The 1668 Bawdy House Riots (also called the Messenger Riots after rioter Peter Messenger) took place in 17th-century London over several days in March during Easter Week, 1668. [1] They were sparked by Dissenters who resented the King's proclamation against conventicles (private lay worship) [2] while turning a blind eye to the equally illegal brothels. [3] Thousands of young men besieged and demolished brothels throughout the East End, assaulting the prostitutes and looting the properties. [4] As the historian Tim Harris describes it:
"The riots broke out on Easter Monday, 23 March 1668, when a group attacked bawdy houses in Poplar. The next day crowds of about 500 pulled down similar establishments in Moorfields, East Smithfield, St Leonard's, Shoreditch, and also St Andrew's, Holborn, the main bawdy house districts of London. The final assaults came on Wednesday, mainly in the Moorfields area, one report claiming there were now 40,000 rioters - surely an exaggeration, but indicating that abnormally large numbers of people were involved. ... On all days the crowds were supposedly armed with 'iron bars, polaxes, long staves, and other weapons', presumably the sort of tools necessary for house demolition. The rioters organized themselves into regiments, headed by a captain, and marching behind colours." [5]
These were not the first anti-brothel riots in 17th-century London. Between 1603 and 1642, Shrove Tuesday riots (mostly involving attacks by apprentices on brothels and playhouses ostensibly to remove sources of temptation during Lent) had occurred at least twenty-four times. [6] They were to some degree tolerated and the people involved had rarely been punished severely. [7] However, the 1668 riots were different in both size and duration, involving thousands of people and lasting for several days. [8] In their aftermath, fifteen of the rioters were indicted for high treason, and four suspected ringleaders were convicted and hanged. [4]
Samuel Pepys recorded the events in his Diary on 24th [9] and 25th [10] March. He documented the attack on the property of brothel keeper Damaris Page, "the great bawd of the seamen", "the most Famous Bawd in the Towne." [11] She was a deeply unpopular figure because of her practice of press-ganging her dock worker clientele into the navy, and her bawdy house was an early target of the riots. [12] She appeared before a local magistrate, Robert Manley, as a victim of the riots who had lost significant property; she was one of the main witnesses brought against Robert Sharpless, a central instigator of the riots. Her evidence was notably given significant weight during the court case, despite her being an unmarried woman and a brothel keeper. [13]
During the riots, attacks were made on the court, the Duke of York, and the bishops. Demands were made for religious toleration [2] and protesters' slogans included "Liberty of Conscience!" [3] Rioters drew up 'mock Petitions' from the 'poor whores' which stressed support for whores by Catholics, and by Anglicans leading the campaign against Nonconformist worship. And a satire made the point explicit in discussion of a bill to be passed in Parliament for a 'full Toleration of all Bawdy-houses' but for the suppression of 'all Preaching, Printing, Private Meetings, Conventacles, etc.' [14] Prostitutes and brothel owners such as Damaris Page and Elizabeth Cresswell who had been affected by the riots published The Poor Whores' Petition , a satirical letter addressed to King Charles II's mistress Lady Castlemaine. It requested that she come to the aid of her "sisters" and pay for the rebuilding of their property and livelihoods, and sought to mock the extravagance and licentiousness of Lady Castlemaine and the royal court. The behaviour of the King, who had been engaged in a series of extra-marital affairs with well-known courtesans, and the debauchery in his court, were seen as one of the causes of the riots. [4] Pepys mentions that the riots were perceived as anti-royal demonstrations by working-class apprentices centred on Moorfields, with echoes of the Puritanism of the Cromwellian era. He noted, "How these idle fellows have had the confidence to say that they did ill in contenting themselves in pulling down the little bawdy-houses, and did not go and pull down the great bawdy-house at Whitehall." [9] [10]
Samuel Pepys was an English diarist and naval administrator. He served as administrator of the Royal Navy and Member of Parliament, but is most remembered today for the diary he kept for almost a decade. Though he had no maritime experience, Pepys rose to be the Chief Secretary to the Admiralty under both King Charles II and King James II through patronage, diligence, and his talent for administration. His influence and reforms at the Admiralty were important in the early professionalisation of the Royal Navy.

Known for her beauty, Charlotte was married at age 12 to her husband, Edward Henry Lee, 1st Earl of Lichfield, with whom she had a large family.
Eleanor Gwyn was an English stage actress and celebrity figure of the Restoration period. Praised by Samuel Pepys for her comic performances as one of the first actresses on the English stage, she became best known for being a long-time mistress of King Charles II of England.
Edward Montagu, 1st Earl of Sandwich, 27 July 1625 to 28 May 1672, was an English military officer, politician and diplomat from Barnwell, Northamptonshire. During the First English Civil War, he served with the Parliamentarian army, and was an Member of Parliament at various times between 1645 and 1660. Under The Protectorate, he was also a member of the English Council of State and General at sea.
Arthur Annesley, 1st Earl of Anglesey PC was an Anglo-Irish royalist statesman. After short periods as President of the Council of State and Treasurer of the Navy, he served as Lord Privy Seal between 1673 and 1682 for Charles II. He succeeded his father as 2nd Viscount Valentia in 1660, and he was created Earl of Anglesey in 1661.
Frances Teresa Stewart, Duchess of Richmond and Lennox was a prominent member of the Court of the Restoration and famous for refusing to become a mistress of Charles II of England. For her great beauty she was known as La Belle Stuart and served as the model for an idealised, female Britannia. She is one of the Windsor Beauties painted by Sir Peter Lely.
Mary "Moll" Davis, also spelt Davies or Davys, was a courtesan and mistress of King Charles II of England. She was an actress and entertainer before and during her role as royal mistress.
Francis Talbot, 11th Earl of Shrewsbury, 11th Earl of Waterford, was an English peer who was a Royalist officer in the English Civil War. He survived the war only to be mortally wounded in a duel with the Duke of Buckingham who was having an affair with his wife.

Elizabeth Needham, also known as Mother Needham, was an English procuress and brothel-keeper of 18th-century London, who has been identified as the bawd greeting Moll Hackabout in the first plate of William Hogarth's series of satirical etchings, A Harlot's Progress. Although Needham was notorious in London at the time, little is recorded of her life, and no genuine portraits of her survive. Her house was the most exclusive in London and her customers came from the highest strata of fashionable society, but she eventually ran afoul of the moral reformers of the day and died as a result of the severe treatment she received after being sentenced to stand in the pillory.
The London Jilt; Or, the Politick Whore is an English prose tale published anonymously in 1683, ostensibly relating the memoirs of a London courtesan. Part of the English tradition of the "Restoration rake," the book, once attributed to Alexander Oldys, achieved popularity in both England and the American Colonies.
Damaris Page also known as Damarose Page, was a London brothel keeper, entrepreneur and property developer, one of the most successful and famous prostitutes of her time.
Elizabeth Cresswell, also known as Mother Creswell and Madam Cresswell of Clerkenwell, was one of the most successful prostitutes and brothel keepers of the English seventeenth century. Starting with houses in Bartholomew Close, in the City of London and St Leonard's, Shoreditch, she built a widespread network of brothels across London, supplied with girls and women from across England. Her employees included the wives of soldiers pressed into service for Charles II and gentlewomen who had supported the Cavalier cause during the English Civil War and had since fallen on hard times. Her bawdy houses were favoured by King Charles and his court as well as powerful figures in government and city guilds. This position gave her a measure of immunity from prosecution and added to her profile as a caricature of iniquity and corruption.
The Whores' Petition was a satirical letter addressed from brothel owners and prostitutes affected by the Bawdy House Riots of 1668, to Lady Castlemaine, lover of King Charles II of England. It requested that she come to the aid of her "sisters" and pay for the rebuilding of their property and livelihoods. Addressed from madams such as Damaris Page and Elizabeth Cresswell, it sought to mock the perceived extravagance and licentiousness of Castlemaine and the royal court.
Sarah "Sally" Lodge was an English prostitute and brothel-keeper in London. She had a high-class clientele and knew Alexander Pope and John Gay but lost everything in a confidence trick and ended her life as a barmaid in a public house in Wapping.
Priss Fotheringham was an English sex worker and madam from London who was described in a number of publications from the 1660s. One publication, The Wandering Whore, described her as the 'second best whore in the city'. An unofficial blue plaque commemorating her was installed in 2012 at the corner of Whitecross Street and Old Street in East London, but was reported in January 2023 to have "recently been obscured by a new artwork". As of 26 July 2023 the artwork had been changed and the unofficial blue plaque moved, so it is visible below the new artwork.
Prostitution in early modern England was defined by a series of attempts by kings, queens, and other government officials to prohibit people from working in the sex industry. There was an ebb and flow to the prohibition orders, which were separated by periods of indifference at various level of the English government. Areas like Southwark that had cultivated a reputation as a hub for prostitution and entertainment, originally outside of the jurisdiction of London, were incorporated into the city during the early modern period. Some illicit businesses in these areas continued to offer their services to interested patrons more discretely, but many brothels and related businesses reemerged in less conspicuous areas of London, disguised as other kinds of businesses.
