of the established state school system in which it is located. It is independent in the sense that it operates according to the basic principle of autonomy for accountability, that it is freed from the rules but accountable for results.

A high school diploma is a diploma awarded upon graduation of high school. A high school diploma is awarded after completion of courses of studies lasting four years, typically from grade 9 to grade 12. It is the school leaving qualification in the United States and Canada.

The education system of New Brunswick comprises public and private primary and secondary schools and post-secondary institutions. By the British North America Act, 1867, education falls entirely under provincial jurisdiction. There is no federal government department or agency involved in the formation or analysis of policy regarding education. Also by constitutional right, Roman Catholics are entitled to their own school system; this led in New Brunswick to contention in the early years of the nation, and, in 1871, to the first case sent from Canada to the Judicial Committee of the Privy Council, Maher v Town Council of Portland.

Adriana LaGrange is a Canadian politician elected in the 2019 Alberta general election to represent the electoral district of Red Deer-North in the 30th Alberta Legislature. Originally from Ontario, LaGrange moved to Red Deer in 1981. LaGrange was elected on April 16, 2019, and was appointed as the Minister of Education on April 30, 2019. In the 2019 Alberta general election, LaGrange won her constituency with a total of 12,739 votes based on a 62.6% voter turnout in Red Deer-North. After LaGrange's re-election as an MLA in 2023, she was appointed Minister of Health.

Education in British Columbia comprises public and private primary and secondary schools throughout the province. Like most other provinces in Canada, education is compulsory from ages 6–16, although the vast majority of students remain in school until they graduate from high school at the age of 18. In 2020, 86% of students in British Columbia graduated from high school within six years of entering grade 8. It is also common for children to attend kindergarten at the age of 5, it is increasingly common for even younger children to attend pre-school or early learning programs before their formal school age years.
