Elections to Barnsley Metropolitan Borough Council were held on 4 May 1978. One third of the council was up for election. The election resulted in the Labour retaining control of the council. The sole Democratic Labour councillor elected in 1973 successfully defended his seat as an Independent and the only Independent elected in 1973 unsuccessfully defended his seat as a Conservative.^[1]

Barnsley Metropolitan Borough Council is the local authority of the Metropolitan Borough of Barnsley in South Yorkshire, England. It is a metropolitan district council, one of four in South Yorkshire and one of 36 in the metropolitan counties of England, and provides the majority of local government services in Barnsley.

The Labour Party is a centre-left political party in the United Kingdom which has been described as an alliance of social democrats, democratic socialists and trade unionists. The party's platform emphasises greater state intervention, social justice and strengthening workers' rights.
