Anthony Joseph Cannella (born March 22,1969) is an American politician who previously served in the California State Senate. A Republican,he represented the 12th Senate District,which encompasses all of both Merced and San Benito counties,as well as parts of Fresno,Madera,Monterey,and Stanislaus counties. Prior to his election to the State Senate,he served as the mayor of Ceres.
He is the son of Sal Cannella,a former Democratic Assemblymember who also represented portions of the Central Valley.
Anthony Cannella was elected to the State Senate in 2010,defeating state Assemblywoman Anna Caballero in a surprise,with assistance from the California Chamber of Commerce,and easily re-elected in 2014 as one of few Republicans endorsed by the California Labor Federation. [2]
In April 2017,he was the only Republican Senator to vote in favor of Senate Bill 1,the Road Repair &Accountability Act of 2017 (more widely known and reported as the "Gas Tax"); [3] he was promised transportation assistance for the University of California,Merced,and an extension of the Altamont Corridor Express rail line to his district. [2]
The Senate bill includes a 20-cent per gallon increase in diesel taxes,a 12-cent per gallon hike in gas taxes and a 5.75 percent increase in diesel sales taxes. Vehicle license fees would be raised an average $38 per vehicle. Drivers would also face a new annual fee to be paid with their vehicle registration,ranging from $25 to $175 depending on the value of their vehicle. The taxes and fees rise each year with inflation. Funds would be used to improve roads,highways and transportation systems in California. [4]

A fuel tax is an excise tax imposed on the sale of fuel. In most countries the fuel tax is imposed on fuels which are intended for transportation. Fuel tax receipts are often dedicated or hypothecated to transportation projects,in which case the fuel tax can be considered a user fee. In other countries,the fuel tax is a source of general revenue. Sometimes,a fuel tax is used as an ecotax,to promote ecological sustainability. Fuel taxes are often considered by government agencies such as the Internal Revenue Service as regressive taxes.

The Energy Independence and Security Act of 2007,originally named the Clean Energy Act of 2007,is an Act of Congress concerning the energy policy of the United States. As part of the Democratic Party's 100-Hour Plan during the 110th Congress,it was introduced in the United States House of Representatives by Representative Nick Rahall of West Virginia,along with 198 cosponsors. Even though Rahall was 1 of only 4 Democrats to oppose the final bill,it passed in the House without amendment in January 2007. When the Act was introduced in the Senate in June 2007,it was combined with Senate Bill S. 1419:Renewable Fuels,Consumer Protection,and Energy Efficiency Act of 2007. This amended version passed the Senate on June 21,2007. After further amendments and negotiation between the House and Senate,a revised bill passed both houses on December 18,2007 and President Bush,a Republican,signed it into law on December 19,2007,in response to his "Twenty in Ten" challenge to reduce gasoline consumption by 20% in 10 years.
The Hampton Roads Transportation Accountability Commission (HRTAC) is a political subdivision of the Commonwealth of Virginia in the United States that has the responsibility for funding several major traffic projects in the Hampton Roads area. It was created by the Virginia General Assembly in 2014 to maintain and administer the Hampton Roads Transportation Fund,a trust fund established by the Virginia General Assembly through a 0.7% increase in the state sales and use tax and a 2.1% increase in the fuel tax region-wide. The organization previously existed as the Hampton Roads Transportation Authority (HRTA) but was disbanded in 2008 after the Virginia Supreme Court invalidated its authority to raise and levy taxes.
The Highway Trust Fund is a transportation fund in the United States which receives money from a federal fuel tax of 18.4 cents per gallon on gasoline and 24.4 cents per gallon of diesel fuel and related excise taxes. It currently has two accounts,the Highway Account funding road construction and other surface transportation projects,and a smaller Mass Transit Account supporting mass transit. Separate from the Highway Trust Fund is the Leaking Underground Storage Tank Trust Fund,which receives an additional 0.1 cents per gallon on gasoline and diesel,making the total amount of tax collected 18.5 cents per gallon on gasoline and 24.5 cents per gallon on diesel fuel. The Highway Trust Fund was established in 1956 to finance the United States Interstate Highway System and certain other roads. The Mass Transit Account was created in 1982. The federal tax on motor fuels yielded $28.2 billion in 2006.
The United States federal excise tax on gasoline is 18.4 cents per gallon and 24.4 cents per gallon for diesel fuel. Proceeds from the tax partly support the Highway Trust Fund. The federal tax was last raised on October 1,1993,and is not indexed to inflation,which increased 111% from Oct. 1993 until Dec. 2023. On average,as of April 2019,state and local taxes and fees add 34.24 cents to gasoline and 35.89 cents to diesel,for a total US volume-weighted average fuel tax of 52.64 cents per gallon for gas and 60.29 cents per gallon for diesel.

2015 Michigan Proposal 1,also known as the Michigan Sales Tax Increase for Transportation Amendment,was a referendum held on May 5,2015,concerning a legislatively-referred ballot measure. The measure's approval would have caused one constitutional amendment and 10 statutes to go into effect. It is estimated that Proposal 1 would raise state revenues from sales and use taxes by $1.427 billion,fuel taxes by $463 million,truck registration fees by $50 million,and vehicle registration fees by $10.1 million in the first year. If approved,the proposal was estimated by the Associated Press to result in an average tax increase of $545 per household in 2016.

The Road Repair and Accountability Act of 2017,also known as the "Gas Tax",is a California legislative bill that was passed on April 6,2017 with the aim of repairing roads,improving traffic safety,and expanding public transit systems across the state. The approval of the fuel tax was for a projected $52.4 billion,or $5.24 billion per year,to be raised over the next 10 years to fund the state's infrastructure. The bill passed primarily along party lines,with most Democrats supporting the bill while most Republicans were against it. The bill passed with a vote of 27–11 in the Senate and 54–26 in the Assembly. According to California Department of Transportation,for maintenance projects on state highways,while providing funding to enhance trade corridors,transit,and active transportation facilities,in addition to repairing local streets and roads throughout California.
California Proposition 6 was a measure that was submitted to California voters as part of the November 2018 election. The ballot measure proposed a repeal of the Road Repair and Accountability Act,which is also known as Senate Bill 1. The measure failed with about 57% of the voters against and 43% in favor.
California Proposition 69 was a legislatively referred constitutional amendment that appeared on ballots in California in the June primary election in 2018. This measure put the revenue from the Road Repair and Accountability Act,which increased fuel taxes,in a "lockbox" so that it can only be used for transportation-related purposes. It also exempts said gas tax revenue from the previously existing appropriations mandate and expenditures limit. This state constitution amendment ensures that revenues from SB1 Gas Taxes established by the Road Repair and Accountability Act of 2017 can only be used for transportation-related purposes.
