Balwant Singh Mankotia is an Indian politician and the former President of the Jammu and Kashmir National Panthers Party. [1] [2] He has been twice elected member of the Jammu and Kashmir Legislative Assembly,holding office for 12 years. He is a leading campaigner for secular values against the terrorist insurgency in Jammu and Kashmir. [3] On 29 September 2022,he joined Bhartiya Janata Party. [4] He won the 2024 elections from Chenani Assembly constituency,defeating Harsh Dev Singh by a margin 15,611 votes.
His parents are sh. Mast ram Mankotia and Surju Devi. His father,Sh. Mast Ram Mankotia was an Indian military commander in Operation Polo 1948,that ousted Nizam (King) Osman Ali Khan and led to the annexation of Hyderabad to India. [5]
He graduated with a BSc from Jammu University in 1992. [6]
He won his first election in 2002 from Udhampur,and was a part of the coalition government in the Jammu and Kashmir Legislative Assembly,with the PDP and Congress Party.
In 2002,Balwant Singh was the first MLA to give oath in the Dogri language in the name of Vaishno Devi,a trend that was adopted by other Hindu MLAs in Jammu and Kashmir. [7]
After he retained his seat in the 2008 Jammu and Kashmir general elections,Balwant was a vocal member of the opposition,and campaigned to end illiteracy in the state. [8]
Balwant Singh led several protests in the assembly house against Pakistan,then chief minister Omar Abdullah [9] and demanded that the word secular be inserted into the Constitution of Jammu and Kashmir,to match the Constitution of India. [10]
His protests in the assembly house included leading walkouts [11] and throwing a microphone while standing on tables in the assembly house. [12]
In 2010,Balwant Singh became the President of the Panthers Party,and led a large demonstration in front of the UN peacekeeping force base in Jammu. While burning an effigy of the Organisation of Islamic Cooperation (OIC),Balwant demanded that the United Nations secretary-general terminate recognition of the OIC,from the UN's list of recognised groups. [13] He alleged that the OIC,akin to Pakistan's ISI,was supporting terrorist groups in Jammu and Kashmir.
On 24 August 2014 Speaker of the House,Mubarak Gul ordered security guards to forcibly evict Balwant Singh from the assembly when he disturbed proceedings against a bill by Omar Abdullah that had urged India to resume dialogue with Pakistan, [14] instead Balwant wearing a black bandana hawkishly demanded that the assembly condemn ceasefire violations by Pakistan,claiming they were leading to deaths of innocent villagers. [15] He was then forcefully ejected from the legislative assembly by the security marshals [16] and suspended. [17] After disturbing the proceeding he demanded on television that Speaker Mubarak Gal,have the assembly unanimously adopt a resolution against Pakistan, [18] for its ceasefire violations in the Kashmir conflict. [19]
He campaigned for the October 2014 Jammu and Kashmir floods,to be escalated to status of National Emergency in India to ensure that the effected residents would be compensated. [20]
Following Revocation of the special status of Jammu and Kashmir in August 2019,Balwant Singh Mankotia was put under house arrest for over two months. [21] [22]
His uncle Bhim Singh,was founder of the Panthers Party and his cousin Harsh Dev Singh is its chairman. His cousin Ankit Love is the leader of the One Love Party in Great Britain.
Bhim Singh was an Indian politician,activist,lawyer and author. He was the founder,president and chief patron of the socialist and secular Jammu and Kashmir National Panthers Party (JKNPP). Singh was Panthers Party chairman for 30 years from 1982-2012,chief patron from 2012-2021,and president from 14 February 2021-31 May 2022. In effect with over 40 years of controlling leadership,he was India’s longest serving political party leader,and one of the longest serving leaders in the world.

The Dogra dynasty of Dogra Rajputs from the Shivalik hills created Jammu and Kashmir through the treaties with the East India Company following the First Anglo-Sikh war. Events led the Sikh Empire to recognise Jammu as a vassal state in 1820,and later the British added Kashmir to Jammu with the Treaty of Amritsar in 1846. The founder of the dynasty,Gulab Singh,was an influential noble in the court of the Sikh emperor Maharaja Ranjit Singh,while his brother Dhian Singh served as the prime minister of the Sikh Empire. Appointed by Ranjit Singh as the hereditary Raja of the Jammu principality,Gulab Singh established his supremacy over all the hill states surrounding the Kashmir Valley. After the First Anglo-Sikh War in 1846,under the terms of the Treaty of Lahore,1846,the British East India Company acquired Kashmir from the Sikh Empire and transferred it to Gulab Singh,recognising him as an independent Maharaja. Thus,Jammu and Kashmir was established as one of the largest princely states in India,receiving a 21-gun salute for its Maharaja in 1921. It was ruled by Gulab Singh and his descendants until 1947.

Jay Mala was an Indian journalist,politician,advocate and social activist. She was a senior advocate of the Supreme Court of India,who filed over 600 cases and won each one,including a 1985 landmark case where she sued the State of Jammu and Kashmir changing tort law in India. Mala was co-founder of the Jammu and Kashmir National Panthers Party (JKNPP) in 1982. On 7 May 2022 she became Chairperson of the Panthers Party Working Committee,and was de facto president of Panthers Party from 31 May 2022 to 4 April 2023.
Harsh Dev Singh is an Indian politician and advocate. He was Chairman of the Jammu and Kashmir National Panthers Party from 2012 to 2022. He won three elections serving as MLA for Ramnagar,constituency for 18 continuous years from 1996 till 2014. Under his tenure as the Minister of Education of Jammu and Kashmir from 2002 to 2008,English became a compulsory language from first grade. Harsh Dev joined Aam Aadmi Party on 7 May 2022,and on 17 October 2022 he became APP chairman in Jammu and Kashmir. On 16 Feb 2023,he resigned from APP and rejoined Panthers Party to revive it. On April 4,he was elected President of Panthers Party.
Yash Paul Kundal is an Indian politician belonging to Indian National Congress in Jammu and Kashmir. He was the state president of Young Panthers,the youth wing of the Jammu and Kashmir National Panthers Party. The Kathua rape case involved the abduction,gang rape,and murder of an 8-year-old girl,Asifa Bano,by seven males in January 2018 in the Rasana village near Kathua in Jammu and Kashmir,India. A chargesheet for the case was filed,the accused were arrested and the trial began in Kathua on 16 April 2018. The victim belonged to the nomadic Bakarwal community,and the crime was a bid to terrorise the group off Jammu. She disappeared for a week before her body was discovered by the villagers a kilometer away from the village. The incident made national news when charges were filed against eight men in April 2018. The arrests of the accused led to protests by the Panthers Party and other local groups,who sought justice for the victim. The gang rape and murder,as well as the support the accused received especially from local officials of the [ Political Party ],sparked widespread outrage in India and world-wide.
Jammu and Kashmir is a region administered by India as a union territory and consists of the southern portion of the larger Kashmir region,which has been the subject of a dispute between India and Pakistan since 1947 and between India and China since 1959. The Line of Control separates Jammu and Kashmir from the Pakistani-administered territories of Azad Kashmir and Gilgit-Baltistan in the west and north. It lies to the north of the Indian states of Himachal Pradesh and Punjab and to the west of Ladakh which is administered by India as a union territory.

Rajinder Singh Chib is an Indian politician and former Indian Air Force officer. He is a member of the Democratic Progressive Azad Party. Ranbir Singh Pathania is an Indian politician from Union Territory of Jammu and Kashmir who is a Member of the Jammu and Kashmir Legislative Assembly from the Udhampur East Vidhan Sabha associated with the Bharatiya Janata Party. He was also member of Legislative Assembly of erstwhile State of Jammu and Kashmir from Ramnagar Vidhan Sabha before delimitation of the union territory of Jammu and Kashmir.
Jammu and Kashmir has one of the largest known lithium reserves in the world. On 13 February 2023,the Government of India's Ministry of Mines announced that the Geological Survey of India had discovered 5.9 million tonnes lithium ore,in the Himalayan foothills at Salal-Haimana,Reasi in the near vicinity of Bhimgarh castle,built by legendary Indian general Zorawar Singh as his residence. The single finding alone ranked it at the time as 7th largest known reserve in the world. Jammuite lithium is high grade 500 ppm. Standard values of the element's concentration for commercially viable mining operations range from 100 to 200 ppm.
When asked whether he will be the AAP president in Jammu and Kashmir, he said, "The AAP leadership has assured me to give a leading role and major responsibility in J&K. The party will dissolve existing committees and will form new ones."
The trend was started by Youth National Panthers Party president and MLA Udhampur Balwant Singh Mankotia who took oath in Dogri in 2002.
