Camilo Sabio (born June 16,1936) is a public lawyer and past chairman of the Philippines' Presidential Commission on Good Government. He previously held the position of Secretary-General in the Philippine House of Representatives from 1992 to 1998 under Jose de Venecia.
Sabio earned his Bachelor of Arts degree from Xavier University –Ateneo de Cagayan as valedictorian with a gold medal for academic excellence. He finished his Bachelor of Laws from the Ateneo de Manila University also as valedictorian with gold medal for academic excellence. Joined the Law Firm of Feria,Manglapus &Associates. He was professor,Political Law,Constitutional Law,Administrative Law,and International Law in the Ateneo de Manila Law School.
Sabio was Davao delegate to the 1971 Constitutional Convention. For 20 years,he served as Chief Counsel of the Federation of Free Farmers (FFF) and of the Federation of Free Workers (FFW). He served as Chief of Staff of the Presidential Assistant for Legal Affairs,Office of the President. Later he worked as Chief of Staff of the Senior Associate Justice Jose Y. Feria. He was Secretary General (unanimously elected for three terms),and,concurrently Chief Counsel and Chief Parliamentarian of the House of Representatives. [1]
In the 1998 elections,Sabio ran for the position of Vice President as a running mate of lottery company manager Manuel Morato under the Partido Bansang Marangal (National Dignity Party). He however lost to Senator Gloria Macapagal Arroyo. He served as president of the Philippine Constitutional Association (PhilConsA) from 1998 to 2002. He was appointed by President Gloria Macapagal Arroyo as chairman of the PCGG in 2005 when its previous chairperson,Haydee Yorac died of ovarian cancer and took his oath May 2,2005.
In 2012,the Office of the Ombudsman found Sabio guilty of grave misconduct for attempting to influence his younger brother,Court of Appeals (CA) Associate Justice Jose Sabio Jr., [2] in the GSIS-Meralco bribery case.
In June 2017,Camilo Sabio was found guilty of two counts of graft by the Sandiganbayan First Division and sentenced to 12 to 20 years imprisonment for alleged anomalous lease of vehicles in 2007 and 2009. [3] In September 2017,the National Bureau of Investigation arrested Sabio over charges of graft,malversation of funds and corrupt practices. [4]
Maria Gloria Macaraeg Macapagal Arroyo,often referred to by her initials PGMA and GMA,is a Filipino academic and politician serving as one of the House Deputy Speakers since 2022,and previously from 2016 to 2017. She previously served as the 14th president of the Philippines from 2001 until 2010. She is the longest serving president of the Philippines since Ferdinand Marcos. Benigno Simeon Cojuangco Aquino III,also known as Noynoy Aquino and colloquially as PNoy,was a Filipino politician who served as the 15th president of the Philippines from 2010 to 2016. The Second EDSA Revolution,also known as the Second People Power Revolution,EDSA 2001,or EDSA II,was a political protest from January 17–20,2001 which peacefully overthrew the government of Joseph Estrada,the thirteenth president of the Philippines. Following allegations of corruption against Estrada and his subsequent investigation by Congress,impeachment proceedings against the president were opened on January 16. The decision by several senators not to examine a letter which would purportedly prove Estrada's guilt sparked large protests at the EDSA Shrine in Metro Manila,and calls for Estrada's resignation intensified in the following days,with the Armed Forces withdrawing their support for the president on January 19. On January 20 Estrada resigned and fled Malacañang Palace with his family. He was succeeded by Vice President Gloria Macapagal Arroyo,who had been sworn into the presidency by Chief Justice Hilario Davide Jr. several hours earlier.

The GSIS–Meralco bribery case was a landmark case heard by the Supreme Court of the Philippines. This complex case began with a complaint filed by the Philippines' Government Service Insurance System (GSIS) with the Securities and Exchange Commission of the Philippines (SEC) questioning the unvalidated proxy votes used by the Lopez family in a board election of the Manila Electric Company (Meralco). The SEC issued a cease and desist order (CDO) against Meralco,which was ignored by the latter. A show cause order (SCO) was then issued by the SEC,whereupon Meralco petitioned the Court of Appeals,questioning the jurisdiction of the SEC. The Court of Appeals issued a temporary restraining order (TRO) to the SEC while the Special 9th Division composed of Associate Justices Vicente Q. Roxas,Jose L. Sabio Jr. and Myrna Dimaranan Vidal heard the case. Roxas was assigned as the ponente while Sabio was the acting chairman.

The Presidential Commission on Good Government (PCGG) is a quasi-judicial government agency of the Philippines whose primary mandate is to recover the ill-gotten wealth accumulated by Ferdinand Marcos,his immediate family,relatives,subordinates and close associates,whether located in the Philippines or abroad. It was created by President Corazon Aquino shortly after she was sworn in as president in the aftermath of the 1986 People Power revolution.
