The Executive Office of the President (EOP) comprises the offices and agencies that support the work of the president at the center of the executive branch of the United States federal government. The EOP consists of several offices and agencies, such as the White House Office, the National Security Council, and the Office of Management and Budget.
The Federal Emergency Management Agency (FEMA) is an agency of the United States Department of Homeland Security (DHS), initially created under President Jimmy Carter by Presidential Reorganization Plan No. 3 of 1978 and implemented by two Executive Orders on April 1, 1979. The agency's primary purpose is to coordinate the response to a disaster that has occurred in the United States and that overwhelms the resources of local and state authorities. The governor of the state in which the disaster occurs must declare a state of emergency and formally request from the President that FEMA and the federal government respond to the disaster. The only exception to the state's gubernatorial declaration requirement occurs when an emergency or disaster takes place on federal property or to a federal asset—for example, the 1995 bombing of the Alfred P. Murrah Federal Building in Oklahoma City, Oklahoma, or the Space Shuttle Columbia in the 2003 return-flight disaster.

In the 2004 federal election he was elected to the House of Commons of Canada as a candidate of the Liberal Party in the Ontario riding of Ajax-Pickering. Holland was subsequently re-elected in the 2006, 2008, and the 2015 federal elections. He was defeated in 2011 where he became the director of health promotion and public affairs with the Heart and Stroke Foundation of Canada and was subsequently promoted to the roles of executive director for the Ontario Mission and national director of children and youth, before returning to federal politics in 2015. In August 2018, he was promoted to the position of Chief Government Whip.
