A number of incidents of attack on civilian and UN convoys have been reported. The Israel Defense Forces has disputed involvement in some cases, [1] [2] and has also alleged that no prior coordination took place before some affected convoys set out. These allegations have in turn been disputed. [3] There have also been reports that fear of aerial attack has prevented drivers from transporting humanitarian aid within Lebanon. [4] [5] One estimate two weeks into the conflict placed the number of Lebanese truck drivers who had died as a result of IDF/IAF air strikes on convoys as "dozens". [6]
In their leaflet campaign, the Israelis have warned repeatedly they would consider minivans, trucks and motorcycles as targets. A UN official said: "The minivans are a target for Israel because they can take Katyusha rockets for Hezbollah, so they do not contemplate too long. They just shoot it." [3]

Aid convoys have also been prevented from accessing bombed areas to deliver aid because the IDF/IAF could not guarantee their safety from attack, [19] or because the IDF has been engaged in bombing of the roads. [20]
On August 1, it was reported that two out of the four border crossings to Syria had been closed due to previous IAF bombing throughout late July. Israeli Defense Minister Amir Peretz indicated that the attacks were forming part of a campaign against what he reportedly described as: "convoys smuggling weapons across the border into Lebanon" but provided no evidence of smuggling taking place. [21] By the time of the attacks, two of the four border crossings into Syria were closed because of damage- the main Beirut-Damascus highway was described by The Jerusalem Post as "impassable" due to previous attacks. [22]
By August 10, it was reported that all of the road bridges spanning the 90 mile Litani River had been destroyed by IDF bombing. [23]
On July 31, the United Nations High Commissioner for Human Rights, Louise Arbour, also highlighted the destruction of roads by the IDF and alluded to a cessation of aerial bombing when she said:
"Many people are simply unable to leave southern Lebanon because they have no transport, because roads have been destroyed, because they are ill or elderly, because they must care for others who are physically unable to make the journey, or because they simply have no where else to go. Many thousands of civilians will still be in Southern Lebanon after the suspension of air strikes is ended" [24]
A spokesman for the Israeli government, Avi Pazner, responding to UN Emergency Relief Co-ordinator Jan Egeland's calls for a 72-hour temporary cease-fire, said on 29 July that Israel had already opened safe corridors across Lebanon for humanitarian shipments to affected areas and claimed that Hezbollah were blocking these shipments to create a humanitarian aid crisis:
"The problem is completely different. It is Hezbollah who is deliberately preventing the transfer of medical aid and of food to the population of southern Lebanon in order to create a humanitarian crisis, which they want to blame Israel for" [25]
Pazner provided no evidence for his claim and it was completely dismissed by UN humanitarian coordinator in Lebanon, Mona Hammam, who said that convoys had encountered "no problems" from the Hezbollah side. [26]
This assessment was reiterated on August 11 by UN Under-Secretary-General for Humanitarian Affairs and emergency relief, Jan Egeland, who reported:"Hezbollah has not denied us access.. I have heard some reports which I cannot confirm that they have prevented civilians from leaving the area, but they have not denied us access in." [27] Criticism of IDF attacks on roads has also been voiced by UN staff in the region of South Lebanon who claim that IDF bombing of roads is making it impossible for people to flee the fighting. According to a UN spokesman in the area of Naqoura on 24 July: "All the smaller roads leading to the coastal roads are destroyed ... In some areas you have people pushing cars by hand through obstacles made by a rocket or a bomb." [3] While the IDF has allowed the entrance of some ships carrying aid to Lebanon, it is reported that international agencies have not received guarantees from the Israeli government for, "the safe civilian passage to and from the southernmost bombed Hezbollah zones in Lebanon". [28] For example, Shaista Aziz of aid agency Oxfam was reported to have said on 30 July:
"The Oxfam rapid response team only managed to get in yesterday... The reason was lack of security- the bombing. We have still been unable to get our aid workers to the south where they are desperately needed. We have to think extremely carefully about where we go and in what vehicles, because the Israelis are attacking vehicles over a certain length. It means that only 20 tonnes at a time is getting moved. On the Syrian border the World Food Programme is being forced to unload trucks of aid into smaller vehicles for safety." [26]
On August 11, it was reported that the IDF was preventing access to aid ships at the port of Tyre. This was following the previous IDF announcement that the IDF would bomb any vehicles on the roads in the Tyre area. The IDF decision to stall the aid for nine days off the coast of Lebanon was criticised by Roland Huguenin, a spokesman for the International Committee of the Red Cross. [15] [27]
Attacks on bridges, particularly attacks on highways/bridges linking Lebanon to Syria ongoing through July but increased around August 1, prevented an eight-truck convoy carrying food and other humanitarian aid from reaching an estimated "400,000 people living with host families or in schools and parks in" Lebanon on August 4. [29]
The Lebanese Centre for Economic Research estimated total repair and reconstruction costs rising to $7 Billion US. Repairs to roads, bridges ports and airports, was estimated at $404m. Initial figures were that 94 roads and 70 bridges were bombed by the IDF. [30]
The Qana massacre took place on April 18, 1996, near Qana, a village in then Israeli-occupied Southern Lebanon, when the Israeli military fired artillery shells at a United Nations compound, which was sheltering around 800 Lebanese civilians, killing 106 and injuring around 116. Four Fijian United Nations Interim Force in Lebanon soldiers were also seriously injured.
The United Nations Interim Force in Lebanon, or UNIFIL, is a United Nations peacekeeping mission established on 19 March 1978 by United Nations Security Council Resolutions 425 and 426, and several further resolutions in 2006 to confirm Hezbollah demilitarisation, support Lebanese army operations against insurgents and weapon smuggling, and confirming Israeli withdrawal from Lebanon, in order to ensure that the government of Lebanon would restore its effective authority in the area. The 1978 South Lebanon conflict came in the context of Palestinian insurgency in South Lebanon and the Lebanese Civil War.

Operation Grapes of Wrath, known in Lebanon as the April Aggression, was a seventeen-day campaign of the Israeli Defense Forces (IDF) against Hezbollah in 1996 which attempted to end the Iran-backed group's rocket attacks on northern Israeli civilian centres by forcing the group north of the Litani River, out of easy range of these civilian centres. Prior to the operation, Hezbollah had launched 151 rockets from Lebanon into Israel, killing two Israeli civilians and seriously wounding 24 other Israeli civilians.

The Israeli–Lebanese conflict, or the South Lebanon conflict, is a long-running conflict involving Israel, Lebanon-based paramilitary groups, and sometimes Syria. The conflict peaked during the Lebanese Civil War. In response to Palestinian attacks from Lebanon, Israel invaded the country in 1978 and again in 1982. After this it occupied southern Lebanon until 2000, while fighting a guerrilla conflict against Shia paramilitaries. After Israel's withdrawal, Hezbollah attacks sparked the 2006 Lebanon War. A new period of conflict began in 2023, leading to the 2024 Israeli invasion of Lebanon.
The South Lebanon conflict was an armed conflict that took place in Israeli-occupied southern Lebanon from 1982 or 1985 until Israel's withdrawal in 2000. Hezbollah, along with other Shia Muslim and left-wing guerrillas, fought against Israel and its ally, the Catholic Christian-dominated South Lebanon Army (SLA). The SLA was supported militarily and logistically by the Israel Defense Forces and operated under the jurisdiction of the Israeli-backed South Lebanon provisional administration, which succeeded the earlier Israeli-backed Free Lebanon State. Israel officially names the conflict the Security Zone in Lebanon Campaign and deems it to have begun on 30 September 1982, after the end of its "Operation Peace for Galilee". It can also be seen as an extension of the Lebanese Civil War (1975–1990).
Foreign involvement in the 2006 Lebanon War refers to the supply of military aid to combatants during the course of the 2006 Lebanon War, which has been an important aspect of both the hostilities and the diplomatic wrangling surrounding them, including figuring prominently into UN Security Council resolutions on the topic.

The 2006 Qana airstrike was an airstrike carried out by the Israeli Air Force (IAF) on a three-story building in the small community of al-Khuraybah near the South Lebanese village of Qana on July 30, 2006, during the 2006 Lebanon War. The strike killed 28 civilians, 16 of whom were children. Israel halted airstrikes for 48 hours following the attack, amid increasing calls for a ceasefire in the conflict between Israel and Lebanon's Hezbollah guerrillas.
There were many casualties in the 2006 Lebanon War, leading to condemnation of both sides, however the exact distribution of casualties has been disputed. The Lebanese Higher Relief Council (HRC), UNICEF, and various press agencies and news organizations have stated that most of those killed were Lebanese civilians, however the Lebanese government does not differentiate between civilians and combatants in death toll figures. The Israeli government identified 43 Israeli civilians killed by Hezbollah rocket attacks, including four who died of heart attacks during rocket attacks. The Israel Defense Forces (IDF) death toll ranges from 118 to 121, depending on the source and whether or not casualties that occurred after the ceasefire are included. The figures for the Hezbollah fighters killed are the most varying, with Hezbollah claiming 250 of its fighters killed, while Israel claimed to have identified 530 dead Hezbollah fighters. The IDF estimates 600–700 dead Hezbollah fighters. Sources can be conflicting.
The 2006 Lebanon War, also called the 2006 Israel–Hezbollah War and known in Lebanon as the July War and in Israel as the Second Lebanon War, was a 34-day armed conflict in Lebanon, northern Israel and the Golan Heights. The principal parties were Hezbollah paramilitary forces and the Israel Defense Forces (IDF). The conflict started on 12 July 2006, and continued until a United Nations-brokered ceasefire went into effect in the morning on 14 August 2006, though it formally ended on 8 September 2006 when Israel lifted its naval blockade of Lebanon.
The 2006 Ghaziyeh airstrikes also referred to as the 2006 Ghaziyeh massacre were two sequential attacks by the Israel Air Force (IAF) on the city of Ghaziyeh in Lebanon on August 7, and August 8, 2006. The attacks took place during the 2006 Lebanon War. In the first attack on August 7, the IAF bombed a building killing 16 people. In the second attack on August 8, the IAF fired five missiles into three buildings killing a total of 8 to 14 civilians and wounding 33. A total of 26 to 30 civilians died in the attacks.
The 2006 Marjayoun convoy was a convoy of approximately 759 vehicles containing Lebanese police, army, civilians, and one Associated Press journalist, which was attacked by the Israeli Air Force (IAF) as it travelled away from the area of Marjayoun on August 11, 2006. Marjayoun is a predominantly Christian town about 8 km (5.0 mi) from the border with Israel.
The 2000–2006 Shebaa Farms conflict was a low-level border conflict between Israel and Hezbollah for control of Shebaa Farms, a disputed territory located on the Golan Heights–Lebanon border. Fighting between the two sides primarily consisted of Hezbollah rocket and mortar attacks on Israel and Israeli artillery barrages and airstrikes on Hezbollah in southern Lebanon. Clashes began a few months after the 2000 Israeli withdrawal from Lebanon, which Hezbollah viewed as incomplete due to the presence of the Israel Defense Forces in Shebaa Farms. The conflict culminated in the 2006 Lebanon War; Israel retains control over the territory.
During the 2006 Lebanon War, Amnesty International, Human Rights Watch, and United Nations officials accused both Hezbollah and Israel of violating international humanitarian law. These have included allegations of intentional attacks on civilian populations or infrastructure, disproportionate or indiscriminate attacks, the use of human shields, and the use of prohibited weapons.
