Basawan Prasad Bhagat is an Indian politician based in Bihar,who was elected to Bihar Legislative Assembly twice from Kurhani Assembly constituency of the Muzaffarpur district of Bihar. Bhagat also served as minister in Government of Bihar under Lalu Prasad Yadav twice. He was allotted Ministry of Prison Affairs and Ministry of Law. He joined Bharatiya Janata Party in 2017 in the presence of Uttar Pradesh Deputy Chief Minister,Keshav Prasad Maurya. [1] [2]
Bhagat is a member of Kushwaha (Koeri) caste of Bihar. [lower-alpha 1] He entered politics through Lalu Prasad Yadav's Janata Dal (later Rashtriya Janata Dal). He represented Kurhani Assembly constituency of Muzaffarpur district,which is a constituency having preponderance of voters from Koeri,Bhumihar and Mallah caste. He first entered in Assembly elections in 1995,on the symbol of Rashtriya Janata Dal. In this election,the main contender in front of him was local muscleman Ashok Samrat,who hailed from Bhumihar community. Bhagat defeated Samrat and entered Bihar Legislative Assembly for the first time in this election. In 2000,the National Democratic Alliance,which was the main front in opposition against ruling Rashtriya Janata Dal of Lalu Prasad Yadav,nominated Brajesh Thakur,who was later convicted in Muzaffarpur shelter case,as their candidate for 2000 Bihar Legislative Assembly election against Bhagat. Bhagat was successful in securing victory for the second time and was elected to Legislative Assembly once again. Thakur was a candidate of Bihar People's Party of Anand Mohan Singh. [4]
After his victory in 2000 Bihar Legislative Assembly elections,Bhagat was given the portfolio of Ministry of Prison Affairs. In 2002,he was issued a notice by Patna High Court,in connection with transfer and later suspension of jail superintendent of Muzaffarpur prison,Shyam Mohan Mishra. This was done on the appeal of Mishra,who alleged that Bhagat caused his transfer to place his relative Lakshman Bhagat as the new jail superintendent in his place. [5] Bhagat was known for his strict actions as a minister during his tenure. In 2004,during his tenure as Minister of Prison Affairs,jailer of Beur jail was shot dead by unknown assailants. Bhagat was quick to allege Inspector General of Prison,Ravikant being responsible behind the death of jailer. He stated in his media briefing that deceased jailer had sent Inspector General a file,recommending transfer of some of the prison inmates from the Beur jail,but no action was taken by latter. He also said that he himself demanded the file to be sent to him to examine the issue,but it was not sent on time and consequently the murder of jailer took place. It was also reported that jail officials in Beur jail were consistently threatened through phone calls by the accomplice of criminals,against which,higher officials had failed to take any action. [6] It was also suspected that the jailer was killed by members of People's War group,as he had a scuffle with some of the members of the group imprisoned in Beur Jail. Bhagat ordered departmental inquiry in this case declaring the jailer to be an upright officer. [7]
In 2002,a police firing took place in Chhapra prison to break the prison siege conducted by five criminals lodged in the jail. It was reported that there was a brawl between two groups in the prison over supremacy and the jail administration had decided to transfer the members of two groups,which included a total of five inmates to different jails. However,these inmates threatened other prisoners that if they didn't support them in conducting the siege to prevent their transfer,they will have to face dire consequences. The prisoners hence pelted stone at jail staffs when they arrived to transfer them to other jails. In return police opened fire at the miscreants. In reply to a question on this incident in Bihar Legislative Assembly,prison affairs minister Basawan Bhagat supported the firing incident and justified the action of the police. He also said that it was necessary to break the siege as the prisoners had become unruly. Bhagat also stated that Saran District Magistrate had informed the government about the proposed transfer and they nodded it to be implemented. [8]
During his tenure as minister,transfer of senior jail officials was also a regular feature. In one such reshuffle,in 2002,seven jail superintendent were transferred. Conflicts between minister and Inspector General of prison was also observed occasionally. One such incident was keeping the file containing order,quashing the suspension of Buxar jail superintendent D.N Tiwari,pending by Bhagat. [9]
Bhagat is also involved in socio-cultural activities and is associated with Akhil Bhartiya Kushwaha Mahasabha (All India Kushwaha Conference). In 2022,at a conference organised by this caste body in Vaishali district of Bihar,Bhagat admitted that during his elections in 1990s,he had beaten the supporters of his political opponent Ashok Samrat brutally with rod and lathis. He also admitted that during his tenure as minister,the District Magistrates and Superintendent of Police could not argue with ministers and their party workers. They had to take orders and complete it. He also took credit for eliminating the criminal elements from Vaishali and Muzaffarpur during his tenure. [10] [3]
Lalu Prasad Yadav is an Indian politician and president of the Rashtriya Janata Dal (RJD). He is a former Chief Minister of Bihar (1990-1997),a former Railway Minister of India (2004-2009),and a former Member of Parliament (MP) of the Lok Sabha.

Among those implicated in the theft and arrested were then Chief Minister of Bihar,Lalu Prasad Yadav,as well as former Chief Minister,Jagannath Mishra. The scandal led to the end of Lalu's reign as Chief Minister. Dr. Dineshwar Prasad Sharma is also alleged to have received ₹300.60 crores from S. N. Sinha. On 23 December 2017,Lalu Prasad Yadav was convicted by a special CBI court while Jagannath Misra was acquitted.

Upendra Kumar Singh,commonly known as Upendra Kushwaha is an Indian politician,and a former Member of Bihar Legislative Council and Bihar Legislative Assembly. He has also served as Minister of State for Human Resources and Development in the Government of India. Kushwaha is a former Member of Parliament (MP) from the Karakat constituency in Rohtas district,Bihar,and a former member of the Rajya Sabha. He was the leader of Rashtriya Samata Party (RSP),his own party,which merged into Janata Dal (United) (JDU) in 2009. Later,he formed Rashtriya Lok Samata Party (RLSP),which also merged with JD(U) in 2021. On 20 February 2023,Kushwaha resigned from all positions in Janata Dal (United) and formed his own party called Rashtriya Lok Morcha due to his political problems with JD(U) and Nitish Kumar.
Brij Behari Prasad,also spelled Brij Bihari Prasad was an Indian politician. A member of the Rashtriya Janata Dal (RJD),Prasad served as Minister for Science and Technology in the Government of Bihar. He was arrested for alleged involvement in corrupt admissions to technical institutes and was murdered on 13 June 1998 at the Indira Gandhi Institute of Medical Sciences in Patna,where he was undergoing treatment. It was claimed that his death was in retribution for his involvement in assassination of gangster Chhottan Shukla and five other people,who were killed on 4 December 1994,while returning home from a campaign organised in context of 1995 Bihar Legislative Assembly elections. Shukla was a gangster from the Bhumihar community,whereas Prasad was a Bania. Supporters of Prasad were thought to be responsible for the killing of Shukla.
Ritlal Yadav or Ritlal Ray is a leader of RJD who won the Bihar Legislative Council election in July 2015 as an independent candidate. Ritlal was in jail in connection with multiple criminal cases,including murder charges. Ritlal is accused in over 33 cases. He was a former Member of Legislative Council (MLC),the post,to which he was elected in 2016. He was incarcerated in Beur Jail until August 2020. However he was then released from the jail on bail. Ritlal Yadav defeated BJP's Asha Devi Sinha in the 2020 Bihar Assembly elections.

Samrat Choudhary alias Rakesh Kumar is an Indian politician,who is currently serving as Deputy Chief minister of Bihar under Nitish Kumar. He is a Member of Bihar Legislative Council from the Bharatiya Janata Party. He has been the party president of BJP Bihar State unit from March 2023. He has also remained Member of Legislative Assembly and a minister in Government of Bihar in Rashtriya Janata Dal government.Chaudhary has been a former Vice President of BJP for the state of Bihar and currently elected for the second term as MLC in 2020 after his first term ended in 2019. In 2014,Samrat planned a split in Rashtriya Janata Dal by defecting thirteen MLAs as splinter group of the party. He later joined BJP. In 2022,he was selected as the Leader of Opposition in Bihar Legislative Council.
The Luv-Kush equation is a political term used in the context of the politics of Bihar,to denote the alliance of the agricultural Kurmi and the Koeri caste,which was assumed to be approximately 15% of the state's population The alliance of these two caste groups has remained the support base of Nitish Kumar,as against the MY equation of Lalu Prasad Yadav,which constitutes Muslims and the Yadavs. Caste consciousness and the quest for political representation largely drive the politics of Bihar. The political alliance of the Koeri and the Kurmi castes,termed the "Luv-Kush equation" was formed when a massive Kurmi Chetna Rally was organised by members of the Kurmi community in 1994 against the alleged casteist politics of Lalu Yadav,who was blamed by contemporary community leaders for promoting Yadavs in politics and administration.
Rajeev Kumar Singh is a Member of Legislative Assembly (MLA) representing Tarapur constituency in the Bihar Legislative Assembly in India. He is a member of Janata Dal (United). He has been elected as the MLA on 2 November 2021. Singh got the ticket from Janata Dal (United) amidst the confusion over allocation of Tarapur constituency to Rohit Chaudhary,the younger brother of leader of opposition in Bihar Legislative Council,Samrat Chaudhary. The Tarapur constituency was the stronghold of Shakuni Choudhury,who had influence over Kushwaha voters,who are dominant in this assembly constituency. However,Rajiv Kumar Singh,himself a Kushwaha,was able to defeat his nearest rival in the bypolls of 2021.
Manoj Singh Kushwaha is a former minister of Bihar. Kushwaha was the Minor Water Resources minister in the Jitan Ram Manjhi cabinet in 2014–15. He contested from the Kurhani Assembly constituency in February 2005,November 2005 and 2010 legislative assembly elections,and was victorious.

The party's ideology is based on the ideals of Karpoori Thakur. The foundation of the party was preceded by a two day conference organised by Upendra Kushwaha in Patna,in which he invoked the participation of all the members of Mahatama Phule Samata Parishad,a socio-political organisation and his trusted aides in Janata Dal (United). In the backdrop of this conference the foundation of the party was announced.
Bagi Kumar Verma is an Indian politician from Bihar. He has been a member of Bihar Legislative Assembly for three terms,two times from Makhdumpur Assembly constituency and once from Kurtha Assembly constituency. A former minister in Government of Bihar under Lalu Prasad Yadav,Verma has been a member of both Rashtriya Janata Dal and Janata Dal (United) at different occasions. In 2020 Bihar Assembly elections,he defeated Satyadev Kushwaha,the two times MLA from Kurtha Assembly to enter in Bihar Assembly for his third term.
Deo Nath Prasad was an Indian politician,who served as Member of Bihar Legislative Assembly for four terms. He won the assembly elections to become a member of Bihar Legislative Assembly in 1977,1980,1990 and 1995. Prasad was a member of Janata Dal,and he held ministerial posts in Lalu Prasad Yadav's cabinet. Earlier,he was given the science and technology ministry by Yadav,however,later he was appointed as Minister for Law. Prasad used to contest assembly elections from Biharsharif Assembly constituency.
