Billy Chan (born December 25, 1960) is a medical simulation specialist, educator, and humanitarian who serves as the United Nations (UN) Ambassador for the Global Fair Pay Charter and UNITAR. [1] He is the first non-Royal custodian of this charter, which is supported by both the Commonwealth and the United Nations. [2] Chan is also the Director of the Centre for Medical Education in Simulation at the Faculty of Medicine of Macau University of Science and Technology. [3]
Billy Chan was born in Hong Kong on December 25, 1960. His father, Michael Chan, was from Macau. Chan completed his education in Hong Kong and later moved to Australia in 1986 to pursue further studies at the University of Western Australia. [4] He holds two PhD degrees: one in Public Administration from International University (Cambodia) and another in Humanities from Johann Heinrich Pestalozzi University. In 2000, he co-founded medical simulation centres in Australia and New Zealand with Ross Horley. He was also involved in developing medical simulation facilities in cities such as Chongqing, Beijing, and Guangzhou. Chan also received specialised training in disaster management at Massachusetts General Hospital.[ citation needed ]
Chan previously worked in Perth at the Clinical Training and Evaluation Centre at the University of Western Australia, home to the first multidisciplinary simulation skills centre in the Southern Hemisphere.[ citation needed ] He was later recruited to establish the Centre for Medical Education in Simulation at the Faculty of Medicine of Macau University of Science and Technology [5] and played a role in establishing Macau's first medical school in 2019. Chan is the founder and chairman of the Sino-Phil Asia International Peace Awards Foundation, Inc. headquartered in Manila. [8] The Foundation's stated mission is to promote peace through action, enhance the quality of life, and provide an Asian perspective on peace. [9] [10] [11]
He serves as a UN Ambassador for the Global Fair Pay Charter, an initiative supported by both the Commonwealth and United Nations. [2] According to Chan, the initiative aims to create opportunities for the Global South by promoting fair pay and improving living conditions. [12]
Chan is married with two children.[ citation needed ] He is the Chairman of the Australian Chamber of Commerce in Macau; [13] Vice Chairman of the Medical Research Strategy Board of the United States Chamber of Commerce in Southern China; [14] and Senior Advisor (Macau) of the Royal Commonwealth Society Hong Kong Branch. [15] He is also an Executive Councillor of the World Association of Chinese Doctors and Co-Founder of the Sino-Luso International Medical Forum, which promotes healthcare education and skill sharing between Macau and Portuguese-speaking countries. [16] He has provided training to over 10,000 frontline healthcare providers from Macau and China. [6] During the COVID-19 pandemic, Chan played a leading role in facilitating the provision of personal protective equipment to Lusosphere countries and professional assistance to doctors in Portugal to fight the pandemic. Macau or Macao is a special administrative region of the People's Republic of China (PRC). With a population of about 710,000 people and a land area of 32.9 km2 (12.7 sq mi), it is the most densely populated region in the world.
Macau is a special administrative region (SAR) of the People's Republic of China. It was leased to Portugal in 1557 as a trading post in exchange for a symbolic annual rent of 500 tael. The economy of Macau is a highly developed market economy. Macau's economy has remained one of the most open in the world since its handover to China in 1999. Apparel exports and gambling-related tourism are mainstays of the economy. Since Macau has little arable land and few natural resources, it depends on mainland China for most of its food, fresh water, and energy imports. Japan and Hong Kong are the main suppliers of raw materials and capital goods. Although Macau was hit hard by the 1997–98 Asian financial crisis and the early 2000s recession, its economy grew approximately 13.1% annually on average between 2001 and 2006. Macau is a full Member of the World Trade Organization. Public security has greatly improved after handover to the People's Republic of China. With the tax revenue from the profitable gambling industry, the Macau government is able to introduce the social welfare program of 15 years of free education to all Macau citizens. In 2015, Macau's economy saw a sharp decrease due to the reduced spending by visitors from Mainland China since the Anti-corruption campaign under Xi Jinping.
