Cassius Reginald Lubisi (born 1955 or 1956) is a South African educationist and civil servant. He was the director-general of the Presidency of South Africa between November 2010 and September 2020 under Presidents Jacob Zuma and Cyril Ramaphosa. In November 2021,he was appointed as the chairperson of the Human Sciences Research Council.
Lubisi entered government in the education sector,serving stints as chairperson of Umalusi from 2002 to 2004,as a special advisor and deputy director-general in the national Department of Education from 2003 to 2004,and as head of the KwaZulu-Natal Department of Education from 2005 to 2010. Before that,he was a lecturer at the University of Natal.
Lubisi was born in 1955 or 1956 [1] in present-day Mpumalanga. [2] One of seven siblings,he was raised by a single mother. [3] He attended primary school in Nelspruit but matriculated at the Inkamana High School in Vryheid,KwaZulu-Natal. [3] Thereafter he studied at the Pietermaritzburg campus of the University of Natal, [3] completing a Bachelor of Science,a Bachelor of Education cum laude,and a Higher Diploma in Education. [2]
In 2000, [1] Lubisi completed his doctoral degree at the University of Nottingham in Nottingham,England,with a dissertation about classroom assessment by South African mathematics teachers. [2]
In 1993, [1] Lubisi began his career as a lecturer at the University of Natal's Pietermaritzburg campus,where he worked for the next ten years. [2] From 2002 to 2003,on secondment from the university,he chaired the Ministerial Project Committee that developed South Africa's National Curriculum Statement for Grades 10 to 12. [2] At the same time,he was the chairperson of Umalusi from June 2002 to May 2004, [2] and in 2003 he was additionally appointed as a special advisor to the national Minister of Education,Kader Asmal. [4]
After leaving Umalusi in 2004,Lubisi began a brief stint as Deputy Director-General for General Education and Training in the national Department of Education. [2] [4] Then,from June 2005 to October 2010, [4] he worked in the Government of KwaZulu-Natal as head and superintendent-general of the provincial Department of Education. [2] He commissioned a Special Investigation Unit investigation into procurement irregularities in the provincial department in 2006, [5] but the South African Democratic Teachers Union later accused him of having failed to prevent corruption in the department. [6]
On 1 October 2010,Lubisi announced that he would leave the provincial education department to replace Vusi Mavimbela as director-general of the Presidency of South Africa,with effect from 1 November 2010. [1] [7] In that capacity he was also the secretary of cabinet and chairperson of the Forum of South African Directors-General. [8] Appointed during the first term of President Jacob Zuma,he remained in the position after President Cyril Ramaphosa was elected to succeed Zuma in February 2018. [9] In 2019 Richard Calland described him as "a solid,decent senior official,but not a political rottweiler". [10]
He retired from the Presidency in September 2020. [11] [12] Phindile Baleni was appointed to replace him as director-general in March 2021. [13]
Lubisi was appointed as a member of the Armscor board in December 2020,as chairperson of professional services firm Morar Incorporated in April 2021, [14] and as chairperson of the Human Sciences Research Council on 1 November 2021. [4] In March 2022,Minister Ebrahim Patel appointed him to a year-long term on the board of the National Lotteries Commission. [15]
In May 2023,the KwaZulu-Natal government announced that Lubisi would lead a provincial government intervention in eThekwini Metropolitan Municipality under Section 154 of the Constitution,which permits such interventions in dysfunctional municipalities. [16] The intervention was initially hamstrung by local political resistance, [17] but it was re-appointed afresh –still under Lubisi and his co-chair Mike Sutcliffe –in July 2024. [18] [19]
He is married to Lumka Lubisi,with whom he has one adult son. The couple also adopted Lubisi's niece. [3]

Zwelini Lawrence Mkhize is a South African medical doctor and politician who served as the Minister of Health from May 2019 until his resignation on 5 August 2021. He previously served as the Minister of Cooperative Governance and Traditional Affairs from 2018 to 2019. Before that,he was the fifth Premier of KwaZulu-Natal from 2009 to 2013.
Bhekokwakhe "Bheki" Hamilton Cele was the South African Minister of Police from February 2018 to 17 June 2024. He was National Commissioner of the South African Police Service for two years,until misconduct allegations led to his suspension in October 2011 and removal in June 2012. He has also served as Deputy Minister of Agriculture,Forestry and Fisheries,on the KwaZulu-Natal Executive Council,and in the KwaZulu-Natal Provincial Legislature. He is a member of the National Executive Committee of the African National Congress,and was imprisoned on Robben Island during apartheid.
Edward Senzo Mchunu is a South African politician currently serving as Minister of Police since 30 June 2024. A member of the African National Congress (ANC),he has been a cabinet minister since May 2019. He was formerly the Premier of KwaZulu-Natal between 22 August 2013 and 23 May 2016.
Siyabonga Cyprian Cwele is a South African politician who served in the cabinet of South Africa from September 2008 to May 2019,most recently as the Minister of Home Affairs between 2018 and 2019. He was appointed as the South African Ambassador to China in December 2020. He is a member of the African National Congress (ANC) and represented the party in Parliament from 1994 to 2019.

Thomas Mxolisi Kaunda is a South African politician from KwaZulu-Natal serving as a Permanent Delegate to the National Council of Provinces since 2024. Prior to serving in parliament,he was the Mayor of the eThekwini Metropolitan Municipality from 2019 until 2024. He was the KwaZulu-Natal MEC for Transport,Community Safety and Liaison from 2016 to 2019 and a member of the KwaZulu-Natal Legislature from 2009 to 2019. Kaunda is a member of the ruling African National Congress (ANC).
Nomagugu Simelane-Zulu is a South African lawyer and African National Congress (ANC) politician who has been serving as the KwaZulu-Natal MEC for Health since May 2019. She became a Member of the KwaZulu-Natal Legislature in May 2014. She was the chair of the legislature's Agriculture Portfolio Committee from 2014 to 2019. Simelane-Zulu was previously involved in the African National Congress Youth League (ANCYL).

The 55th National Conference of the African National Congress (ANC) took place from 16 to 20 December 2022 at the Johannesburg Expo Centre in Nasrec,Gauteng. Attended by 4,426 voting delegates,the conference elected the party's 87-member National Executive Committee,including the party's top officials –for the first time known as the Top Seven,rather than the Top Six,after the conference amended the party's constitution to introduce a second deputy secretary-general position. Delegates also adopted resolutions on the party's governance and policy positions,with consideration of the outcomes of the ANC's 6th National Policy Conference,held in late July 2022.

She was formerly the director-general in the office of the Premier of Gauteng,David Makhura,from 2015 to 2021. Before that,she was the chief executive officer of the National Energy Regulator of South Africa from 2011 to 2015.
