Amit Khare (born 1961) is an Indian Administrative Service officer (1985 batch) from Bihar/Jharkhand cadre and is currently serving as the advisor to prime minister Narendra Modi. [1] He is noted for his role in bringing to light the Fodder scam, in which Rs. 940 crores were embezzled in Bihar over many years, and successive chief ministers Jagannath Mishra and Lalu Yadav have been imprisoned. [2]

Early life

He was born in a religious Chitraguptvanshi Kayastha family [3] and did his schooling from Kendriya Vidyalaya, Hinoo in 1977 and then finished his Bachelor's with Honors from St. Stephen's College, Delhi. He has an elder brother Atul Khare, who is an Indian Foreign Service officer. [4]

Career

In late 1995, Bihar was in a financial crunch. The then charismatic yet 'native' leader Lalu Prasad Yadav was the Chief Minister of undivided Bihar, where the then finance commissioner VS Dubey stumbled upon the financial irregularities of massive scale. [5] In December 1995, Dubey was, as part of his job, reviewing the performance of various departments. He found that money was withdrawn in excess of the allocation by some of the department. [6] [7] Khare, who was then District Magistrate at Chaibasa, noted that the district animal husbandry department had withdrawn Rs 10 crore and Rs 9 crore twice without giving any details. Even when questioned, there was no response from the animal husbandry department. Finally, in January 1996,Khare visited the office to investigate, and found it looking as if "someone had tried to destroy files in a hurry". [7] Many bogus bills were for amounts just under Rs. 10 lakhs (when there are more stringent authorization norms). It seemed that such payments had been going on for years. The next day, simultaneous raids conducted at Ranchi and elsewhere found similar practices. [8] This was the first evidence of the scam, which gathered momentum after regional CBI director U. N. Biswas defied political pressures to pursue the case up to the chief minister level. Those convicted include the preceding DM of Chaibasa, IAS officer Sajal Chakraborty. [9]

Khare has interests in Education and has served the State Elementary education secretary for several terms, and has also worked at the Ministry of Human Resource Development at the center. He also served as a vice-chancellor of the Ranchi University. [10] He helped introduce the National Education Policy 2020 which was approved by the cabinet on 29 July 2020. [11] He has also served as principal secretary to Jharkhand governor Ved Marwah, [12] and as Collector and DM, Patna. [7]

He has served as Secretary in the Ministry of Information and Broadcasting. [13] [14] On 14 December 2019, he assumed charge as Secretary, Ministry of Education (Department of Higher Education) with additional charge of School Education - in background of ongoing negotiations with JNU students regarding fee hike and campus lockdown. [15] Khare was appointed advisor to PM Narendra Modi on 12 October 2021. [16]

The Fodder Scam was a corruption scandal that involved the embezzlement of about ₹9.4 billion from the government treasury of the north Indian state of Bihar. Among those implicated in the theft and arrested were then Chief Minister of Bihar, Lalu Prasad Yadav, as well as former Chief Minister, Jagannath Mishra. The scandal led to the end of Lalu's reign as Chief Minister. Dr. Dineshwar Prasad Sharma is also alleged to have received ₹300.60 crores from S. N. Sinha. On 23 December 2017, Lalu Prasad Yadav was convicted by a special CBI court while Jagannath Misra was acquitted.

Anti-Bihari sentiment refers to discrimination against the migrant people of the of Bihar. Bihar had slower economic growth than the rest of India in the 1990s which led to Biharis migrating to other parts of India in search of opportunities. Bihari migrant workers have been subject to a growing degree of hatred by the locals of those states because of their stereotyping as criminals. Moreover, the Biharis have been victimized due to the growing anti-Hindi imposition sentiment in non-Hindi states owing to the Central government agencies excluding regional languages in many national exams and services.

Dr. Jagdish Sharma is an Indian politician. He was a vice president of the Hindustani Awam Morcha, a political party. His wife Shanti Sharma was MLA from Ghosi. His son Rahul Kumar from Janata Dal (United) the party which has served in defence ministry of India became MLA from Ghosi constituency. After being found guilty in criminal conspiracy to save bureaucrats involved in Fodder Scam, Sharma was sentenced to four years rigorous imprisonment and disqualified as an MP along with RJD Supremo Lalu Prasad Yadav.

Upendranath Biswas or U. N. Biswas is an Indian politician, caste historian and a retired Indian Police Service (IPS) officer. He served as the Minister of Backward Classes Welfare in the Government of West Bengal from 2011 to 2016 in the First Banerjee ministry.

Ranjit Sinha was an Indian police officer and was the former Director of the Central Bureau of Investigation (CBI). He was the Director General of Police of the Indo-Tibetan Border Police (ITBP) and the Director General of the Railway Protection Force before joining as the CBI Director in December 2012 for a two-year tenure. Supreme Court of India, in its judgement dated 10 July 2013 while disposing the Lily Thomas v. Union of India case, ruled that any Member of Parliament (MP), Member of the Legislative Assembly (MLA) or Member of a Legislative Council (MLC) who is convicted of a crime and given a minimum of two years' imprisonment, loses membership of the House with immediate effect. This is in contrast to the earlier position, wherein convicted members held on to their seats until they exhausted all judicial remedy in lower, state and supreme court of India. Further, Section 8(4) of the Representation of the People Act, which allowed elected representatives three months to appeal their conviction, was declared unconstitutional by the bench of Justice A. K. Patnaik and Justice S. J. Mukhopadhaya.

The All India Institutes of Medical Sciences (AIIMS) is a group of autonomous government public medical universities of higher education under the jurisdiction of Ministry of Health and Family Welfare, Government of India. These institutes have been declared by an Act of Parliament as Institutes of National Importance. AIIMS New Delhi, the forerunner institute, was established in 1956. Since then, 24 more institutes were announced. As of January 2023, twenty institutes are operating and four more are expected to become operational until 2025. Proposals were made for six more AIIMS. It is considered as pioneer health institution of South Asia.
