List of Superfund sites

The Brio Superfund site is a former industrial location in Harris County, Texas, at the intersection of Beamer Road and Dixie Farm Road, about 16 miles (26 km) southeast of downtown Houston and adjacent to the Dixie Oil Processors Superfund site. It is a federal Superfund site, although it was deleted from the National Priorities List in December 2006. A neighboring residential subdivision called South Bend, now abandoned was located along and north of the northern boundary of Brio North. The former South Bend neighborhood had about 670 homes, an elementary school, and a Little League baseball field. The Brio Superfund site documents are located at the San Jacinto College South Campus Library, which houses Brio Site Repository Documents, U.S. Environmental Protection Agency (EPA) Administrative Records, and documents concerning the adjoining Dixie Oil Processors site.

Site history and contamination

The 58-acre Brio Refinery site was home to several chemical companies between 1957 and 1982, when the owner, Brio Refinery Inc. declared bankruptcy and ceased operations. During that period, the site had been used for copper recovery and petroleum re-refining, typically the processing of tar, sludge, and other residue from oil tanks and other sources, [1] as also occurred at the adjacent Dixie Oil Processors site. [2] Throughout the years, at both sites, unprocessed petroleum and waste materials were stored in 12 large earthen pits, ranging from 14 to 32 feet deep and extending into porous soil and, thus, groundwater. Leaks from these pits also spilled into a local drainage ditch, Mud Gulley, and subsequently, via the adjoining Clear Creek, into Galveston Bay. By the late 1980s, the EPA had detected copper, vinyl chloride, 1,1,2-trichloroethane, fluorene, styrene, ethylbenzene, toluene, benzene and other toxic chemicals, including numerous chlorinated volatile organic compounds (VOCs), in the air and groundwater. The EPA placed the Brio site on the National Priorities List in 1984. Beginning in 1989, the EPA began remediation by demolishing buildings, digging out contaminated soils for processing or disposal, containing groundwater by use of a physical barrier, and capping the site. [1] The site was removed from the National Priorities List in 2006. [5]

Impact on the Southbend neighborhood

Although groundwater was contaminated, as noted above, community wells in the adjoining South Bend neighborhood were not contaminated. [6] PulteGroup, which built much of the Southbend community, claimed it was unaware of the problem until 1983, which was after it had built many of the homes, although it has been reported that construction workers complained of health problems while the initial homes were being built. Not long after, residents began reporting health problems. Women in the area had reported an above average rate of miscarriages and there was an increase in upper respiratory ailments, central nervous system disorders, and birth defects (particularly reproductive and heart problems). Some of the residents moved out, fearing for their health and for that of their children. Former residents have since reported various illnesses which include cancer, vasculitis, and autoimmune disease.

To address these health concerns, the Agency for Toxic Substances and Disease Registry (ATSDR), part of the U.S. Department of Health and Human Services, conducted a cross-sectional health outcomes study to compare current residents of the Southbend subdivision with residents of a comparison group. In addition, a separate study of adverse reproductive outcomes of both current and former Southbend residents was initiated. Because of limited participation and the small number of birth defects verified by medical records, analysis of this phase of the study would not have been scientifically valid and the study was terminated. [6]

A report titled "Southbend Subdivision Health Outcomes Study" was issued in August 1995 by the ATSDR. The report delivered three conclusions: "1) Although findings suggest that Southbend participants were less healthy than participants from the comparison area, design limitations and potential biases must be considered. Intense media coverage, litigation, and migration from the Southbend area could have affected the results of this study. None of these associations should be interpreted to imply causality. 2) Population distributions of various biomarker levels analyzed in this study were significantly different between the two populations. The clinical significance of these findings is unknown. 3) The clinical significance and public health implications of isolated findings were difficult to interpret and might have been due to bias or to chance. However, the multiple symptoms reported in excess for the respiratory system are a cause of concern." [6]

In 1992, the Brio Superfund site was the subject of a US$207 million court settlement, which was at the time the largest out-of-court settlement for a toxic waste case.

Cleanup

Razing of the houses (which sold for $70,000 to $90,000 when the subdivision was being built) began on January 2, 1997. Site remediation was originally to be done through an on-site incinerator, but after a significant portion of the incinerator apparatus was built, the plan was scrapped due to community opposition and because many of the pollutants were nonburnable minerals. The South Belt-Ellington Leader, [7] a community newspaper still in publication as of December 2019, was known for publishing details of the Brio Superfund site and being a key opponent to on-site incineration.

The EPA determined that full remediation was infeasible given technological and financial constraints, so the in-place containment with clay slurries and various forms of site monitoring was performed. As of December 8, 2019, the area is restricted by a surrounding fence with "no trespassing" signs. Some remains of the baseball field can be found in the surrounding wooded areas. As of December 8, 2019, the site is currently in an operations and maintenance phase and monitored by the EPA.

In 2010, there was a contaminant leak discovered at the site. According to the EPA Superfund Remedial Project Manager at the time, Gary Miller, the contaminant plume posed no threat to residents. [8]

The Third Five-Year Review was completed on April 25, 2008. [9] The review found that the remedy at the site was protective of human health and the environment. Elevated groundwater contaminant concentrations have been reported in the Fifty-Foot Sand water-bearing zone (FFSZ) at one well within the Brio Site boundary. [10] The Brio Site Task Force is completing field work for an investigation of the FFSZ groundwater at multiple locations on site in order to assess the need for further remedial action. The next Five-Year Review Report is scheduled for completion in 2018.

The Fifth Five-Year Review was completed in September of 2018, in which the EPA said the remedial actions performed are acting as designed. [11]

Superfund is a United States federal environmental remediation program established by the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA). The program is administered by the Environmental Protection Agency (EPA). The program is designed to investigate and clean up sites contaminated with hazardous substances. Sites managed under this program are referred to as Superfund sites. Of all the sites selected for possible action under this program, 1178 remain on the National Priorities List (NPL) that makes them eligible for cleanup under the Superfund program. Sites on the NPL are considered the most highly contaminated and undergo longer-term remedial investigation and remedial action (cleanups). The state of New Jersey, the fifth smallest state in the U.S., is the location of about ten percent of the priority Superfund sites, a disproportionate amount.

<span class="mw-page-title-main">Environmental remediation</span> Removal of pollution from soil, groundwater etc.

Environmental remediation is the cleanup of hazardous substances dealing with the removal, treatment and containment of pollution or contaminants from environmental media such as soil, groundwater, sediment. Remediation may be required by regulations before development of land revitalization projects. Developers who agree to voluntary cleanup may be offered incentives under state or municipal programs like New York State's Brownfield Cleanup Program. If remediation is done by removal the waste materials are simply transported off-site for disposal at another location. The waste material can also be contained by physical barriers like slurry walls. The use of slurry walls is well-established in the construction industry. The application of (low) pressure grouting, used to mitigate soil liquefaction risks in San Francisco and other earthquake zones, has achieved mixed results in field tests to create barriers, and site-specific results depend upon many variable conditions that can greatly impact outcomes.

The National Priorities List (NPL) is the priority list of hazardous waste sites in the United States eligible for long-term remedial investigation and remedial action (cleanup) financed under the federal Superfund program. Environmental Protection Agency (EPA) regulations outline a formal process for assessing hazardous waste sites and placing them on the NPL. The NPL is intended primarily to guide EPA in determining which sites are so contaminated as to warrant further investigation and significant cleanup.

AMCO Chemical was a chemical distribution company located in Oakland, California. The land the company operated on is designated as a U.S. Environmental Protection Agency (EPA) Superfund cleanup site.

The Edison Wetlands Association was founded by noted activist Robert Spiegel in 1989 as a nonprofit environmental organization devoted to the cleanup of hazardous waste sites and the preservation of open space in densely populated central New Jersey.

Havertown Superfund is a 13-acre polluted groundwater site in Havertown, Pennsylvania contaminated by the dumping of industrial waste by National Wood Preservers from 1947 to 1991. The state first became aware of the pollution in 1962 and initiated legal action against the owners in 1973 to force them to cleanup the site. The Environmental Protection Agency (EPA) ranked the site the eighth worst cleanup project in the United States. The site was added to the National Priorities List in 1983 and designated as a Superfund cleanup site in the early 1990s. Remediation and monitoring efforts are ongoing and the EPA transferred control of the site to the Pennsylvania Department of Environmental Protection in 2013.

<span class="mw-page-title-main">Dorney Road Landfill</span> Superfund site in Pennsylvania

Dorney Road Landfill is a 27-acre (11 ha) municipal and industrial landfill in Upper Macungie Township and Longswamp Township, Pennsylvania that was polluted with toxic waste from 1952 to 1978. The site is surrounded by rural residences and farmland. The U.S. Environmental Protection Agency (EPA) added the site to the Superfund National Priorities List in 1984. The site was remediated and removed from the National Priorities List in 2018.

The Omega Chemical Corporation was a refrigerant and solvent recycling company that operated from 1976 to 1991 in Whittier, California. Due to improper waste handling and removal, the soil and groundwater beneath the property became contaminated and the area is now referred to as the Omega Chemical Superfund Site. Cleanup of the site began in 1995 with the removal of hazardous waste receptacles and a multimillion-dollar soil vaporization detoxifying system.

The former Operating Industries Inc. Landfill is a Superfund site located in Monterey Park, California at 900 N Potrero Grande Drive. From 1948 to 1984, the landfill accepted 30 million tons of solid municipal waste and 300 million US gallons (1,100,000 m3) of liquid chemicals. Accumulating over time, the chemical waste polluted the air, leached into groundwater, and posed a fire hazard, spurring severely critical public health complaints. Recognizing OII Landfill's heavy pollution, EPA placed the financial responsibility of the dump's clean-up on the main waste-contributing companies, winning hundreds of millions of dollars in settlements for the protection of human health and the environment.

The Del Amo Superfund Site is located in southern Los Angeles County between the cities of Torrance and Carson. It is a U.S. EPA Region 9 Superfund Site. The waste-disposal site of a rubber manufacturer is one of 94 Superfund Sites in California as of November 29, 2010.

The Escambia Wood Treating Company (ETC) site is located at 3910 Palafox Highway, northeast of the intersection of Fairfield Drive in Pensacola, Florida, and is in a mixed industrial, commercial, and residential area. The site includes the 26-acre property of the former wood preserving facility and over 60 acres of nearby neighborhoods. The facility was in operation from 1942 until 1982, then abandoned by the owner in 1991. During its operation, ETC treated utility poles, foundation pilings, and lumber with creosote and pentachlorophenol. <span class="mw-page-title-main">Koppers Co., Inc. Superfund Site</span>

The Koppers Co., Inc. (KCI) Superfund Site is one of three Superfund sites in Oroville, California, along with Louisiana Pacific Sawmill and Western Pacific Railyard. The KCI Superfund Site is a 200-acre site which served as a wood treatment plant for 50 years. Wood was treated with many chemicals to prevent wood deterioration. The accumulation of these chemicals from spills, fires, and uses has caused this site to be contaminated with the hazardous waste material. Due to soil and groundwater contamination, the site was placed on the National Priorities List in 1984 for remedial action plans to clean up the site to protect surrounding residential areas concerning environmental and human health risks.

<span class="mw-page-title-main">The Waste Disposal Inc. Superfund site</span> Waste disposal

The Waste Disposal Inc. Superfund site is an oil-related contaminated site in the highly industrialized city of Santa Fe Springs in Los Angeles County, California. It is approximately 38 acres (15 ha), with St Paul's high school immediately adjacent to the northeast corner of the site. Approximately 15,000 residents of Santa Fe Springs obtain drinking water from wells within three miles (4.8 km) of the site.

<span class="mw-page-title-main">California Gulch</span>

The California Gulch site consists of approximately 18 square miles in Lake County, Colorado. The area includes the city of Leadville, parts of the Leadville Historic Mining District and a section of the Arkansas River from the confluence of California Gulch downstream to the confluence of Two-Bit Gulch. The site was listed as a Superfund site in 1983.

Emmell's Septic Landfill (ESL) is located at 128 Zurich Ave, Galloway Township, New Jersey and takes up about 38 acres of space. The landfill was in operation from 1967 until 1979. ESL disposed of liquid and solid waste including many chemicals such as volatile organic compounds (VOCs), Polychlorinated Biphenyls (PCBs), Trichloroethene and Vinyl chloride which all had their own effect on the environment and community. These chemicals affected the groundwater required millions of dollars to reconstruct the groundwater pathways and provide clean water to residents. The landfill holds a Hazardous Ranking Score of a 50/100, qualifying for the Superfund National Priority List. In August 1999, the state acknowledged the site's contamination and held town meetings and provided research upon the site such as groundwater samples. In July 1997, a sitewide investigation was called upon by the United States Environmental Protection Agency. In total the clean up was estimated to cost $5 million to fund this superfund site, and a grant of $3.9 million was given by the Federal Government under the Recovery Act Funding (Previti). Today, the project is still ongoing however, greatly improved since the landfill was discovered.

The Horseshoe Road Complex Superfund Site in Sayreville, New Jersey is a 12-acre property located near the Raritan River. The industrial site has been out of operation since the early 1980s after a fire revealed 70 drums containing silver cyanide, ethyl acetate, and acetonitrile. The drums caught the attention of the Environmental Protection Agency (EPA) and by 1995 the Horseshoe Road Complex was on the National Priorities List. The site had three areas consisting of the Atlantic Development Corporation (ADC), Horseshoe Road Drum Dump, and Sayreville Pesticide Dump. The neighboring Atlantic Resources Corporation, the location for precious metal recovery, is addressed with the Horseshoe Road Complex (HRC) site due to the intermixing of chemical contamination. The on-site contamination is not an immediate threat to the surrounding community, although prolonged or repeated exposure to the site itself, will result in health effects. The HRC Superfund site is now in its final steps of cleanup in accordance to the EPA's plan.

Brook Industrial Park (BIP) is an industrial area occupying 4.5 acres of the Borough of Bound Brook, New Jersey, in the United States of America. It is located on the northern bank of the Raritan River. Industrial, chemical and pesticide operations began in 1971 and eventually lead to the contamination of groundwater and exposure of workers to harmful dioxins. Throughout 1980 to 1988 the United States Environmental Protection Agency (EPA) and the New Jersey Department of Environmental Protection (NJDEP) conducted studies to determine if there were any threats being posed on the workers, community or environment by the BIP companies in their disposal of processed and stored chemicals.

The Orange Valley Regional Groundwater Superfund site is a group of wells in Orange and West Orange, two municipalities in Essex County, New Jersey, United States. The groundwater in the public wells are contaminated with the hazardous chemicals of Trichloroethylene (TCE), Dichloroethene (DCE), Tetrachloroethylene (Perchloroethene), 1,1-Dichloroethene (1,1-DCE), and 1,2-Dichloroethene (1,2-DCE). These chemicals pose a huge risk to the towns nearby population, as the wells are a source of public drinking water. In March 2012, the site was added to the National Priorities List (NPL) of the United States Environmental Protection Agency (EPA) Superfund site list.

Forest Waste Products is a 120-acre (49-hectare) Superfund site in Forest Township northwest of Otisville, Michigan.

The Garfield Groundwater Contamination site is a Superfund site located in Garfield, New Jersey. The site was formally occupied by E.C Electroplating, an electroplating company that used chromic acid solution in their products. In 1983, a tank at the E.C Electroplating property malfunctioned and spilled chromic acid into the groundwater underneath the property that subsequently spread to the surrounding area. The contamination presented a health risk to Garfield residents in the area due to exposure to hexavalent chromium, a toxic form of chromium. The site was designated a Superfund site in 2011. Cleanup of the site is ongoing as of 2022.
