Bath Clean Air Zone is an area of central Bath, England where traffic is restricted to reduce air pollution. It became the second Clean Air Zone in the UK (after London) when it was introduced in March 2021. [1] It has been credited with helping to reduce nitrogen dioxide pollution in the city by around a quarter since 2019, and has raised over £7 million in fines. [2] [3] [4] However, critics of the scheme argue that it has displaced traffic to other parts of the city and nearby towns. [5] [6]

Implementation

The Bath Clean Air Zone covers the historic centre of Bath, extending to parts of Walcot, Bathwick, Widcombe, Beechen Cliff, Kingsmead, and the whole of the Royal Victoria Park and Botanical Gardens. [7] It is enforced 24 hours a day, every day of the year, by automatic number-plate recognition (ANPR) cameras installed on roads approaching the zone. [1] Unlike zones in London and Birmingham, which charge almost all drivers of non-exempt vehicles, Bath's is designated as a Class-C Clean Air Zone according to European emission standards: only higher-emission (pre-Euro 6 diesel and pre-Euro 4 petrol) taxis, vans, buses, minibuses, and other commercial vehicles pay to enter the zone, while private cars and motorcycles are exempt, even if they are older, higher-emission vehicles. [8] Electric, hybrid, and fuel cell vehicles are also exempt. Charges range from £9 to £100 per day. [9] [10]

History

Bath is a World Heritage Site, with many tall, historic tenement buildings ranged along narrow streets. Although much of the central shopping district is pedestrianized, traffic pollution has long been an issue. [11] Citing high levels of nitrogen dioxide, a March 2017 report for the BBC Inside Out West TV news programme claimed "At times Bath's air quality is as bad as Beijing". [12]

Later in 2017, then UK government environment minister Thérèse Coffey directed Bath and North East Somerset Council to produce a clean air plan that would improve Bath's air quality in the shortest possible time; the council announced its plans for a clean air zone in October 2018. [13] [14] According to Robin Kerr of the Federation of Bath Residents' Associations (FOBRA), writing in the Bath Chronicle , the council had been "handed a golden opportunity finally to tackle Bath's transport problems... [and] air pollution... which blights the World Heritage site". [15] Other local people expressed concerns that the scheme would lead to deserted streets with harmful effects on the tourist trade. [16]

Following a six-week public consultation, [17] the council decided it was fairest to implement a scheme that would primarily target large, highly-polluting vehicles (such as commercial vehicles and buses) and exempt all ordinary, private motorists from the charge. [4] The council also announced £9.4 million of financial support, which had by 2023 helped over 1,500 people to replace 938 polluting vehicles. [4] [18] Taxi and van drivers can apply for grants of up to £4,500, while bus, coach, and HGV operators are eligible for up to £35,000 of financial support. [19]

Originally scheduled to launch in November 2020, the Bath Clean Air Zone was delayed by the COVID-19 pandemic, [20] and became the first Clean Air Zone outside London when it was finally launched on 15 March 2021. [2]

Impact

In 2021, Bath and North East Somerset Council announced that nitrogen dioxide (NO2) measured at 121 sites in the city (both inside and outside the clean air zone) had fallen by an average of 22 percent. [2] [8] In 2023, Bath's Clean Air Zone became the first in the UK to pass a "State 3 assessment" by the UK government's Joint Air Quality Unit, a technical milestone that means nitrogen dioxide levels have fallen to and remained inside guideline levels. [21] There was some uncertainty over how much of this was attributable to COVID-19 restrictions and the closure of the city's historic Cleveland Bridge for maintenance. [21] Some parts of the city, including its most polluted street, Chapel Row, experienced a significant increase in NO2 in the months after the scheme opened. [6] In 2022, the Council reported an average 26 percent reduction in NO2 compared with 2019, noting that the number of polluting vehicles entering the zone had fallen by 71 percent between the scheme's inception in March 2021 and December 2022. [8]

Some 30,000–40,000 vehicles enter the Clean Air Zone each day, of which fewer than 5 percent are non-compliant; following the introduction of the scheme, some 28,000 motorists were fined in the first 100 days. [22] Efforts to collect fines from drivers were initially mixed; after the first three months, the council revealed that only two-thirds of those fined were paying promptly, within seven days. [19] Between March 2021 and December 2023, over 174,000 fines were issued to drivers who entered the zone in non-exempt vehicles, raising a total of £7,102,980. [3] According to the council, this money has been "reinvested back into Bath and North East Somerset to support further improvements to air quality and sustainable transport". [5]

Critics of the scheme have argued that it has caused an increase in traffic congestion elsewhere in the city [23] [24] and in parts of neighbouring Wiltshire, notably on the A36, A363, B3105, A361 and A350. [5] [19] [25] Wiltshire Council's research suggests the scheme, coupled with lengthy closure of the Cleveland Bridge, increased HGV traffic through Westbury by 20 percent. [25] Shortly after the Bath scheme was launched, Wiltshire Council requested air quality monitoring of Bradford-on-Avon and Westbury to assess its wider, potentially negative impacts on West Wiltshire, but the request was turned down by the Department for Environment, Food, and Rural Affairs. [26]

An air quality index (AQI) is an indicator developed by government agencies to communicate to the public how polluted the air currently is or how polluted it is forecast to become. As air pollution levels rise, so does the AQI, along with the associated public health risk. Children, the elderly and individuals with respiratory or cardiovascular problems are typically the first groups affected by poor air quality. When the AQI is high, governmental bodies generally encourage people to reduce physical activity outdoors, or even avoid going out altogether. When wildfires result in a high AQI, the use of a mask outdoors and an air purifier indoors are also encouraged.

A low-emission zone (LEZ) is a defined area where access by some polluting vehicles is restricted or deterred with the aim of improving air quality. This may favour vehicles such as bicycles, micromobility vehicles, (certain) alternative fuel vehicles, hybrid electric vehicles, plug-in hybrids, and zero-emission vehicles such as all-electric vehicles.

The London Low Emission Zone (LEZ) is an area of London in which an emissions standard based charge is applied to non-compliant commercial vehicles. Its aim is to reduce the exhaust emissions of diesel-powered vehicles in London. This scheme should not be confused with the Ultra Low Emission Zone (ULEZ), introduced in April 2019, which applies to all vehicles. Vehicles that do not conform to various emission standards are charged; the others may enter the controlled zone free of charge. The low emission zone started operating on 4 February 2008 with phased introduction of an increasingly stricter regime until 3 January 2012. The scheme is administered by the Transport for London executive agency within the Greater London Authority.

Air pollution is the introduction of chemicals, particulate matter, or biological materials into the atmosphere, causing harm or discomfort to humans or other living organisms, or damaging ecosystems. Air pollution can cause health problems including, but not limited to, infections, behavioral changes, cancer, organ failure, and premature death. These health effects are not equally distributed across the U.S. population; there are demographic disparities by race, ethnicity, socioeconomic status, and education. Air pollution can derive from natural sources, or anthropogenic sources. Anthropogenic air pollution has affected the United States since the beginning of the Industrial Revolution.

Air pollution in the United Kingdom has long been considered a significant health issue, and it causes numerous other environmental problems such as damage to buildings, forests, and crops. Many areas, including major cities like London, are found to be significantly and regularly above legal and recommended pollution levels. Air pollution in the UK is a major cause of diseases such as asthma, lung disease, stroke, cancer, and heart disease, and is estimated to cause forty thousand premature deaths each year, which is about 8.3% of deaths, while costing around £40 billion each year.

Air pollution in India is a serious environmental issue. Of the 30 most polluted cities in the world, 21 were in India in 2019. As per a study based on 2016 data, at least 140 million people in India breathe air that is 10 times or more over the WHO safe limit and 13 of the world's 20 cities with the highest annual levels of air pollution are in India. 51% of the pollution is caused by industrial pollution, 27% by vehicles, 17% by crop burning and 5% by other sources. Air pollution contributes to the premature deaths of 2 million Indians every year. Emissions come from vehicles and industry, whereas in rural areas, much of the pollution stems from biomass burning for cooking and keeping warm. In autumn and spring months, large scale crop residue burning in agriculture fields – a cheaper alternative to mechanical tilling – is a major source of smoke, smog and particulate pollution. India has a low per capita emissions of greenhouse gases but the country as a whole is the third largest greenhouse gas producer after China and the United States. A 2013 study on non-smokers has found that Indians have 30% weaker lung function than Europeans.

<span class="mw-page-title-main">Air pollution in Turkey</span> Dirty air in the Republic of Turkey

In Turkey, air pollution is the most lethal of the nation's environmental issues, with almost everyone across the country exposed to more than World Health Organization guidelines. Over 30,000 people die each year from air pollution-related illnesses; over 8% of the country's deaths. Air pollution is particularly damaging to children's health. Researchers estimate that reducing air pollution to World Health Organization limits would save seven times the number of lives that were lost in traffic accidents in 2017.

Tehran, the capital city of Iran, suffers from severe air pollution, and it is located near three major fault lines, while being the most populous region of the country. The officials have created financial incentives to encourage around 5 million citizens to leave the city. On December 16, 2019 Tehran had its highest air pollution index of 181.

<span class="mw-page-title-main">Air quality guideline</span>

The World Health Organization guidelines were most recently updated in 2021. The guidelines offer guidance about these air pollutants: particulate matter (PM), ozone (O3), nitrogen dioxide (NO2), sulfur dioxide (SO2) and carbon monoxide (CO). The WHO first released the air quality guidelines in 1987, then updated them in 1997. The reports provide guidelines intending to give guidelines to reduce the health effects of air pollution.

Environmental issues in Toronto encompasses all those concerns and opportunities presented by the environment of Toronto. Many are harmful effects, such as the pollution of air and water, while others are factors influenced by urban infrastructures such as highways and public transportation services. As a result of the city's large population, substantial waste is produced annually.

<span class="mw-page-title-main">Ultra Low Emission Zone</span> London UK vehicle charging zone

The Ultra Low Emission Zone (ULEZ) is an area in London, England, where an emissions standard based charge is applied to non-compliant road vehicles. Plans were announced by London Mayor Boris Johnson in 2015 for the zone to come into operation in 2020. Sadiq Khan, the subsequent mayor, introduced the zone early in 2019. The zone initially covered Central London, the same area as the existing London congestion charge; in 2021, Khan extended the zone to cover the area within the North Circular and South Circular roads. In 2023 it was further extended to all of Greater London, covering over 1,500 square kilometres (580 sq mi) and approximately 9 million people.

A Clean Air Zone (CAZ) is an area in the United Kingdom where targeted action is taken to improve air quality. A CAZ can be non-charging or charging.

Birmingham Clean Air Zone is an area of central Birmingham, England where traffic is restricted to reduce air pollution. It became the third UK Clean Air Zone, after London and Bath, when it launched on 1 June 2021. A study of the zone’s effectiveness, published in 2023, found mixed results, with "modest, but significant reductions" in nitrogen dioxide but "no detectable impact in the concentrations of fine particles... the air pollutant with greatest health effects".

Bradford Clean Air Zone is a road traffic low-emission programme in the City of Bradford in West Yorkshire, England. Plans were advanced for many cities in England to have Clean Air Zones (CAZ), but of the ones put forward in Yorkshire, only Bradford's CAZ has been taken to an operational stage. The scheme commenced on 26 September 2022, and all vehicles, barring private cars and motorbikes, must be compliant with the scheme or face a charge for entering into the zone. The programme aims to help the district comply with legal limits for air quality.
